According to Item 30 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix № 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) and being guided by the Decision of Board of the Eurasian economic commission of November 6, 2014 № 200, the Board of the Eurasian economic commission decided:

1. Approve enclosed:

Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of Authorized Economic Operators";

Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of Authorized Economic Operators";

The description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of Authorized Economic Operators";

Procedure for accession to general process "Forming, maintaining and use of the general register of Authorized Economic Operators".

2. Recognize invalid the Decision of Board of the Eurasian economic commission of March 19, 2019 as No. 37 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of Authorized Economic Operators".

3. This Decision becomes effective since July 1, 2025.

Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of Authorized Economic Operators"

I. General provisions

1. These rules are developed according to the following international treaties and acts constituting the right of the Eurasian Economic Union (further - the Union):

The agreement on the Eurasian Economic Union of May 29, 2014;

The agreement on the Customs code of the Eurasian Economic Union of April 11, 2017;

The decision of Board of the Euroasian economic commission of April 14, 2015 № 29 "About the list of general processes within the Eurasian Economic Union and modification of the Decision of Board of the Euroasian economic commission of August 19, 2014 № 132";

The decision of Board of the Eurasian economic commission of January 27, 2015 No. 5 "About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade";

The decision of Board of the Euroasian economic commission of November 6, 2014 No. 200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";

The decision of Board of the Euroasian economic commission of June 9, 2015 №63 "About the Analysis technique, optimization, harmonizations and descriptions of general processes within the Eurasian Economic Union";

The decision of Board of the Eurasian economic commission of December 19, 2017 No. 186 "About form of the register of Authorized Economic Operators of state member of the Eurasian Economic Union";

The decision of Board of the Eurasian economic commission of December 19, 2017 No. 187 "About the general register of Authorized Economic Operators of state members of the Eurasian Economic Union";

The decision of Board of the Eurasian economic commission of July 17, 2018 No. 111 "About approval of Rules of realization of general process "Forming, maintaining and use of the general register of Authorized Economic Operators".

II. Scope

2. These rules "Forming, maintaining and use of the general register of Authorized Economic Operators" (further - general process), including the description of the procedures performed within this general process are developed for the purpose of determination of procedure and conditions of information exchange between participants of general process.

3. These rules are applied by participants of general process in case of control of execution order of procedures and transactions within general process, and also during the designing, development and completion of components of the information systems providing realization of general process.

III. Basic concepts

4. For the purposes of these rules concepts which mean the following are used:

"authorization" - provision to certain participant of general process of the rights to accomplishment of certain actions;

"historical data" - information which is stored in the general register of Authorized Economic Operators from the moment of its forming and modification in which is not provided;

"condition of information object of general process" - the property characterizing information object at certain stage of its lifecycle, changing in case of accomplishment of transactions of general process.

The concepts "group of procedures of general process", "information object of general process", "contractor", "transaction of general process", "procedure of general process" and "participant of general process" used in these rules are applied in the values determined by the Analysis technique, optimizations, the harmonization and the description of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of June 9, 2015 No. 63.

IV. Main data on general process

5. Full name of general process: "Forming, maintaining and use of the general register of Authorized Economic Operators".

6. Specification symbol of general process: P.CC.12, version 1.1.0.

1. Purpose and tasks of general process

7. The purposes of general process are realization of mechanisms of forming and maintaining the general register of Authorized Economic Operators and submission of data from it to authorized bodies of state members of the Eurasian Economic Union (further - state members), to legal entities and physical persons, the individual entrepreneurs using in the activities data from the specified general register.

8. For goal achievement of general process it is necessary to solve the following problems:

a) provide submission to the Eurasian economic commission (further - the Commission) the authorized bodies of state members performing maintaining registers of Authorized Economic Operators of state members (further respectively - authorized bodies, the register of state member), the data necessary for forming of the general register of Authorized Economic Operators (including data on inclusion of legal entities in registers of state members, on their exception of registers of state members, on suspension (renewal) of activities as Authorized Economic Operator, about change of information about legal entities in registers of state members, and also about canceling of the decision of authorized body of state member on exception of Authorized Economic Operator of the register of state member based on the judgment which took legal effect);

b) provide automatic creation of the general register of Authorized Economic Operators on the basis of the data which arrived in the Commission with use of means of the integrated information system of the Eurasian Economic Union (further - the integrated system);

c) provide submission of data (including data on the changes entered in the general register) from the general register of Authorized Economic Operators to authorized bodies of state members at the request of their information systems with use of means of the integrated system;

d) provide placement of the general register of Authorized Economic Operators on the official site of the Union on the Internet by means of its publication on information portal of the Union (further - publication on information portal of the Union) and provision of access to data from the general register to interested persons.

2. Participants of general process

9. The list of participants of general process is provided in table 1.

3. Structure of general process

10. General process represents set of the procedures grouped according to the destination:

a) procedures of forming, maintaining and informing on change of data of the general register of Authorized Economic Operators;

b) procedures of representation to authorized bodies of state members of the data containing in the general register of Authorized Economic Operators;

c) procedures of representation to interested persons of the data containing in the general register of Authorized Economic Operators.

11. In case of execution of procedures of general process information exchange between participants of general process is performed.

Within performing procedures of general process forming of the general register of Authorized Economic Operators based on data on Authorized Economic Operators from registers of the state members sent by authorized bodies to the Commission, and also provision of data by the Commission from the general register of Authorized Economic Operators to authorized bodies and interested persons is performed.

When forming and maintaining the general register of Authorized Economic Operators the following procedures of general process included in group of procedures of forming, maintaining and informing on change of data of the general register of Authorized Economic Operators are performed:

inclusion of data in the general register of Authorized Economic Operators;

change of the data containing in the general register of Authorized Economic Operators;

exception of data of the general register of Authorized Economic Operators;

canceling of the decision on exception of the legal entity of the general register of Authorized Economic Operators;

informing on change of data in the general register of Authorized Economic Operators.

In case of information representation to authorized bodies of state members the following procedures of general process included in group of procedures of representation to authorized bodies of state members of the data containing in the general register of Authorized Economic Operators are performed:

receipt of information on date and time of updating of the general register of Authorized Economic Operators;

receipt of data from the general register of Authorized Economic Operators;

receipt of information on the changes entered in the general register of Authorized Economic Operators.

In case of information representation to interested persons the "Receipt of Data from the General Register of Authorized Economic Operators through Information Portal of the Union" procedure included in group of procedures of representation to interested persons of the data containing in the general register of Authorized Economic Operators is performed.

Information exchange between authorized bodies of state members and the Commission, is performed with use of the integrated system. Access to data from the general register of Authorized Economic Operators for interested persons is provided through information portal of the Union.

12. The provided structure declaration of general process is provided in the figure 1.

13. The execution order of the procedures of general process grouped according to the destination including the disaggregated activity description, is given in the Section VIII of these rules.

14. For each group of procedures the general scheme showing communications between procedures of general process and procedure for their accomplishment is provided. The general scheme of procedures is constructed with use of the graphical notation of UML (unified modeling language - Unified Modeling Language) and supplied with the text description.

4. Group of procedures of forming, maintaining and informing on change of data of the general register of Authorized Economic Operators

15. Performing procedures of forming, maintaining and informing on change of data of the general register of Authorized Economic Operators begins with the moment of receipt of state member by the authorized body responsible for maintaining the register of state member, information on change (adding, exception) of the information about legal entities, including suspension (renewal) of activities of the legal entity included in the register of state member, canceling of the decision of authorized body of state member on exception of the legal entity of the register of state member.

When maintaining the register of state member by authorized body of state member uniqueness of certificate numbers about inclusion of legal entities in the register of state member is provided.

In case of performing procedures of forming and maintaining the general register of Authorized Economic Operators in time, not exceeding 5 working days from the date of modification of the register of state member, authorized body of state member creates and represents to the Commission of the data on these changes. Submission of the specified data is performed according to Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of Authorized Economic Operators", the approved Decision of Board of the Eurasian economic commission of February 11, 2025 No. 13 (further - Regulations of information exchange). The format and structure of the represented data shall match the Description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of Authorized Economic Operators", to No. 13 approved by the Decision of Board of the Eurasian economic commission of February 11, 2025 (further - the Description of formats and structures of electronic documents and data).

By transfer of data on inclusion of the legal entity in the register of state member the "Inclusion of Data in the General Register of Authorized Economic Operators" procedure is performed (P.CC.12.PRC.001).

By transfer of data on the changes entered in the register of state member (including regarding change of data on the status of action of the certificate on inclusion of the legal entity in the register ("is suspended", "it is renewed and is effective")), the "Change of the Data Containing in the General Register of Authorized Economic Operators" procedure is performed (P.CC.12.PRC.002).

By transfer of data on exception of the legal entity of the register of state member the "Exception of Data of the General Register of Authorized Economic Operators" procedure is performed (P.CC.12.PRC.003). If in the course of modification of the register of state member the registration number of the certificate confirming inclusion of information about the legal entity in the register of state member changes, that submission of information about the legal entity is performed with use of 2 procedures: "Exception of data of the general register of Authorized Economic Operators" (P.CC.12.PRC.003) and "Inclusion of data in the general register of Authorized Economic Operators" (P.CC.12.PRC.001).

When canceling the decision of authorized body of state member on exception of the legal entity of the register of state member the "Cancelling of the Decision on Exception of the Legal Entity of the General Register of Authorized Economic Operators" procedure is performed (P.CC.12.PRC.008).

In case of change of data of the general register of Authorized Economic Operators (inclusion of information about the legal entity, exception of information about the legal entity, canceling of the decision on exception of information about the legal entity, change of information about the legal entity, including regarding the status of action of the certificate on inclusion in the register ("is suspended", "it is renewed and is effective")) the "Informing on Change of Data in the General Register of Authorized Economic Operators" procedure is performed (P.CC.12.PRC.004).

16. The provided description of group of procedures of forming, maintaining and informing on change of data of the general register of Authorized Economic Operators is provided in the figure 2.

5. Group of procedures of representation to authorized bodies of state members of the data containing in the general register of Authorized Economic Operators

18. Procedures of representation to authorized bodies of state members of the data containing in the general register of Authorized Economic Operators are carried out in case of receipt of the corresponding request from information systems of authorized bodies.

Within performing procedures of representation to authorized bodies of state members of the data containing in the general register of Authorized Economic Operators the following types of the requests arriving from information systems of authorized bodies of state members are processed:

information request about date and time of updating of the general register of Authorized Economic Operators;

request of data from the general register of Authorized Economic Operators;

information request about the changes entered in the general register of Authorized Economic Operators.

Information request about date and time of updating of the general register of Authorized Economic Operators is carried out by authorized body for the purpose of assessment of need of synchronization stored in information system of the authorized body requesting data, data on the Authorized Economic Operators included in the register of state member with the data on Authorized Economic Operators which are containing in the general register of Authorized Economic Operators and stored in the Commission. When implementing request the "Receipt of Information on Date and Time of Updating of the General Register of Authorized Economic Operators" procedure is performed (P.CC.12.PRC.005).

The request of data is carried out from the general register of Authorized Economic Operators for the purpose of obtaining by authorized body of state member of the information about all legal entities included in the general register of Authorized Economic Operators which is stored in the Commission. The information about legal entities containing in the general register of Authorized Economic Operators is requested or in full (taking into account historical data), or as of certain date. The request of data from the general register of Authorized Economic Operators is in full used in case of initial loading of data on Authorized Economic Operators in information system of authorized body, for example, in case of initialization of general process, connection to it of the new participant of general process, recovery of information after failure. When implementing request the "Receipt of Data from the General Register of Authorized Economic Operators" procedure is performed (P.CC.12.PRC.006).

In case of information request about the changes entered in the general register of Authorized Economic Operators data which were added to the general register of Authorized Economic Operators or to which changes, since the moment specified in request until accomplishment of this request were made are represented. When implementing request the "Receipt of Information on the Changes Entered in the General Register of Authorized Economic Operators" procedure is performed (P.CC.12.PRC.007).

19. The provided description of group of procedures of representation to authorized bodies of state members of the data containing in the general register of Authorized Economic Operators is provided in the figure 3.

6. Group of procedures of representation to interested persons of the data containing in the general register of Authorized Economic Operators

21. The procedure of representation to interested persons of the data containing in the general register of Authorized Economic Operators is carried out by means of use of information portal of the Union.

In case of submission of data through information portal of the Union the web interface of this portal or services placed on this portal are used. When using the web interface the user in window of the browser sets search options and (or) unloadings of the data containing in the general register of Authorized Economic Operators carries out work with information from the general register of Authorized Economic Operators provided in browser window.

When using the services placed on information portal of the Union, interaction is performed between information system of the interested person and information portal of the Union.

25. Attraction to disciplinary responsibility for non-compliance with the requirements aimed at providing timeliness and completeness of transfer of the data participating in information exchange of officials and staff of the Commission is performed according to the Agreement on the Eurasian Economic Union of May 29, 2014, other international treaties and acts constituting the right of the Union, and officials and the staff of public authorities of state members - according to the legislation of state members.
