About modification of the Decision of Board of the Eurasian economic commission of November 21, 2023 No. 162

According to Item 30 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix № 3 to the Agreement on the Eurasian Economic Union of May 29, 2014) and being guided by the Decision of Board of the Eurasian economic commission of November 6, 2014 № 200, the Board of the Eurasian economic commission decided:

1. Bring in the Decision of Board of the Eurasian economic commission of November 21, 2023 No. 162 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring exchange of electronic documents and (or) data between customs authorities of state members of the Eurasian Economic Union in the course of control of transportations of goods according to customs procedure of customs transit" changes according to appendix.

2. This Decision becomes effective after 30 calendar days from the date of its official publication.

1. Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring exchange of electronic documents and (or) data between customs authorities of state members of the Eurasian Economic Union in the course of control of transportations of goods according to customs procedure of customs transit", approved by the specified Decision to state in the following edition:

Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring exchange of electronic documents and (or) data between customs authorities of state members of the Eurasian Economic Union in the course of control of transportations of goods according to customs procedure of customs transit"

I. General provisions

1. These rules are developed according to the following international treaties and acts constituting the right of the Eurasian Economic Union (further – the Union):

The agreement on the Eurasian Economic Union of May 29, 2014;

The customs code of the Eurasian Economic Union (further – the Code);

The agreement on application in the Eurasian Economic Union of navigation seals for tracking of transportations of April 19, 2022;

The decision of Board of the Euroasian economic commission of November 6, 2014 №200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";

The decision of Board of the Eurasian economic commission of January 27, 2015 №5 "About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade";

The decision of Board of the Euroasian economic commission of April 14, 2015 № 29 "About the list of general processes within the Eurasian Economic Union and modification of the Decision of Board of the Euroasian economic commission of August 19, 2014 № 132";

The decision of Board of the Euroasian economic commission of June 9, 2015 №63 "About the Analysis technique, optimization, harmonizations and descriptions of general processes within the Eurasian Economic Union";

The decision of Board of the Eurasian economic commission of May 30, 2023 No. 73 "About approval of form of the transit declaration and procedure for its filling, and also about change and recognition voided some decisions of the Commission of the Customs union and Board of the Eurasian economic commission";

The decision of Board of the Eurasian economic commission of August 22, 2023 No. 130 "About the Procedure for exchange of information about the measures taken in course of carriage and the forms of control between monitoring bodies of state members of the Eurasian Economic Union concerning the goods (products) transported on the territories of state members using navigation seals";

The decision of Board of the Eurasian economic commission of October 24, 2023 No. 151 "About the certificate of ensuring discharge of duty on payment of customs duties, taxes".

These rules Technologies of information exchange of customs authorities of state members of the Customs union in case of control of transportations of goods according to the customs procedure of customs transit approved by the Decision of the Joint board of Customs Services of state members of the Customs union of June 4, 2015 No. 15/6 are developed taking into account regulations of the Customs convention on international delivery of loads using the book of MDP (Convention MDP) (it is concluded in Geneva on November 14, 1975), and also.

II. Scope

2. These rules are developed for the purpose of determination of procedure and conditions of interstate information exchange between participants of general process "Ensuring exchange of electronic documents and (or) data between customs authorities of state members of the Eurasian Economic Union in the course of control of transportations of goods according to customs procedure of customs transit" (further – general process), including the description of the procedures performed within this general process.

3. These rules are applied by participants of general process in case of control of procedure for performing procedures and transactions within general process, and also during the designing, development and completion of components of the information systems providing realization of general process.

III. Basic concepts

4. For the purposes of these rules concepts which mean the following are used:

"the general certificate" – the certificate of ensuring discharge of duty on payment of customs duties, taxes concerning the goods transported according to several transit declarations;

"the one-time certificate" – the certificate of ensuring discharge of duty on payment of customs duties, taxes concerning the goods transported according to one transit declaration;

"the certificate of providing, the certificate" – the one-time certificate or the general certificate.

The concepts "group of procedures of general process", "information object of general process", "contractor", "transaction of general process", "procedure of general process" and "participant of general process" used in these rules are applied
in the values determined by the Analysis technique, optimizations, the harmonization and the description of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of June 9, 2015 No. 63.

IV. Main data on general process

5. Full name of general process: "Ensuring exchange of electronic documents and (or) data between customs authorities of state members of the Eurasian Economic Union in the course of control of transportations of goods according to customs procedure of customs transit".

6. Specification symbol of general process: P.CP.01, version 1.1.0.

1. Purpose and tasks of general process

7. The purpose of general process is ensuring exchange of electronic documents and (or) data between the central customs authorities in case of control of transportation of goods according to customs procedure of customs transit in case of their movement across the territories of 2 and more state members of the Union (further – state members).

8. For goal achievement of general process it is necessary to solve the following problems:

a) provide the automated exchange of the data necessary for monitoring procedure behind transportations of goods according to customs procedure of customs transit, between authorized bodies of state members, including information on the certificate of providing, with use of the technical solutions provided by the integrated system, according to requirements, shown to interaction according to the right of the Union;

b) provide use of the unified structures of the electronic documents and data constructed on the basis of use of general model of data of the Union;

c) provide quick access to information necessary for control and monitoring of transportations of goods according to customs procedure of customs transit, including information on the certificate of providing at the request of customs authorities of state members.

2. Participants of general process

9. The list of participants of general process is provided in table 1.

3. Structure of general process

10. General process represents set of the procedures grouped according to the destination:

a) procedures of submission of data on release of goods according to customs procedure of customs transit (further respectively – procedures of submission of data on release of goods, data on release of goods);

b) procedures of submission of data on completion of action of customs procedure of customs transit;

c) procedures of submission of data on the transactions made during customs procedure of customs transit;

d) procedures of request of data on transportation of goods according to customs procedure of customs transit and submission of data on cancellation of customs procedure of customs transit;

e) procedures of submission of data on the certificate of providing and transfer of the enforced payments.

11. The procedures included in each of groups of procedures are carried out by two or more participants of information exchange. The list of participants of information exchange is brought in the Section VIII of these rules.

Submission of data within performing procedures is performed according to Regulations of information exchange between customs authorities of state members of the Eurasian Economic Union in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring exchange of electronic documents and (or) data between customs authorities of state members of the Eurasian Economic Union in the course of control of transportations of goods according to customs procedure of customs transit", the approved Decision of Board of the Eurasian economic commission of November 21, 2023 with No. 162 (further – Regulations of information exchange when implementing transit). The format and structure of the represented data shall match the Description of formats and structures of the electronic documents and data used for realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring exchange of electronic documents and (or) data between customs authorities of state members of the Eurasian Economic Union in the course of control of transportations of goods according to customs procedure of customs transit", to No. 162 approved by the Decision of Board of the Eurasian economic commission of November 21, 2023 (dalee-Opisaniye formats and structures of electronic documents and data).

In the these rules of condition of performing procedures and (or) transactions connected with modification or cancellation of data are established concerning earlier directed data according to certain transit declaration.

12. The provided description of structure of general process is provided in the figure 1.

13. The procedure for performing procedures of general process, grouped according to the destination, the disaggregated activity description, is given in the Section VIII of these rules.

14. For each group of procedures the general scheme showing bonds between procedures of general process and procedure for their accomplishment is provided. The general scheme of procedures is constructed with use of the graphical notation of UML (unified modeling language – UnifiedModelingLanguage) and supplied with the text description.

4. Group of procedures of submission of data on release of goods (P.CP.01.PGR.001)

15. In structure of group of procedures of submission of data on release of goods (P.CP.01.PGR.001) procedures for submission of data on release of goods (including provision of the specified data on demand enter), and also on modification of the specified data and cancellation of such data:

"Informing on release of goods according to customs procedure of customs transit" (P.CP.01.PRC.001);

"Change of data on release of goods" (P.CP.01.PRC.002);

"Cancellation of data on release of goods (P.CP.01.PRC.003);

"Request of data on release of goods according to customs procedure of customs transit" (P.CP.01.PRC.004).

VIII. Procedures of general process

1. Procedures of submission of data on release of goods

"Informing on Release of Goods according to Customs Procedure of Customs Transit" procedure (P.CP.01.PRC.001)

33. The scheme of accomplishment of the "Informing on Release of Goods according to Customs Procedure of Customs Transit" procedure (P.CP.01.PRC.001) is provided in the figure 7.

34. The "Informing on Release of Goods according to Customs Procedure of Customs Transit" procedure (P.CP.01.PRC.001) is performed in case of release of goods according to customs procedure of customs transit. After fixing in information system of the central customs authority of departure of data
about release of goods according to customs procedure of customs transit, the central customs authority of opravleniye represents the specified data to the central customs authorities of other state members. The list of participants of information exchange in case of accomplishment of the procedure "Informing
about release of goods according to customs procedure of customs transit" (P.CP.01.PRC.001) is determined by conditions of accomplishment of separate transactions of the procedure of general process.

35. The first carries out transaction "Submission to the central customs authority of purpose of data on release of goods" (P.CP.01.OPR.001) by results of which accomplishment the central customs authority of departure creates and represents to the central customs authority of purpose of the data on release of goods.

36. When obtaining by the central customs authority of purpose of data on release of goods transaction "Acceptance and processing in the central customs authority of purpose of data on release of goods" is carried out (P.CP.01.OPR.002) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of data on release of goods goes to the central customs authority of departure.

37. When obtaining by the central customs authority of departure of the notification on processing of data on release of goods transaction "Receipt of the notification on processing in the central customs authority of purpose of data on release of goods" is carried out (P.CP.01.OPR.003) by results of which accomplishment acceptance and processing of the specified notification are performed.

38. Transaction "Submission to the central intermediate customs authority of data on release of goods" (P.CP.01.OPR.004) is carried out provided that data on release of goods contain information on customs authorities in which confirmation of observance of the established transportation route is planned, and (or) on customs authorities in which implementation of cargo operations is planned, and the specified customs authorities are out of the region (zone) of activities of the central customs authority of departure. By results of transaction accomplishment the central customs authority of departure creates and represents to the central intermediate customs authority, data on release of goods. Transaction "Submission to the central intermediate customs authority of data on release of goods" (P.CP.01.OPR.004) is carried out for each central intermediate customs authority meeting transaction accomplishment condition.

39. In case of receipt by the central intermediate customs authority of data on release of goods transaction "Acceptance and processing in the central intermediate customs authority of data on release of goods" is carried out (P.CP.01.OPR.005) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of data on release of goods goes to the central customs authority of departure.

40. When obtaining by the central customs authority of departure of the notification on processing of data on release of goods transaction "Receipt of the notification on processing in the central intermediate customs authority of data on release of goods" is carried out (P.CP.01.OPR.006) by results of which accomplishment acceptance and processing of the specified notification are performed.

41. Transaction "Submission to the central customs authority informed on transportation of goods of data on release of goods" (P.CP.01.OPR.007) is carried out provided that goods according to customs procedure of customs transit are transported in the region (zone) of activities of the central customs authority informed on transportation of goods.

By results of transaction accomplishment the central customs authority of departure creates and represents to the central customs authority informed on transportation of goods, data on release of goods. Transaction "Submission to the central customs authority informed on transportation of goods of data on release of goods" (P.CP.01.OPR.007) is carried out for each central customs authority informed on transportation of goods, meeting condition of transaction accomplishment.

42. When obtaining by the central customs authority informed on transportation of goods, data on release of goods transaction "Acceptance and processing in the central customs authority informed on transportation of goods, data on release of goods" is carried out (P.CP.01.OPR.008) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of data on release of goods goes to the central customs authority of departure.

43. When obtaining by the central customs authority of departure of the notification on processing of data on release of goods transaction "Receipt of the notification on processing in the central customs authority informed on transportation of goods of data on release of goods" is carried out (P.CP.01.OPR.009) by results of which accomplishment acceptance and processing of the specified notification are performed.

44. Result of accomplishment of the "Informing on Release of Goods according to Customs Procedure of Customs Transit" procedure (P.CP.01.PRC.001) is processing of data on release of goods in all central customs authorities of state members to which data on release of goods are provided.

47. The "Change of Data on Release of Goods" procedure (P.CP.01.PRC.002) is performed by the central customs authority of departure after modification of data on release of goods according to customs procedure of customs transit provided that the "Informing on Release of Goods according to Customs Procedure of Customs Transit" procedure (P.CP.01.PRC.001) is executed successfully. In case of accomplishment of the "Change of Data on Release of Goods" procedure (P.CP.01.PRC.002) the central customs authority of departure represents the changed data on release of goods to the central customs authorities to which data on release of goods in case of accomplishment of the "Informing on Release of Goods according to Customs Procedure of Customs Transit" procedure are provided (P.CP.01.PRC.001).

48. The first carries out transaction "Submission to the central customs authority of purpose of the changed data on release of goods" (P.CP.01.OPR.010) by results of which accomplishment the central customs authority of departure creates and represents the changed data on release of goods to the central customs authority of appointment.

49. When obtaining by the central customs authority of purpose of the changed data on release of goods transaction "Acceptance and processing in the central customs authority of purpose of the changed data on release of goods" is carried out (P.CP.01.OPR.011) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of the changed data on release of goods goes to the central customs authority of departure.

50. When obtaining by the central customs authority of departure of the notification on processing of the changed data on release of goods transaction "Receipt of the notification on processing in the central customs authority of purpose of the changed data on release of goods" is carried out (P.CP.01.OPR.012) by results of which accomplishment acceptance and processing of the specified notification are performed.

51. When obtaining by the central intermediate customs authority of the changed data on release of goods transaction "Acceptance and processing in the central intermediate customs authority of the changed data on release of goods" is carried out (P.CP.01.OPR.014) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of the changed data on release of goods goes to the central customs authority of departure.

53. When obtaining by the central customs authority of departure of the notification on processing of the changed data on release of goods, transaction "Receipt of the notification on processing in the central intermediate customs authority of the changed data on release of goods" is carried out (P.CP.01.OPR.015) by results of which accomplishment acceptance and processing of the specified notification are performed.

54. Transaction "Submission to the central customs authority informed on transportation of goods, the changed data on release of goods" (P.CP.01.OPR.016) is carried out provided that data on release of goods are provided to the central customs authority informed on transportation of goods. By results of transaction accomplishment the central customs authority of departure creates and represents to the central customs authority informed on transportation of goods, the changed data on release of goods. Transaction "Submission to the central customs authority informed on transportation of goods, the changed data on release of goods" (P.CP.01.OPR.016) is carried out for each central customs authority informed on transportation of goods, meeting condition of transaction accomplishment.

55. When obtaining by the central customs authority informed on transportation of goods, the changed data on release of goods transaction "Acceptance and processing in the central customs authority informed on transportation of goods, the changed data on release of goods" is carried out (P.CP.01.OPR.017) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of the changed data on release of goods goes to the central customs authority of departure.

56. When obtaining by the central customs authority of departure of the notification on processing of the changed data on release of goods transaction "Receipt of the notification on processing in the central customs authority informed on transportation of goods, the changed data on release of goods" is carried out (P.CP.01.OPR.018) by results of which accomplishment acceptance and processing of the specified notification are performed.

57. Result of accomplishment of the "Change of Data on Release of Goods" procedure (P.CP.01.PRC.002) is processing of the changed data on release of goods by all central customs authorities to which the specified data are provided.

The "Cancellation of Data on Release of Goods" procedure (P.CP.01.PRC.003) is performed by the central customs authority of departure in need of cancellation of earlier directed data on release of goods or cancellation of release of goods provided that the "Informing on Release of Goods according to Customs Procedure of Customs Transit" procedure (P.CP.01.PRC.001) is executed successfully. In case of accomplishment of the procedure the central customs authority of departure provides information on cancellation of data on release of goods in the central customs authorities to which data on release of goods in case of accomplishment of the "Informing on Release of Goods according to Customs Procedure of Customs Transit" procedure are earlier provided (P.CP.01.PRC.001).

61. The first carries out transaction "Submission to the central customs authority of purpose of information on cancellation of data on release of goods" (P.CP.01.OPR.019) by results of which accomplishment the central customs authority of departure creates and provides information on cancellation of data on release of goods or cancellation of release of goods in the central customs authority of appointment.

62. When obtaining by the central customs authority of departure of the notification on results of information processing about cancellation of data on release of goods transaction "Receipt of the notification on results of processing in the central customs authority of purpose of information on cancellation of data on release of goods" is carried out (P.CP.01.OPR.021) by results of which accomplishment acceptance and processing of the specified notification are performed.

64. Transaction "Submission to the central intermediate customs authority of information on cancellation of data on release of goods" (P.CP.01.OPR.022) is carried out provided that data on release of goods are provided to the central intermediate customs authority. By results of transaction accomplishment the central customs authority of departure creates and provides information on cancellation of data on release of goods or cancellation of release of goods in the central intermediate customs authority. Transaction "Submission to the central intermediate customs authority of information on cancellation of data on release of goods" (P.CP.01.OPR.022) is carried out for each central intermediate customs authority meeting transaction accomplishment condition.

65. In case of receipt by the central intermediate customs authority of information on cancellation of data on release of goods or cancellation of release of goods transaction "Acceptance and processing in the central intermediate customs authority of information on cancellation of data on release of goods" is carried out (P.CP.01.OPR.023) by results of which accomplishment acceptance and processing of the specified information are performed. The notification on results of information processing on cancellation of data on release of goods goes to the central customs authority of departure.

66. When obtaining by the central customs authority of departure of the notification on results of information processing about cancellation of data on release of goods or cancellation of release of goods transaction "Receipt of the notification on results of processing in the central intermediate customs authority of information on cancellation of data on release of goods" is carried out (P.CP.01.OPR.024) by results of which accomplishment acceptance and processing of the specified notification are performed.

67. Transaction "Submission to the central customs authority informed on transportation of goods, information on cancellation of data on release of goods" (P.CP.01.OPR.025) is carried out provided that data on release of goods are provided to the central customs authority informed on transportation of goods. By results of transaction accomplishment the central customs authority of departure creates and represents to the central customs authority informed on transportation of goods, information on cancellation of data on release of goods or cancellation of release of goods. Transaction "Submission to the central intermediate customs authority of information on cancellation of data on release of goods" (P.CP.01.OPR.022) is carried out for each central customs authority informed on transportation of goods, meeting condition of transaction accomplishment.

68. 70. Result of accomplishment of the "Cancellation of Data on Release of Goods" procedure (P.CP.01.PRC.003) is information processing about cancellation of data on release of goods or cancellation of release of goods by all central customs authorities in which the specified information is provided.

72. The scheme of accomplishment of the "Request of Data on Release of Goods according to Customs Procedure of Customs Transit" procedure (P.CP.01.PRC.004) is provided in the figure 10.

73. The "Request of Data on Release of Goods according to Customs Procedure of Customs Transit" procedure (P.CP.01.PRC.004) is performed by the central customs authority of appointment, either the central intermediate customs authority, or the central customs authority, making, unplanned earlier customs activities if in information system of the central customs authority, in the region (zone) of activities of which customs transactions are made, there are no data on release of goods.

74. The first carries out transaction "Request of data on release of goods" (P.CP.01.OPR.028) by results of which accomplishment by the central customs authority, being the initiator of request, creates and sent to the central customs authority of departure inquiry for submission of data on release of goods.

75. In case of receipt of request for submission of data on release of goods by the central customs authority of departure, transaction "Idea of result of accomplishment of request of data on release of goods" is carried out (P.CP.01.OPR.029) by results of which accomplishment, the central customs authority of departure is created and goes to the central customs authority, being the initiator of request one of the following messages:

the message containing data on release of goods (if in the central customs authority of departure there are corresponding data);

the non-availability notice of the data satisfying to request parameters.

When forming data on release of goods the scope of information in addition joins information on the customs transactions made in process to transportation of goods according to customs procedure of customs transit, in the presence in information system of customs authority of departure of data on such transactions at the time of receipt of request.

76. In case of the obtaining by the central customs authority which requested data, result of accomplishment of request for submission of data on release of goods transaction "Acceptance and processing of result of accomplishment of request of data on release of goods" is carried out (P.CP.01.OPR.030).

77. Result of accomplishment of the "Request of Data on Release of Goods according to Customs Procedure of Customs Transit" procedure (P.CP.01.PRC.004) is processing in the central customs authority, being the initiator of request, result of accomplishment of request for submission of data on release of goods.

78. The list of the transactions of general process which are carried out within the procedure "Request of data on release of goods in compliance

79. The scheme of accomplishment of the "Informing on Completion of Action of Customs Procedure of Customs Transit in connection with Change of Delivery Location" procedure (P.CP.01.PRC.005) is provided in the figure 11.

80. The "Informing on Completion of Action of Customs Procedure of Customs Transit in connection with Change of Delivery Location" procedure (P.CP.01.PRC.005) is carried out in case of completion of action of customs procedure of customs transit in connection with change of delivery location. After fixing in information system of the central customs authority making unplanned earlier customs activities, the data about completion of action of customs procedure of customs transit in connection with change of delivery location, such central customs authority making unplanned earlier customs activities represents the specified data to the central customs authorities of other state members. The list of participants of information exchange in case of accomplishment of the "Informing on Completion of Action of Customs Procedure of Customs Transit in connection with Change of Delivery Location" procedure (P.CP.01.PRC.005) is determined by conditions of accomplishment of separate transactions of the procedure of general process.

81. Transaction "Submission to the central customs authority of departure of data on completion of action of customs procedure of customs transit in connection with change of delivery location" (P.CP.01.OPR.031) is carried out provided that the region (zone) of activities of the central customs authority making unplanned earlier customs activities does not match with the region (zone) of activities of the central customs authority of departure. By results of transaction accomplishment the central customs authority making unplanned earlier customs activities creates and represents to the central customs authority of departure of the data on completion of action of customs procedure of customs transit in connection with change of delivery location.

82. When obtaining by the central customs authority of departure of data on completion of action of customs procedure of customs transit in connection with change of delivery location transaction "Acceptance and processing in the central customs authority of departure of data on completion of action of customs procedure of customs transit in connection with change of delivery location" is carried out (P.CP.01.OPR.032) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of data on completion of action of customs procedure of customs transit in connection with change of delivery location goes to the central customs authority making unplanned earlier customs activities.

83. When obtaining by the central customs authority making unplanned earlier customs activities, notifications on processing of data on completion of action of customs procedure of customs transit in connection with change of delivery location transaction "Receipt of the notification on processing in the central customs authority of departure of data on completion of action of customs procedure of customs transit in connection with change of delivery location" is carried out (P.CP.01.OPR.033) by results of which accomplishment acceptance and processing of the specified notification are performed.

84. Transaction "Submission to the central customs authority of purpose of data on completion of action of customs procedure of customs transit in connection with change of delivery location" (P.CP.01.OPR.034) is carried out provided that the region (zone) of activities of the central customs authority making unplanned earlier customs activities do not match with the region (zone) of activities of the central customs authority of appointment. By results of transaction accomplishment the central customs authority making unplanned earlier customs activities creates and represents to the central customs authority of purpose of the data on completion of action of customs procedure of customs transit in connection with change of delivery location.

85. When obtaining by the central customs authority of purpose of data on completion of action of customs procedure of customs transit in connection with change of delivery location transaction "Acceptance and processing in the central customs authority of purpose of data on completion of action of customs procedure of customs transit in connection with change of delivery location" is carried out (P.CP.01.OPR.035) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of data on completion of action of customs procedure of customs transit goes to the central customs authority making unplanned earlier customs activities.

86. When obtaining by the central customs authority making unplanned earlier customs activities, notifications on processing of data on completion of action of customs procedure of customs transit in connection with change of delivery location transaction "Receipt of the notification on processing in the central customs authority of purpose of data on completion of action of customs procedure of customs transit in connection with change of delivery location" is carried out (P.CP.01.OPR.036) by results of which accomplishment acceptance and processing of the specified notification are performed.

87. Transaction "Submission to the central intermediate customs authority of data on completion of action of customs procedure of customs transit in connection with change of delivery location" (P.CP.01.OPR.037) is carried out provided that data on release of goods contain information on customs authorities in which confirmation of observance of the established transportation route is planned (taking into account the changes made to route of transportation (transportation) of goods), and (or) on customs authorities, in which implementation of cargo operations is planned, and the specified customs authorities are out of the region (zone) of activities of the central intermediate customs authority making unplanned earlier customs activities. In case of transaction accomplishment "Submission to the central intermediate customs authority of data on completion of action of customs procedure of customs transit in connection with change of delivery location" (P.CP.01.OPR.037) creates the central customs authority making unplanned earlier customs activities and represents to the central intermediate customs authority of the data on completion of action of customs procedure of customs transit in connection with change of delivery location. Transaction "Submission to the central intermediate customs authority of data on completion of action of customs procedure of customs transit in connection with change of delivery location" (P.CP.01.OPR.037) is carried out for each central intermediate customs authority meeting transaction accomplishment condition.

88. When obtaining by the central intermediate customs authority, data on completion of action of customs procedure of customs transit in connection with change of delivery location transaction "Acceptance and processing in the central intermediate customs authority of data on completion of action of customs procedure of customs transit in connection with change of delivery location" is carried out (P.CP.01.OPR.038) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of data on completion of action of customs procedure of customs transit in connection with change of delivery location goes to the central customs authority making unplanned earlier customs activities.

89. When obtaining by the central customs authority making unplanned earlier customs activities, notifications on processing of data on completion of action of customs procedure of customs transit in connection with change of delivery location transaction "Receipt of the notification on processing in the central intermediate customs authority of data on completion of action of customs procedure of customs transit in connection with change of delivery location" is carried out (P.CP.01.OPR.039) by results of which accomplishment acceptance and processing of the specified notification are performed.

90. Transaction "Submission to the central customs authority of registration of the certificate of data on completion of action of customs procedure of customs transit in connection with change of delivery location" (P.CP.01.OPR.040) is carried out provided that in case of release of goods according to customs procedure of customs transit as the document confirming provision of ensuring payment of customs duties, taxes the certificate of providing and the region (zone) of activities of the central customs authority making unplanned earlier customs activities was used does not match with the region (zone) of activities of the central customs authority of registration of the certificate. By results of transaction accomplishment the central customs authority making unplanned earlier customs activities creates and represents to the central customs authority of registration of the certificate, data on completion of action of customs procedure of customs transit in connection with change of delivery location.

91. In case of receipt by the central customs authority of registration of the certificate, data on completion of action of customs procedure of customs transit in connection with change of delivery location, transaction "Acceptance and processing in the central customs authority of registration of the certificate of data on completion of action of customs procedure of customs transit in connection with change of delivery location" is carried out (P.CP.01.OPR.041) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of data on completion of action of customs procedure of customs transit in connection with change of delivery location goes to the central customs authority making unplanned earlier customs activities.

92. When obtaining by the central customs authority making unplanned earlier customs activities, notifications on processing of data on completion of action of customs procedure of customs transit in connection with change of delivery location transaction "Receipt of the notification on processing in the central customs authority of registration of the certificate of data on completion of action of customs procedure of customs transit in connection with change of delivery location" is carried out (P.CP.01.OPR.042) by results of which accomplishment acceptance and processing of the specified data are performed.

93. Result of accomplishment of the "Informing on Completion of Action of Customs Procedure of Customs Transit in connection with Change of Delivery Location" procedure (P.CP.01.PRC.005) is processing of data on completion of action of customs procedure of customs transit in connection with change of delivery location by all central customs authorities to which the specified data are provided.

106. 116. Transaction "Submission to the central customs authority of registration of the certificate of data on completion of action of customs procedure of customs transit" (P.CP.01.OPR.058) is carried out provided that in case of release of goods according to customs procedure of customs transit as the document confirming provision of ensuring payment of customs duties, taxes the certificate of providing and the region (zone) of activities of the central customs authority of appointment was used does not match with the region (zone) of activities of the central customs authority of registration of the certificate. By results of transaction accomplishment the central customs authority of appointment creates and represents to the central customs authority of registration of the certificate, data on completion of action of customs procedure of customs transit.

When obtaining by the central customs authority of registration of the certificate of data on completion of action of customs procedure of customs transit transaction "Acceptance and processing in the central customs authority of registration of the certificate of data on completion of action of customs procedure of customs transit" is carried out (P.CP.01.OPR.059) by results of which accomplishment acceptance and processing of the specified data are performed. In the central customs authority of appointment, the notification on processing of data on completion of action of customs procedure of customs transit goes.

118. When obtaining by the central customs authority of purpose of the notification on processing of data on completion of action of customs procedure of customs transit transaction "Receipt of the notification on processing in the central customs authority of registration of the certificate of data on completion of action of customs procedure of customs transit" is carried out (P.CP.01.OPR.060) by results of which accomplishment acceptance and processing of the specified notification are performed.

119. Result of accomplishment of the "Informing on Completion of Action of Customs Procedure of Customs Transit" procedure (P.CP.01.PRC.007) is processing of data on completion of action of customs procedure of customs transit by all central customs authorities to which the specified data are provided.

123. When obtaining by the central customs authority of purpose of the notification on processing of the changed data on completion of action of customs procedure of customs transit transaction "Receipt of the notification on processing in the central customs authority of registration of the certificate of the changed data on completion of action of customs procedure of customs transit" is carried out (P.CP.01.OPR.066) by results of which accomplishment acceptance and processing of the specified notification are performed.

129. Result of accomplishment of the "Change of Data on Completion of Action of Customs Procedure of Customs Transit" procedure (P.CP.01.PRC.008) is processing of the changed data on completion of action of customs procedure of customs transit by all central customs authorities to which the specified data are provided.

"Informing on Prolongation of Term of Customs Transit" procedure (P.CP.01.PRC.011)

145. The scheme of accomplishment of the "Informing on Prolongation of Term of Customs Transit" procedure (P.CP.01.PRC.011) is provided
in the figure 17.

146. The "Informing on Prolongation of Term of Customs Transit" procedure (P.CP.01.PRC.011) is performed in case of decision making about prolongation of term of customs transit. After fixing in information system of the central customs authority making unplanned earlier customs activities, data on prolongation of term of customs transit concerning the goods placed under customs procedure of customs transit, the central customs authority making unplanned earlier customs activities represents the specified data to the central customs authorities of other state members. The list of participants of information exchange in case of accomplishment of the "Informing on Prolongation of Term of Customs Transit" procedure (P.CP.01.PRC.011) is determined by conditions of accomplishment of separate transactions of the procedure of general process.

147. Transaction "Submission to the central customs authority of departure of data on prolongation of term of customs transit" (P.CP.01.OPR.073) is carried out provided that the region (zone) of activities of the central customs authority making unplanned earlier customs activities does not match with the region (zone) of activities of the central customs authority of departure. By results of transaction accomplishment the central customs authority making unplanned earlier customs activities creates and represents to the central customs authority of departure of the data on prolongation of term of customs transit.

148. When obtaining by the central customs authority of departure of data on prolongation of term of customs transit transaction "Acceptance and processing in the central customs authority of departure of data on prolongation of term of customs transit" is carried out (P.CP.01.OPR.074) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of data on prolongation of term of customs transit goes to the central customs authority making unplanned earlier customs activities.

149. When obtaining by the central customs authority making unplanned earlier customs activities, notifications on processing of data on prolongation of term of customs transit transaction "Receipt of the notification on processing in the central customs authority of departure of data on prolongation of term of customs transit" is carried out (P.CP.01.OPR.075) by results of which accomplishment acceptance and processing of the specified notification are performed.

150. Transaction "Submission to the central customs authority of purpose of data on prolongation of term of customs transit" (P.CP.01.OPR.076) is carried out provided that the region (zone) of activities of the central customs authority making unplanned earlier customs activities does not match with the region (zone) of activities of the central customs authority of appointment. By results of transaction accomplishment the central customs authority making unplanned earlier customs activities creates and represents to the central customs authority of purpose of the data on prolongation of term of customs transit.

151. When obtaining by the central customs authority of purpose of data on prolongation of term of customs transit transaction "Acceptance and processing in the central customs authority of purpose of data on prolongation of term of customs transit" is carried out (P.CP.01.OPR.077) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of data on prolongation of term of customs transit goes to the central customs authority making unplanned earlier customs activities.

152. When obtaining by the central customs authority making unplanned earlier customs activities, notifications on processing of data on prolongation of term of customs transit transaction "Receipt of the notification on processing in the central customs authority of purpose of data on prolongation of term of customs transit" is carried out (P.CP.01.OPR.078) by results of which accomplishment acceptance and processing of the specified notification are performed.

153. Transaction "Submission to the central intermediate customs authority of data on prolongation of term of customs transit" (P.CP.01.OPR.079) is carried out provided that data on release of goods contain information customs authorities in which confirmation of observance of the established transportation route is planned (taking into account the changes made to route of transportation (transportation) of goods), and (or) about customs authorities in which implementation of cargo operations is planned, and the specified customs authorities are out of the region (zone) of activities of the central intermediate customs authority making unplanned earlier customs activities. By results of transaction accomplishment the central customs authority making unplanned earlier customs activities creates and represents to the central intermediate customs authority of the data on prolongation of term of customs transit. Transaction "Submission to the central intermediate customs authority of data on prolongation of term of customs transit" (P.CP.01.OPR.079) is carried out for each central intermediate customs authority meeting transaction accomplishment condition.

154. When obtaining by the central intermediate customs authority, data on prolongation of term of customs transit transaction "Acceptance and processing in the central intermediate customs authority of data on prolongation of term of customs transit" is carried out (P.CP.01.OPR.080) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of data on prolongation of term of customs transit goes to the central customs authority making unplanned earlier customs activities.

155. When obtaining by the central customs authority making unplanned earlier customs activities, notifications on processing of data on prolongation of term of customs transit transaction "Receipt of the notification on processing in the central intermediate customs authority of data on prolongation of term of customs transit" is carried out (P.CP.01.OPR.081) by results of which accomplishment acceptance and processing of the specified notification are performed.

156. Result of accomplishment of the "Informing on Prolongation of Term of Customs Transit" procedure (P.CP.01.PRC.011) is processing of data on prolongation of term of customs transit by all central customs authorities to which the specified data are provided.

159. The "Change of Data on Prolongation of Term of Customs Transit" procedure (P.CP.01.PRC.012) is performed by the central customs authority making unplanned earlier customs activities after modification of data on prolongation of term of customs transit provided that the "Informing on Prolongation of Term of Customs Transit" procedure (P.CP.01.PRC.011) is executed successfully. In case of accomplishment of the "Change of Data on Prolongation of Term of Customs Transit" procedure (P.CP.01.PRC.012) the central customs authority making unplanned earlier customs activities represents the changed data on prolongation of term of customs transit to the central customs authorities to which data on prolongation of term of customs transit in case of accomplishment of the "Informing on Prolongation of Term of Customs Transit" procedure are provided (P.CP.01.PRC.011).

160. Transaction "Submission to the central customs authority of departure of the changed data on prolongation of term of customs transit" (P.CP.01.OPR.082) is carried out provided that data on prolongation of term of customs transit are provided to the central customs authority of departure. By results of transaction accomplishment the central customs authority making unplanned earlier customs activities creates and represents the changed data on prolongation of term of customs transit to the central customs authority of departure.

161. When obtaining by the central customs authority of departure of the changed data on prolongation of term of customs transit transaction "Acceptance and processing in the central customs authority of departure of the changed data on prolongation of term of customs transit" is carried out (P.CP.01.OPR.083) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of the changed data on prolongation of term of customs transit goes to the central customs authority making unplanned earlier customs activities.

162. When obtaining by the central customs authority making unplanned earlier customs activities, notifications on processing of the changed data on prolongation of term of customs transit transaction "Receipt of the notification on processing in the central customs authority of departure of the changed data on prolongation of term of customs transit" is carried out (P.CP.01.OPR.084) by results of which accomplishment acceptance and processing of the specified notification are performed.

163. Transaction "Submission to the central customs authority of purpose of the changed data on prolongation of term of customs transit" (P.CP.01.OPR.085) is carried out provided that data on prolongation of term of customs transit are provided to the central customs authority of appointment. By results of transaction accomplishment the central customs authority making unplanned earlier customs activities creates and represents the changed data on prolongation of term of customs transit to the central customs authority of appointment.

164. In case of receipt of appointment by the central customs authority, the changed data on prolongation of term of customs transit, transaction "Acceptance and processing in the central customs authority of purpose of the changed data on prolongation of term of customs transit" is carried out (P.CP.01.OPR.086) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of the changed data on prolongation of term of customs transit goes to the central customs authority making unplanned earlier customs activities.

165. When obtaining by the central customs authority making unplanned earlier customs activities, notifications on processing of the changed data on prolongation of term of customs transit transaction "Receipt of the notification on processing in the central customs authority of purpose of the changed data on prolongation of term of customs transit" is carried out (P.CP.01.OPR.087) by results of which accomplishment acceptance and processing of the specified notification are performed.

166. Transaction "Submission to the central intermediate customs authority of the changed data on prolongation of term of customs transit" (P.CP.01.OPR.088) is carried out provided that data on prolongation of term of customs transit are provided to the central intermediate customs authority. By results of transaction accomplishment the central customs authority making unplanned earlier customs activities creates and represents the changed data on prolongation of term of customs transit to the central intermediate customs authority. Transaction "Submission to the central intermediate customs authority of the changed data on prolongation of term of customs transit" (P.CP.01.OPR.088) is carried out for each central intermediate customs authority meeting transaction accomplishment condition.

167. When obtaining by the central intermediate customs authority, the changed data on prolongation of term of customs transit, transaction "Acceptance and processing in the central intermediate customs authority of the changed data on prolongation of term of customs transit" is carried out (P.CP.01.OPR.089) by results of which accomplishment acceptance and processing of the specified data are performed. The notification on processing of the changed data on prolongation of term of customs transit goes to the central customs authority making unplanned earlier customs activities.

168. When obtaining by the central customs authority making unplanned earlier customs activities, notifications on processing of the changed data on prolongation of term of customs transit transaction "Receipt of the notification on processing in the central intermediate customs authority of the changed data on prolongation of term of customs transit" is carried out (P.CP.01.OPR.090) by results of which accomplishment acceptance and processing of the specified notification are performed.

169. Result of accomplishment of the "Change of Data on Prolongation of Term of Customs Transit" procedure (P.CP.01.PRC.012) is processing of the changed data on prolongation of term of customs transit by all central customs authorities to which the specified data are provided.
