I. General provisions

1. The Federal Service on control of the alcoholic and tobacco markets (Rosalkogoltabakkontrol) is the federal executive body performing functions on control of production and turnover of ethyl alcohol, alcoholic (except for the questions of production and turnover of wine-making products provided by the Federal Law "About Wine Growing and Winemaking in the Russian Federation") and alcohol-containing products, on supervision and rendering services in this sphere, and also function in control (supervision) in the field of production and turnover of tobacco products, tobacco products, nikotinsoderzhashchy products and raw materials for their production.
