1. Approve the enclosed Regulations on single system of interdepartmental electronic interaction.

2. Determine that the Ministry of digital development, communication and mass communications of the Russian Federation:

is the state customer and the operator of single system of interdepartmental electronic interaction;

performs coordination of activities for connection to single system of interdepartmental electronic interaction.

3. To the Ministry of Telecom and Mass Communications of the Russian Federation in 3-month time:

provide introduction of single system of interdepartmental electronic interaction in operation;

approve technical requirements to interaction of information systems in single system of interdepartmental electronic interaction and provide their publication in the federal state information system "Single Portal of the State and Municipal Services (Functions)".

4. And execution of the state functions in electronic form established by the Government of the Russian Federation to provide to federal executive bodies according to terms of realization of stages of transition to provision of the state services connection of the information systems used by provision of the state services and execution of the state functions to single system of interdepartmental electronic interaction according to the Provision approved by this resolution.

5. Recommend to public authorities of subjects of the Russian Federation and local government bodies:

provide creation and functioning of regional systems of interdepartmental electronic interaction according to the Provision approved by this resolution;

determine operators of regional information systems of interdepartmental electronic interaction and take measures for the conclusion the specified operators of agreements according to Item 14 of the Provision approved by this resolution.

6. Determine that day of receipt of interdepartmental request in body or the organization day of the room of interdepartmental request in queue of requests according to technical requirements to interaction of information systems in single system of interdepartmental electronic interaction is considered.

Regulations on single system of interdepartmental electronic interaction

1. This Provision determines appointment and rules of functioning of single system of interdepartmental electronic interaction (further - system of interaction), and also the principles of the information exchange performed with its application between information systems of federal executive bodies, state non-budgetary funds, executive bodies of the government of subjects of the Russian Federation, local government bodies, public and local government offices, multipurpose centers of provision of the state and municipal services, other bodies and organizations (further - bodies and the organizations) for the purpose of provision of the state and municipal services, documents (data) placed in the state information systems and other information systems or execution of the state and municipal functions, and also in other cases provided by the Federal Laws, acts of the President of the Russian Federation acts of the Government of the Russian Federation or decisions of presidium of Government commission on digital development, use of information technologies for improvement of quality of life and conditions of conducting business activity.

2. The system of interaction represents the federal state information system including the information databases including containing data on the program and technical means used by bodies and the organizations providing possibility of access through system of interaction to their information systems (further - electronic services), about the program and technical means providing single documentary method of interaction of information systems of bodies and organizations by means of the technology of queues of electronic messages which is providing interaction of programs in the asynchronous mode, not requiring installation between them direct link and guaranteeing receipt of the transferred electronic messages (further - single electronic service), and data on movement history in system of interaction of electronic messages, and also the program and technical means providing interaction.

3. The purpose of creation of system of interaction is technological support of information exchange:

a) by provision of the state and municipal services and execution of the state and municipal functions electronically;

b) in other cases provided by the Federal Laws, acts of the President of the Russian Federation, acts of the Government of the Russian Federation or decisions of presidium of Government commission on digital development, use of information technologies for improvement of quality of life and conditions of conducting business activity.

4. The system of interaction is intended for the solution of the following tasks:

ensuring execution of the state and municipal functions electronically;

providing electronic submission of the state and municipal services, and also documents (data) placed in the state information systems and other information systems including with use of the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - the single portal);

ensuring information exchange electronically by provision of the state and municipal services and execution of the state and municipal functions;

ensuring information exchange electronically between state bodies, banks and other organizations, and also the operator of the unified information system of personal data providing processing, including collection and storage, biometric personal data, their check and information transfer about degree of their compliance to the provided biometric personal data of the citizen of the Russian Federation for the purpose of ensuring identification of the citizen of the Russian Federation using information technologies without its personal presence according to article 14.1 of the Federal law "About Information, Information Technologies and on Information Security".

5. Technological support of information exchange of bodies and organizations using system of interaction is reached by use service - the oriented architecture representing set of single electronic service of system of interaction and the electronic services constructed according to the commonly accepted standards and also by use of single technology solutions and standards, single qualifiers and descriptions of structures of data.
