About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade

Within implementation of the Concept of creation of the Integrated information system of the foreign and mutual trade of the Customs union approved by the Decision of Interstate Council of Eurasian economic community of November 19, 2010 No. 60, and according to Items 3 and 30 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix No. 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) the Board of the Eurasian economic commission solved:

1. Approve the enclosed Rules of electronic data exchange in the integrated information system of foreign and mutual trade.

2. This Decision becomes effective after 30 calendar days from the date of its official publication.

Rules of electronic data exchange in the integrated information system of foreign and mutual trade

I. General provisions

1. These rules determine the basic principles and mechanisms of electronic data exchange in the integrated information system of foreign and mutual trade (further – the integrated system).

2. These rules are applied in case of development of the components of the integrated system providing electronic data exchange (information exchange) between national segments of state members of the Eurasian Economic Union (further respectively – state members, the Union), and also between national segments of state members and integration segment of the Eurasian economic commission (further – the Commission), taking into account provisions of the technical, technological, methodical and organizational documents accepted (approved) by the Commission for the purposes of ensuring unification of the applied organizational and technical solutions during creation, development and functioning of the integrated system and maintenance of proper level of information protection.

3. These rules do not extend to the electronic data exchange with use of information systems of state members which is not connected with functioning of the integrated system.

4. The concepts used in these rules mean the following:

"MIME" (Multipurpose Internet Mail Extensions) – the specification for coding and formatting of information for its transfer in text data;

"SOAP" (Simple Object Access Protocol) – the messaging protocol in the distributed computing circle;

"UUID" (Universally Unique Identifier) – universal unique identifier;

"UTC" (Coordinated Universal Time) – the standard of coordinated universal time;

"URI" (Uniform Resource Identifier) – format of the unified resource identification;

"XML" (eXtensible Markup Language) – the extensible markup language recommended by Consortium of the World Wide Web (W3C);

"asynchronous interaction" – type of electronic data exchange in case of which the sender resumes the work right after sending the message, without waiting for response from the receiver;

"initiator" – the participant of electronic data exchange initiating transaction of general process;

"the integration gateway" – complex program and hardware, developed in each node of the integrated system and providing interface of national segment of state member and integration segment of the Commission to integration platform of the integrated system;

"the procedure of general process" – set of the transactions connected among themselves which are carried out by participants of general process and directed to the solution of specific objective within general process;

"respondent" – the participant of electronic data exchange communicating with the initiator within accomplishment of transaction of general process;

"message" – the formalized information transmitted from the sender to the receiver by means of information and telecommunication network;

"transaction of general process" – elementary information exchange between two participants which is performed by each participant within the transaction of general process;

"the participant of general process" – the participant of electronic data exchange within general process;

"the participant of electronic data exchange" – the Commission, the authorized body participating in electronic data exchange.

The concepts "confidential third party", "national segment of state member", "integration segment of the Commission", "general process within the Union" and "authorized body" are used in these rules in the values determined by the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix No. 3 to the Agreement on the Eurasian Economic Union of May 29, 2014).

5. Electronic data exchange in the integrated system is performed between national segments of state members, and also between national segments of state members and integration segment of the Commission according to appendix No. 3 to the Agreement on the Eurasian Economic Union of May 29, 2014, other international treaties and acts constituting the right of the Union, providing information exchange electronically.

6. For the purposes of realization of general processes within the Union (further – general processes) by means of the integrated system electronic data exchange between the following types of systems of participants of electronic data exchange is supported:

a) state information systems of state members and information systems of authorized bodies;

b) information systems of the Commission.

7. The state information systems of state members participating in electronic data exchange with information systems of other state members and the Commissions, logically are part of national segments of state members.

8. Integration gateways of national segments of state members, logically being part of integration platform of the integrated system, take place in the territories of state members and are single connection points of such segments to integration platform of the integrated system.

9. Basic functions of the integration gateway of national segment of state member are protocol translation of exchange and formats of these national segments of state members to the exchange protocols and formats of data applied in the integrated system and routing of messages.

Basic function of the integration gateway of integration segment of the Commission is routing of messages.

10. The structure of national segments of state members and integration segment of the Commission includes the services of the confidential third party providing legalization, guarantees of trust and legitimacy of application of digital signatures (digital signatures) in case of the electronic data exchange performed by the integrated system. The realization of services of the confidential third party is enabled taking into account the Concept of use in case of interstate information exchange of services and effectual in law electronic documents approved by the Decision of Council of the Eurasian economic commission of September 18, 2014 No. 73.

Services of the confidential third party are used according to the normative and technical documents accepted (approved) by the Commission in coordination with authorized bodies and establishing the principles of use in case of interstate information exchange of services and effectual in law electronic documents.

11. In case of data transmission in national segments of state members systems of interdepartmental information exchange and other data transmission systems of state members which functioning is regulated by the legislation of state members can be used.

II. Procedures of electronic data exchange

12. Electronic data exchange between participants in the integrated system is performed at the following logic levels: transport, technological and applied.

Procedures of electronic data exchange at the transport layer provide delivery of one participant this from system to system of other participant by means of transport protocols of delivery of data, such as HTTP, SMTP, MQ, FTP, etc.

Procedures of electronic data exchange at the technological level provide exchange of messages between participants of electronic data exchange by means of protocols of delivery of data of the transport layer.

Procedures of electronic data exchange at the application layer provide exchange of electronic documents and electronic forms of documents (further – data of the application layer) between participants of electronic data exchange by means of messages.

13. Electronic data exchange at the transport layer between integration gateways is carried out asynchronously.

The description of the protocol of electronic data exchange between integration gateways is given on the transport layer in appendix No. 1. At the same time restrictions for protocols of delivery of the state members this in national segments and integration segment of the Commission are not established.

14. Electronic data exchange between integration gateways at the technological level is carried out by means of messages in the SOAP format.

Requirements to structure and the message format, and also procedure for exchange of messages at the technological level are established according to Sections IV and V of these rules.

15. In case of performing procedures of electronic data exchange at the application layer in case of realization of general processes the structure and format of data of the application layer, and also procedure for such exchange are established according to the Sections V and VI of these rules and technological documents regulating information exchange in case of realization by means of the integrated information system of general processes which list is approved by the Decision of Board of the Eurasian economic commission of November 6, 2014 No. 200 (further – the technological documents regulating information exchange).

III. Responsibility for performing procedures of electronic data exchange

16. Data transmission section from the integration gateway of national segment of state member to system of the participant of electronic data exchange inclusive enters zone of responsibility of national segment of state member.

Components of this segment, and also data transmission channels between national segments of state members and integration segment of the Commission enter zone of responsibility of integration segment of the Commission.

17. State members and the Commission bear responsibility for all made transactions of electronic data exchange within the zones in the amount established by appropriate sections of these rules.

Performing procedures of information exchange at the application layer is provided with his participants.

IV. Structure and message format

1. General requirements

18. In case of the structure declaration and the message format namespaces given in the table 1, and also the specifications provided in table 2 are used.
