1. Approve enclosed:

Rules of development and approval of administrative regulations of provision of the state services;

changes which are made to acts of the Government of the Russian Federation.

2. Recognize invalid acts and separate provisions of acts of the Government of the Russian Federation according to the list according to appendix.

3. Recommend to the supreme executive bodies of the government of subjects of the Russian Federation and local administrations to be guided by the Rules approved by this resolution in case of approval of procedure for development and approval of administrative regulations by executive bodies of the government of subjects of the Russian Federation, administrative regulations of provision of municipal services, conducting examination of drafts of administrative regulations of executive bodies of the government of subjects of the Russian Federation, administrative regulations of provision of municipal services.

4. To provide to the ministry of digital development, communication and mass communications of the Russian Federation till December 1, 2021 completion of the federal state information system "Federal Register of the State and Municipal Services (Functions)" for the purpose of implementation of the Rules approved by this resolution.

5. This resolution becomes effective since December 1, 2021, except for item 4 of this resolution which becomes effective from the date of official publication of this resolution, and Items 1 and 13 of appendix to this resolution which become effective since January 1, 2026.

Rules of development and approval of Administrative regulations of provision of the state services

I. General provisions

1. These rules establish procedure for development and approval of administrative regulations of provision of the state services by federal executive bodies, bodies of state non-budgetary funds, State Atomic Energy Corporation "Rosatom", the State corporation on space activities Roskosmos (further respectively - the body providing the state services, administrative regulations).

2. Administrative regulations are developed and affirm the bodies providing the state services.

3. Administrative regulations are developed according to the Federal Laws, regulatory legal acts of the President of the Russian Federation and the Government of the Russian Federation, and also according to the single standard of provision of the state service (in case of its availability) after the publication of data on the state service in the federal state information system "Federal Register of the State and Municipal Services (Functions)" (further - the register of services).

If the regulatory legal act establishing specific power of the body providing the state service provides acceptance of the separate regulatory legal act establishing procedure of such power along with development of this regulatory legal act the administrative regulations of provision of the corresponding state service are subject to approval. At the same time the specified power procedure approved by regulatory legal act of federal executive body, body of state non-budgetary fund or state corporation does not regulate the questions relating to subject of regulation of administrative regulations according to these rules.

Execution of subjects of the Russian Federation by executive bodies and local government bodies of the separate state powers of the Russian Federation delegated to them based on the Federal Laws with provision of subventions from the federal budget is performed according to the procedure, established by administrative regulations of provision of the state service in the sphere of delegated powers which affirm the corresponding federal executive body if other is not established by the Federal Law.

4. Development, coordination, conducting examination and approval of drafts of administrative regulations are performed by the bodies providing the state services and the federal executive body authorized on conducting examination with use of program technical means of the register of services, except for case, stipulated in Item 40(1) these rules.
