According to Item 30 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix № 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) and being guided by the Decision of Board of the Eurasian economic commission of November 6, 2014 № 200, the Board of the Eurasian economic commission decided:

Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of customs carriers";

The description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of customs carriers";

Procedure for accession to general process "Forming, maintaining and use of the general register of customs carriers".

Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of customs carriers"

I. General provisions

1. These rules are developed according to the following international treaties and acts constituting the right of the Eurasian Economic Union (further – the Union):

The agreement on the Eurasian Economic Union of May 29, 2014;

The agreement on the Customs code of the Eurasian Economic Union of April 11, 2017;

The decision of Board of the Euroasian economic commission of November 6, 2014 No. 200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";

The decision of Board of the Eurasian economic commission of January 27, 2015 No. 5 "About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade";

The decision of Board of the Euroasian economic commission of April 14, 2015 № 29 "About the list of general processes within the Eurasian Economic Union and modification of the Decision of Board of the Euroasian economic commission of August 19, 2014 № 132";

The decision of Board of the Euroasian economic commission of June 9, 2015 №63 "About the Analysis technique, optimization, harmonizations and descriptions of general processes within the Eurasian Economic Union";

The decision of Board of the Eurasian economic commission of April 23, 2024 No. 41 "About procedures for forming and maintaining general registers of persons performing activities in the field of customs affairs".

II. Scope

2. These rules "Forming, maintaining and use of the general register of customs carriers" (further – general process), including the description of the procedures performed within this general process are developed for the purpose of determination of procedure and conditions of information exchange between participants of general process.

3. These rules are applied by participants of general process in case of control of execution order of procedures and transactions within general process, and also during the designing, development and completion of components of the information systems providing realization of general process.

III. Basic concepts

4. For the purposes of these rules concepts which mean the following are used:

"authorization" – provision to certain participant of general process of the rights to accomplishment of certain actions;

"historical data" – information which is stored in the general register of customs carriers from the moment of its forming and modification in which is not provided;

"the national register" – the register of customs carriers which forming and maintaining are performed by customs authority of state member of the Eurasian Economic Union.

The concepts "group of procedures of general process", "information object of general process", "contractor", "transaction of general process", "procedure of general process" and "participant of general process" used in these rules are applied in the values determined by the Analysis technique, optimizations, the harmonization and the description of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of June 9, 2015 No. 63.

IV. Main data on general process

5. Full name of general process: "Forming, maintaining and use of the general register of customs carriers".

6. Specification symbol of general process: P.CC.06, version 2.0.0.

1. Purpose and tasks of general process

7. The purpose of general process is enhancement of mechanisms of forming and representation to participants of general process of data of the general register of customs carriers.

8. For goal achievement of general process it is necessary to solve the following problems:

a) provide the Eurasian economic commission (further – the Commission) from authorized bodies of state members of the Eurasian Economic Union (further respectively – state members, the Union) information on inclusion of legal entities in the national register, their exception of this register, suspension (renewal) of activities as customs carrier, and also about change of information about legal entities in the national register;

b) provide the automated forming of the general register of customs carriers on the basis of information which arrived in the Commission and its publication on information portal of the Union;

c) realize the mechanism of the automated submission of information about the legal entities included in the general register of customs carriers through the integrated information system of the Eurasian Economic Union for the purpose of use in information systems of authorized bodies of state members;

d) provide submission of information about the legal entities included in the general register of customs carriers at the request of external information systems with use of the services placed on information portal of the Union.

2. Participants of general process

9. The list of participants of general process is provided in table 1.

3. Structure of general process

10. General process represents set of the procedures grouped according to the destination:

a) procedures of forming and maintaining the general register of customs carriers;

b) procedures of representation to authorized bodies of state members of the data containing in the general register of customs carriers;

c) procedures of representation to interested persons of the data containing in the general register of customs carriers.

11. In case of performing procedures of general process are performed forming of the general register of customs carriers based on data from the national registers received from authorized bodies of state members and also submission of information about the legal entities included in the general register of customs carriers, to authorized bodies of state members and interested persons.

When forming the general register of customs carriers the following procedures of general process included in group of procedures of forming and maintaining the general register of customs carriers are performed:

inclusion of data in the general register of customs carriers;

change of the data containing in the general register of customs carriers;

exception of data of the general register of customs carriers;

canceling of the decision on exception of the legal entity of the general register of customs carriers.

In case of information representation to authorized bodies of state member the following procedures of general process included in group of procedures of representation to authorized bodies of state members of the data containing in the general register of customs carriers are performed:

receipt of information on date and time of updating of the general register of customs carriers;

receipt of data from the general register of customs carriers;

receipt of information on the changes entered in the general register of customs carriers.

In case of information representation to interested persons the "Receipt of Data from the General Register of Customs Carriers through Information Portal of the Union" procedure included in group of procedures of representation to interested persons of the data containing in the general register of customs carriers is performed.

12. The provided structure declaration of general process is provided in the figure 1.

13. The execution order of the procedures of general process grouped according to the destination including the disaggregated activity description, is given in the Section VIII of these rules.

14. For each group of procedures the general scheme showing communications between procedures of general process and procedure for their accomplishment is provided. The general scheme of procedures is constructed with use of the graphical notation of UML (unified modeling language – Unified Modeling Language) and supplied with the text description.

4. Group of procedures of forming and maintaining the general register of customs carriers

15. Performing procedures of forming and maintaining the general register of customs carriers begins with the moment of obtaining by authorized body of state member of information on change (adding, exception) of the data containing in the national register.

When maintaining the national register in authorized body of state member uniqueness of registration numbers of documents on inclusion of the legal entity in the national register is provided according to requirements of the legislation of this state.

In case of performing procedures of forming and maintaining the general register of customs carriers the authorized body of state member at the time of modification of the national register creates and represents to the Commission of the data on these changes. Submission of the specified data is performed according to Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of customs carriers", the approved Decision of Board of the Eurasian economic commission of February 25, 2025 No. 23 (further – Regulations of information exchange). The format and structure of the represented data shall match the Description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Forming, maintaining and use of the general register of customs carriers", to No. 23 approved by the Decision of Board of the Eurasian economic commission of February 25, 2025 (further – the Description of formats and structures of electronic documents and data).

In case of inclusion of the legal entity in the national register the "Inclusion of Data in the General Register of Customs Carriers" procedure is performed (P.CC.06.PRC.001).

By transfer of data on the changes entered in the national register (in case of change of the information about the legal entity declared in case of its inclusion in the general register of customs carriers), the "Change of the Data Containing in the General Register of Customs Carriers" procedure is performed (P.CC.06.PRC.002).

By transfer of data on exception of the legal entity of the national register the "Exception of Data of the General Register of Customs Carriers" procedure is performed (P.CC.06.PRC.003).

If in the course of modification of the national register the registration number of the document confirming inclusion of the legal entity in the national register changes, that submission of data is performed by consecutive performing procedures: "Exception of data of the general register of customs carriers" (P.CC.06.PRC.003) and "Inclusion of data in the general register of customs carriers" (P.CC.06.PRC.001).

When canceling the decision on exception of the legal entity of the national register of customs carriers the "Cancelling of the Decision on Exception of the Legal Entity of the General Register of Customs Carriers" procedure is performed (P.CC.06.PRC.008).

5. Group of procedures of representation to authorized bodies of state members of the data containing in the general register of customs carriers

18. Procedures of representation to authorized bodies of state members of the data containing in the general register of customs carriers are carried out in case of receipt of the corresponding request from information systems of authorized bodies of state members.

Within performing procedures of representation to authorized bodies of state members of the data containing in the general register of customs carriers the following types of the requests arriving from information systems of authorized bodies of state members are processed:

information request about date and time of updating of the general register of customs carriers;

request of data from the general register of customs carriers;

information request about the changes entered in the general register of customs carriers.

Information request about date and time of updating of the general register of customs carriers is carried out by authorized body of state member for the purpose of assessment of need of synchronization of the information about the customs carriers included in the general register of customs carriers which is stored in information system of authorized body of state member with the data which are containing in the general register of customs carriers and stored in the Commission. When implementing request the "Receipt of Information on Date and Time of Updating of the General Register of Customs Carriers" procedure is performed (P.CC.06.PRC.004).

The request of data is carried out from the general register of customs carriers for the purpose of obtaining by authorized body of state member of the information about all legal entities included in the general register of customs carriers which is stored in the Commission. The data containing in the general register of customs carriers are requested or in full (taking into account historical data), or as of certain date. The request of data from the general register of customs carriers is in full used in case of initial loading of information about customs carriers in information system, for example, in case of initialization of general process, connection to it of the new participant of general process, recovery of information after failure. When implementing request the "Receipt of Data from the General Register of Customs Carriers" procedure is performed (P.CC.06.PRC.005).

In case of information request about the changes entered in the general register of customs carriers data which were added to the general register of customs carriers or to which changes since the moment specified in request until accomplishment of this request were made are represented. When implementing request the "Receipt of Information on the Changes Entered in the General Register of Customs Carriers" procedure is performed (P.CC.06.PRC.006).

6. Group of procedures of representation to interested persons of the data containing in the general register of customs carriers

21. Procedures of representation to interested persons of the data containing in the general register of customs carriers are carried out by means of use of information portal of the Union.

In case of submission of data through information portal of the Union the web interface of this portal or services placed on this portal are used. When using the web interface the user in window of the browser sets search options and (or) unloadings of the data containing in the general register of customs carriers carries out work with information from the general register of customs carriers provided in browser window.

When using the services placed on information portal of the Union, interaction is performed between information system of the interested person and information portal of the Union.
