About approval of the Regulations on federal state control (supervision) of observance of mandatory requirements to separate types of industrial output

According to part 4 of article 8.1 of the Federal law "About Industrial Policy in the Russian Federation" Government of the Russian Federation decides:

1. Approve the enclosed Regulations on federal state control (supervision) of observance of mandatory requirements to separate types of industrial output.

2. Recognize invalid acts and separate provisions of acts of the Government of the Russian Federation according to the list according to appendix.

3. This resolution becomes effective since September 1, 2026.

Regulations on federal state control (supervision) of observance of mandatory requirements to separate types of industrial output

I. General provisions

1. This Provision establishes procedure for the organization and implementation of federal state control (supervision) of observance of mandatory requirements to separate types of industrial output (further respectively - mandatory requirements, supervision).

2. Supervision is exercised by Federal Agency for Technical Regulation and Metrology and its territorial authorities according to the Federal Law "About the State Control (Supervision) and Municipal Control in the Russian Federation".

3. Supervision is exercised by means of prevention of violations of mandatory requirements, the organization and holding control (supervising) actions and acceptance of stipulated by the legislation measures of the Russian Federation for the prevention, identification and suppression of violations of mandatory requirements and (or) to elimination of effects of the revealed violations of mandatory requirements.

4. The officials of Federal Agency for Technical Regulation and Metrology and its territorial authorities (further - officials) authorized on supervision implementation are:

a) head, deputy managers of Federal Agency for Technical Regulation and Metrology;

b) heads, deputy managers of territorial authorities of Federal Agency for Technical Regulation and Metrology;

c) other officials whose official regulations provide powers on supervision implementation.

5. The officials authorized on decision making about holding preventive or control (supervising) action are:

a) head, deputy managers of Federal Agency for Technical Regulation and Metrology;

b) heads, deputy managers of territorial authorities of Federal Agency for Technical Regulation and Metrology.

6. For the purposes of this provision controlled persons are understood as persons specified in Item 8 of this provision.

7. Decisions on holding preventive visit, on the announcement of caution, on holding the control (supervising) action providing interaction with controlled person, acts (including acts of impossibility of carrying out) control (supervising) action, preventive action, the instruction about elimination of the revealed violations are drawn up by means of entering of information about them into the unified register of control (supervising) actions and their signing. For execution of the specified decisions, acts and instructions separate forming of the document is not required.

II. Subject and objects of supervision

8. Subject of supervision is observance:

a) the manufacturer, the contractor (person performing functions of the foreign manufacturer), the seller of mandatory requirements to industrial output, assessment of observance of mandatory requirements to which is performed within supervision, according to the list according to appendix No. 1, of established:

the technical regulation of the Customs union "About safety of the low-voltage equipment" (TR CU 004/2011) made by the decision of the Commission of the Customs union of August 16, 2011 No. 768 (further - TR CU 004/2011) (except for the low-voltage equipment specified in appendix No. 1 to this Provision, realized under the agreement of retail purchase and sale, assessment of observance of mandatory requirements to which is performed within federal state control (supervision) in the field of consumer protection and federal state sanitary and epidemiologic control (supervision):
