1. Accept the technical regulation of the Customs union "About safety of agricultural and forestry and landscape tractors and trail cars to them" (TR CU 031/2012) (is applied).

2. Determine that the technical regulation of the Customs union "About safety of agricultural and forestry and landscape tractors and trail cars to them" becomes effective since February 15, 2015.

3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

About safety of agricultural and forestry and landscape tractors and trail cars to them

Preface

1. This technical regulation is developed according to the Agreement on the single principles and rules of technical regulation in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation of November 18, 2010.

2. This technical regulation is developed for the purpose of establishment on customs area of the Eurasian Economic Union (further - the Union) single obligatory for application and execution of requirements to wheel and caterpillar agricultural and forestry and landscape tractors and trail cars to them, ensuring free movement of the wheel and caterpillar agricultural and forestry and landscape tractors and trail cars released on customs area of the Union.

3. If concerning tractors and trail cars other technical regulations of the Union establishing requirements to tractors and trail cars are accepted, then tractors and trail cars shall conform to requirements of these technical regulations of the Union which action extends to them.

Article 1. Scope

1. This technical regulation extends to again manufactured and imported wheel and caterpillar agricultural and forestry and landscape tractors (further - tractors) and the trail cars to them (further - trail cars) released on single customs area of the union irrespective of country of source.

This technical regulation extends to the tractors and trail cars having the maximum rated speed at least 6 km/h.

Requirements of this technical regulation extend also to again made and imported components of tractors and trail cars (further - components) influencing their safety and released on single customs area of the union separately from tractors and trail cars irrespective of country of source. The list of components to which requirements of this technical regulation extend is given in appendix 1 to this technical regulation.

2. This technical regulation does not extend on:

tractors small-size and trail cars to them;

trail cars of special purpose;

chassis of trail cars;

the tractors, trail cars and components released on customs area of the Union before entry into force of this technical regulation and which were in the use on customs area of the Union.

3. This technical regulation establishes requirements to tractors, trail cars and their components for the purpose of protection of life and health of the person, property, environmental protection, and also the prevention of actions, the misleading consumers (users) concerning their appointment and safety.

Article 2. Determinations

For the purposes of application of this technical regulation concepts which mean the following are used:

"ballast loads" - the loads intended for installation on the tractor for additional charge of front and (or) back axis;

"the towing device" - the tractor design element which is in front of the tractor, providing connection of devices (bar, towing rope, etc.) for its towing;

"commissioning" - documentary drawn up event fixing readiness of the tractor or trail car for application to destination;

"tractor height" - the distance measured down between the bearing area and point of the tractor which is at the greatest distance from the bearing area excepting the antenna. In case of determination of height the tractor shall be equipped with the new tires having the largest static radius established by the manufacturer;

"the two-fuel engine" - the engine which is intended for concurrent work on diesel and gaseous fuel and the consumed quantity of one type of fuel in relation to another can vary depending on operating mode and type of the engine;

"tractor length" - the distance measured across between the vertical planes, perpendicular longitudinal axis of the tractor and passing through its extreme points, excepting all mirrors, starting handles, lobbies or side marker lights;

"the admissible towed weight" - the weight which the tractor can tow. The admissible towed weight can include the mass of one or several towed trail cars, the mass of farm or forestry and landscape vehicles;
