According to Item 2 of Rules of development and approval of administrative regulations of provision of the state services approved by the order of the Government of the Russian Federation of July 20, 2021 No. 1228, Item 2 of the order of the Government of the Russian Federation of October 14, 2023 No. 1706 "About features of development, approval, conducting examination and approval of administrative regulations of provision of the state services in 2024 - 2026 including without use of the federal state information system providing maintaining the federal register of the state services", subitems 5.3.2 and 5.3.2 (1) Item 5 of the Regulations on the Federal Service on control of the alcoholic and tobacco markets approved by the order of the Government of the Russian Federation of February 24, 2009 No. 154, I order:

1. Approve the enclosed Administrative regulations of the Federal Service on control of the alcoholic and tobacco markets on provision of the state service "Licensing of production and turnover of ethyl alcohol, alcoholic (except for retail sale) and alcohol-containing products, licensing of production, storage, deliveries and retail sale of the wine-making products made by the agricultural producers (the organizations, individual entrepreneurs, peasant farms) recognized by those according to the Federal Law "About Development of Agricultural Industry".

2. Declare invalid the order of Federal Service for Alcohol Market Regulation of August 12, 2019 No. 199 "About approval of Administrative regulations of provision by Federal Service for Alcohol Market Regulation of the state service in licensing of production and turnover of ethyl alcohol, alcoholic (except for retail sale) and to alcohol-containing products, licensing of production, storage, deliveries and retail sale of the wine-making products made by the agricultural producers (the organizations, individual entrepreneurs, peasant farms) recognized by those according to the Federal Law "About Development of Agricultural Industry" (registration No. 57372) is registered by the Ministry of Justice of the Russian Federation on January 31, 2020.

I. General provisions

1. These Administrative regulations establish procedure and the standard of provision of the state service "Licensing of Production and Turnover of Ethyl Alcohol, Alcoholic (Except for Retail Sale) and Alcohol-containing Products, Licensing of Production, Storage, Deliveries and Retail Sale of the Wine-making Products Made by the Agricultural Producers (the Organizations, Individual Entrepreneurs, Peasant Farms) Recognized by Those according to the Federal Law No. 264-FZ".

2. The service (the list of symbols is given in appendix to these Administrative regulations) is provided to applicants <1>.

II. Standard of provision of Service

8. In case of the request of the applicant for license renewal the register entry entered in the Summary register of licenses is result of provision of Service.

9. In case of the request of the applicant for cancellation of the license the register entry entered in the Summary register of licenses is result of provision of Service.

10. In case of the request of the applicant for elimination of technical mistakes in the register entry entered in the Summary register of licenses, the register entry entered in the Summary register of licenses is result of provision of Service.

11. Results of provision of Service can be received by means of the Single portal, by means of the Unified State Automated Information System.

Service provision term

12. The maximum term of provision of Service estimated from the date of the registration of a statement (request) and documents necessary for Service provision, irrespective of category (signs) of the applicant and method of filing of application (request) constitutes:

a) 30 working days (taking into account the renewal term for 10 working days provided by paragraph one of Item 19 of article 19 of the Federal Law No. 171-FZ) - in case of the request of the applicant for issue, prolongation or renewal <5> licenses for production, storage and supply of the made ethyl alcohol, the license for production, storage and deliveries of the made alcoholic and alcohol-containing food products, the license for production, storage and deliveries of alcohol-containing non-food products or the license for production of ethyl alcohol for production of pharmaceutical substance of ethyl alcohol (ethanol);

b) 20 working days <6> - in case of the request for issue, prolongation or renewal of the license for production, storage, deliveries and retail sale of the wine-making products made by agricultural producers or the license for production, storage and deliveries of the made wine-making products by peasant farms, the individual entrepreneurs recognized by agricultural producers;

c) 30 working days (taking into account the renewal term for 10 working days provided by the paragraph the seventh Item 19 of article 19 of the Federal Law No. 171-FZ) - in case of the request for issue, prolongation or renewal of the license for implementation of types of activity on turnover of ethyl alcohol (except for requests for issue, renewal or license renewal on implementation of transportations of ethyl alcohol and alcohol-containing products), alcoholic (except for retail sale) and alcohol-containing products;

d) 10 working days - in case of the request for renewal of the license if for its renewal by Authority exit assessment of conformity of the applicant is not carried out;

e) 14 working days - in case of the request for issue, prolongation or renewal of the license for implementation of transportations of ethyl alcohol and alcohol-containing products;

e) 5 working days - in case of the request for cancellation of the license;

g) 5 working days - in case of the request for elimination of technical mistakes in the register entry entered in the Summary register of licenses.

The amount of the payment levied from the applicant by Service provision and methods of its collection

13. For provision of services, specified in Items 6 - the 8th these Administrative regulations, the state fee in the amount of, provided by the subitem 94 of Item 1 of article 333.33 of the Tax Code of the Russian Federation is paid.

14. In case of the request for elimination of technical mistakes in the register entry entered in the Summary register of licenses or behind cancellation of the license the state fee is not paid.

15. Data on the amount of payment and methods of its collection are placed on the Single portal.

The state fee is collected before filing of application (request) by one of the following methods: by means of the payment order, according to the receipt in credit institution, by means of wire transfer, by means of the Single portal.

The term of registration of request of the applicant about provision of the state service

16. The term of registration of a statement (request) and the documents necessary for Service provision estimated from the date of the filing of application (request) and documents necessary for Service provision:

a) when giving by means of the Unified State Automated Information System constitutes 1 working day;

b) by means of the Single portal is registered in day of filing of application (request) <7>.
