About approval of Rules of realization of general process "Ensuring exchange of electronic documents and (or) data between customs authorities of state members of the Eurasian Economic Union in the course of control of transportations of goods according to customs procedure of customs transit"

1. Approve the enclosed Rules of realization of general process "Ensuring exchange of electronic documents and (or) data between customs authorities of state members of the Eurasian Economic Union in the course of control of transportations of goods according to customs procedure of customs transit".

2. This Decision becomes effective after 30 calendar days from the date of its official publication.

Rules of realization of general process "Ensuring exchange of electronic documents and (or) data between customs authorities of state members of the Eurasian Economic Union in the course of control of transportations of goods according to customs procedure of customs transit"

I. General provisions

1. These rules determine requirements to realization of general process "Ensuring exchange of electronic documents and (or) data between customs authorities of state members of the Eurasian Economic Union in the course of control of transportations of goods according to customs procedure of customs transit", the stipulated in Item 13th list of general processes within the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of April 14, 2015 No. 29 (further - general process), and also the purposes and tasks of general process, his participants, the functions performed in case of realization of general process by his participants, used and the created information resources, features of information exchange and the action directed to its realization.

2. These rules are the basis for accomplishment of process design and work planning on organizational technical supply of realization of general process.

3. For the purposes of these rules concepts which mean the following are used:

"technological documents" - the documents included in the standard list of the technological documents regulating information exchange in case of realization of general process, the stipulated in Item 1 Decision of Board of the Eurasian economic commission of November 6, 2014 No. 200;

"the central intermediate customs authority" - the central customs authority of state member of the Eurasian Economic Union in the territory of which there are customs authorities making customs transactions, connected by observance of the route of transportation of goods established concerning the goods placed under customs procedure of customs transit, implementation of the planned unloading, overloads (transfer) and other cargo operations with the goods transported (transported) according to customs procedure of customs transit across customs area of the Eurasian Economic Union and also with replacement of the vehicles transporting (transporting) such goods;

"the central customs authorities":

for the Republic of Armenia - Committee of state revenues of the Republic of Armenia;

for the Republic of Belarus - the State Customs Committee of the Republic of Belarus;

for the Republic of Kazakhstan - Committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan;

for the Kyrgyz Republic - the State Customs Service under the Government of the Kyrgyz Republic;

for the Russian Federation - the Federal Customs Service.

"the central customs authority of appointment" - the central customs authority of state member of the Eurasian Economic Union in the territory of which there is customs authority in which completion of action of customs procedure of customs transit is planned;

"the central customs authority of departure" - the central customs authority of state member of the Eurasian Economic Union in the territory of which there is customs authority which performed release of goods according to customs procedure of customs transit;

"the central customs authority of registration of the certificate" - the central customs authority of state member of the Eurasian Economic Union in the territory of which there is customs authority which registered the certificate of ensuring discharge of duty on payment of customs duties, taxes;

"the central customs authority making unplanned earlier customs activities" - the central customs authority of state member of the Eurasian Economic Union in the territory of which there are customs authorities making the customs transactions connected with change of delivery location of goods, change of the route of transportation established concerning the goods placed under customs procedure of customs transit, implementation of not planned earlier cargo operations and (or) replacements of vehicles, by prolongation of term of customs transit or completion of action of customs procedure of customs transit in connection with change of delivery location of goods, accident, emergence of force majeure or other circumstances in transit (transportation) of goods and also with carrying out customs control according to operational actions concerning the goods moved according to customs procedure of customs transit in transit their followings.

Other concepts used in these rules are applied in the values defined by the Agreement on the Eurasian Economic Union of May 29, 2014, the Customs code of the Eurasian Economic Union and acts of bodies of the Eurasian Economic Union (further - the Union) concerning creation and development of the integrated information system of the Union (further - the integrated system).

II. Purposes and tasks

4. The purpose of realization of general process is ensuring exchange of electronic documents and (or) data between the central customs authorities in case of control of transportation of goods according to customs procedure of customs transit in case of their movement across the territories of 2 and more state members of the Union (further - state members).

5. For goal achievement of general process it is necessary to solve the following problems:

a) application of single approaches to forming, information processing by the central customs authorities in transit (transportation) of goods according to customs procedure of customs transit, and also information transfer between the central customs authorities;
