According to Item 30 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix № 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) and being guided by the Decision of Board of the Eurasian economic commission of November 6, 2014 № 200, the Board of the Eurasian economic commission decided:

Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of residents (participants) free (special, special) economic zones";

Regulations of information exchange between the authorized bodies of state members of the Eurasian Economic Union responsible for maintaining the national register, and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of residents (participants) free (special, special) economic zones";

Regulations of information exchange between the authorized bodies of state members of the Eurasian Economic Union exercising customs control and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of residents (participants) free (special, special) economic zones";

The description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of residents (participants) free (special, special) economic zones";

Procedure for accession to general process "Forming, maintaining and use of the general register of residents (participants) free (special, special) economic zones".

2. Declare invalid the Decision of Board of the Eurasian economic commission of December 6, 2016 No. 163 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general process "Forming, maintaining and use of the general register of residents (participants) free (special, special) economic zones".

3. This Decision becomes effective since August 1, 2025.

Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of residents (participants) free (special, special) economic zones"

I. General provisions

1. These rules are developed according to the following international treaties and acts constituting the right of the Eurasian Economic Union (further – the Union):

The agreement on the Eurasian Economic Union of May 29, 2014;

The agreement on the Customs code of the Eurasian Economic Union of April 11, 2017;

The agreement on questions free (special, special) economic zones on customs area of the Customs union and customs procedure of free customs zone of June 18, 2010;

The decision of Board of the Euroasian economic commission of November 6, 2014 No. 200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";

The decision of Board of the Eurasian economic commission of January 27, 2015 No. 5 "About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade";

The decision of Board of the Euroasian economic commission of April 14, 2015 № 29 "About the list of general processes within the Eurasian Economic Union and modification of the Decision of Board of the Euroasian economic commission of August 19, 2014 № 132";

The decision of Board of the Euroasian economic commission of June 9, 2015 №63 "About the Analysis technique, optimization, harmonizations and descriptions of general processes within the Eurasian Economic Union";

The decision of Board of the Eurasian economic commission of May 6, 2024 No. 49 "About procedure for submission to the Eurasian economic commission of information about residents (participants, subjects) free (special, special) economic zones".

II. Scope

2. These rules forming, maintaining and use of the general register of residents (participants) free (special, special) economic zones" (further – general process), including the description of the procedures performed within this general process are developed for the purpose of determination of procedure and conditions of information exchange between participants of general process ".

3. These rules are applied by participants of general process in case of control of execution order of procedures and transactions within general process, and also during the designing, development and completion of components of the information systems providing realization of general process.

III. Basic concepts

4. For the purposes of these rules concepts which mean the following are used:

"historical data" – information which is stored in the general register of residents (participants) free (special, special) economic zones from the moment of its forming and modification in which is not provided;

"the national register" – the register of residents (participants) free (special, special) economic zones which forming and maintaining are performed by authorized bodies of state members of the Union;

"resident of SEZ" – the resident (participant) free (special, special) economic zones;

"condition of information object of general process" – property which characterizes information object at certain stage of its lifecycle and changes in case of accomplishment of transactions of general process.

The concepts "group of procedures of general process", "information object of general process", "contractor", "transaction of general process", "procedure of general process" and "participant of general process" used in these rules are applied in the values determined by the Analysis technique, optimizations, the harmonization and the description of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of June 9, 2015 No. 63.

IV. Main data on general process

5. Full name of general process: "Forming, maintaining and use of the general register of residents (participants) free (special, special) economic zones".

1. Purpose and tasks of general process

7. The purpose of general process is realization of mechanisms of forming of the general register of residents of SEZ and representation to participants of general process of information about legal entities of the general register of residents of SEZ.

8. For goal achievement of general process it is necessary to solve the following problems:

a) provide the Eurasian economic commission (further – the Commission) from authorized bodies of the state members of the Union responsible for maintaining the national register (further – state members) information on inclusion and exception of information about legal entities or individual entrepreneurs of the national register, suspension (renewal) of activities as resident of SEZ, about change of information about legal entities or individual entrepreneurs in the national register, and also about canceling of the decision on exception of the legal entity or the individual entrepreneur from the national register;

b) provide the automated forming of the general register of residents of SEZ on the basis of information which arrived in the Commission and its publication on information portal of the Union;

c) provide submission of information about the legal entities included in the general register of residents of SEZ through the integrated information system of the Eurasian Economic Union (further – the integrated system) for the purpose of use in information systems of authorized bodies of state members;

d) provide representation on requests of information systems of authorized bodies of state members with use of the services placed on information portal of the Union, the information about the legal entities included in the general register of residents of SEZ.

2. Participants of general process

9. The list of participants of general process is provided in table 1.

3. Structure of general process

10. General process represents set of the procedures grouped according to the destination:

a) procedures of forming and maintaining the general register of residents of SEZ;

b) procedures of representation of state members to the authorized bodies requesting data, the information about the legal entities containing in the general register of residents of SEZ;

c) procedures of representation to interested persons of information about the legal entities containing in the general register of residents of SEZ.

11. In case of performing procedures of general process forming of the general register of residents of SEZ based on the data received from authorized bodies of the state members responsible for maintaining the national register, and also submission of information about residents of SEZ included in the general register of residents of SEZ, to the authorized bodies of state members responsible for maintaining the national register, authorized bodies of state members, osushchestvlyuyashchy in customs control and to interested persons is performed.

In case of performing procedures of general process the legal entity is understood as the legal entity or the individual entrepreneur included or included in the national register of residents of SEZ.

When forming the general register of residents of SEZ the procedures of inclusion and exception of information about legal entities of the general register of residents of SEZ, change of information about the legal entities containing in the general register of residents of SEZ, and also canceling of the decision on exception of the legal entity of the general register of residents of SEZ included in group of procedures of forming and maintaining the general register of residents of SEZ are performed.

In case of representation of the state members to authorized bodies requesting data, the information about legal entities the following procedures of general process included in group of procedures of representation of state members to the authorized bodies requesting data, the information about the legal entities containing in the general register of residents of SEZ are performed:

receipt of information on date and time of updating of the general register of residents of SEZ;

receipt of information about legal entities from the general register of residents of SEZ;

receipt of information on the changes entered in the general register of residents of SEZ.

In case of representation to interested persons of information about the legal entities containing in the general register of residents of SEZ the "Receipt of Information about Legal Entities from the General Register of Residents of SEZ through Information Portal of the Union" procedure included in group of procedures of representation to interested persons of information about the legal entities containing in the general register of residents of SEZ is performed.

12. The provided structure declaration of general process is provided in the figure 1.

13. The execution order of the procedures of general process grouped according to the destination including the disaggregated activity description, is given in the Section VIII of these rules.

14. For each group of procedures the general scheme showing communications between procedures of general process and procedure for their accomplishment is provided. The general scheme of procedures is constructed with use of the graphical notation of UML (unified modeling language – Unified Modeling Language) and supplied with the text description.

4. Group of procedures of forming and maintaining the general register of residents of SEZ

15. Performing procedures of forming and maintaining the general register of residents of SEZ begins in case of receipt of the state member by authorized body responsible for maintaining the national register, information on change (adding, exception) of the information about the legal entities containing in the national register.

When maintaining the national register in the authorized body of state member responsible for maintaining the national register, uniqueness of registration numbers of documents on inclusion of information about legal entities in the national register according to requirements of the legislation of this state is provided.

In case of inclusion of information about legal entities in the national register the "Inclusion of Information about Legal Entities in the General Register of Residents of SEZ" procedure is performed (P.CC.03.PRC.001).

In case of change of information about the legal entities declared in case of inclusion of legal entities in the general register of residents of SEZ the "Change of Information about the Legal Entities Containing in the General Register of Residents of SEZ" procedure is performed (P.CC.03.PRC.002).

In case of exception of information about legal entities of the national register the "Exception of Information about Legal Entities of the General Register of Residents of SEZ" procedure is performed (P.CC.03.PRC.003).

When canceling the decision on exception of the legal entity of the national register the "Cancelling of the Decision on Exception of the Legal Entity of the General Register of Residents of SEZ" procedure is performed (P.CC.03.PRC.008)

If in the course of modification of the national register the registration number of the document confirming inclusion of information about legal entities in the national register changes, that submission of information about legal entities is performed with use of 2 procedures: "Exception of information about legal entities of the general register of residents of SEZ" (P.CC.03.PRC.003) and "Inclusion of information about legal entities in the general register of residents of SEZ" (P.CC.03.PRC.001).

Submission of the specified data is performed according to Regulations of information exchange between the authorized bodies of state members of the Eurasian Economic Union responsible for maintaining the national register, and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of residents (participants) free (special, special) economic zones", the approved Decision of Board of the Eurasian economic commission of April 8, 2025 No. 36 (further – Regulations of information exchange between the authorized bodies responsible for maintaining the national register, and the Commission). The format and structure of the represented data shall match the Description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of residents (participants) free (special, special) economic zones", to No. 36 approved by the Decision of Board of the Eurasian economic commission of April 8, 2025 (further – the Description of formats and structures of electronic documents and data).

16. The provided description of group of procedures of forming and maintaining the general register of residents of SEZ is provided in the figure 2.

5. Group of procedures of representation of state members to the authorized bodies requesting data, the information about the legal entities containing in the general register of residents of SEZ

18. Procedures of representation of state members to the authorized bodies requesting data, the information about the legal entities containing in the general register of residents of SEZ are carried out in case of receipt of the corresponding request by the Commission from information systems of authorized bodies of the state members requesting data.

Within performing procedures of representation of state members to the authorized bodies requesting data, the information about the legal entities containing in the general register of residents of SEZ the following types of the requests arriving from information systems of authorized bodies of the state members requesting data are processed:

information request about date and time of updating of the general register of residents of SEZ;

request of information about legal entities from the general register of residents of SEZ;

information request about the changes entered in the general register of residents of SEZ.

Information request about date and time of updating of the general register of residents of SEZ is carried out by the authorized body of the state members requesting data, for the purpose of assessment of need of synchronization which are stored in information system of authorized body of the state member requesting data, the information about the legal entities included in the general register of residents of SEZ with the information about legal entities which is containing in the general register of residents of SEZ and stored in the Commission. When implementing information request about date and time of updating of the general register of residents of SEZ the "Receipt of Information on Date and Time of Updating of the General Register of Residents of SEZ" procedure is performed (P.CC.06.PRC.004).

The request of data is carried out from the general register of residents of SEZ for the purpose of receipt of the state member by authorized body requesting data, the information about all legal entities included in the general register of residents of SEZ which are stored in the Commission. The information about legal entities containing in the general register of residents of SEZ is requested or in full taking into account historical data, or as of certain date and time. The request of information about legal entities from the general register of residents of SEZ is in full used in case of initial loading of information about legal entities in information system of authorized body of the state member requesting data. When implementing request the "Receipt of Information about Legal Entities from the General Register of Residents of SEZ" procedure is performed (P.CC.06.PRC.005).

In case of information request about the changes entered in the general register of residents of SEZ the information about legal entities which was added to the general register of residents of SEZ or to which changes since the moment specified in request until accomplishment of this request were made is represented. When implementing request the "Receipt of Information on the Changes Entered in the General Register of Residents of SEZ" procedure is performed (P.CC.06.PRC.006).

Submission of the specified data is performed according to Regulations of information exchange between the authorized bodies responsible for maintaining the national register, and the Commission or the Regulations of information exchange between the authorized bodies of state members of the Eurasian Economic Union exercising customs control and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of residents (participants) free (special, special) economic zones", the approved Decision of Board of the Eurasian economic commission of April 8, 2025 No. 36 (further – Regulations of information exchange between the authorized bodies exercising customs control and the Commission).

The format and structure of the represented data shall match the Description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of residents (participants) free (special, special) economic zones", to No. 36 approved by the Decision of Board of the Eurasian economic commission of April 8, 2025 (further – the Description of formats and structures of electronic documents and data).

6. Group of procedures of representation to interested persons of information about the legal entities containing in the general register of residents of SEZ

21. Procedures of representation to interested persons of information about the legal entities containing in the general register of residents of SEZ are carried out by means of use of information portal of the Union.

In case of submission of information about legal entities through information portal of the Union the web interface of this portal or services placed on this portal are used.

When using the web interface the user in window of the browser sets search options and (or) unloadings of information about the legal entities containing in the general register of residents of SEZ carries out work with information from the general register of residents of SEZ provided in browser window.

When using the services placed on information portal of the Union, interaction is performed between information system of the interested person and information portal of the Union.

22. The provided description of group of procedures of representation to interested persons of information about the legal entities containing in the general register of residents of SEZ is provided in the figure 4.
