According to part five of Article 31 of the Customs code of Ukraine, the subitem 5 of item 4 of the Regulations on the Ministry of Finance of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of August 20, 2014 No. 375, I ORDER:

1. Approve Regulations on the Single automated information system of customs authorities, procedure and conditions of use of its enclosed systems.

2. In accordance with the established procedure to provide to department of customs policy:

submission of this order on state registration in the Ministry of Justice of Ukraine;

promulgation of this order.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the Deputy Minister of Finance of Ukraine concerning the European integration Draganchuk Yu. A. and Chairman of the State Customs Service of Ukraine.

Regulations on the Single automated information system of customs authorities, procedure and conditions of use of its systems

I. General provisions

1. This Provision determines the main objectives and functions of the Single automated information system of customs authorities (further - EAIS), structure of EAIS and purpose of its components, procedure and conditions of use of the EAIS systems, powers of subjects of EAIS.

2. In this Provision terms are used in the following values:

EAIS-mnogofunktsionalnaya the integrated automated system which constitutes set of the interconnected information, electronic communication and information and communication systems providing functioning of electronic information resources of customs authorities for the purpose of implementation of customs affairs, and means of their providing;

integration of information resources complexes of the methods and procedures directed to logical functional consolidation of information resources in certain formats on the approved indicators for their automated processing, uses and provisions of information to users of information in EAIS in the unified form;

users of information in EAIS (further - users of EAIS) - officials of the office of State Customs Service and its territorial authorities, other public authorities, organizations and organizations authorized on implementation of allowing or control functions on movement of goods, vehicles of commercial appointment through customs border of Ukraine, customs, law enforcement and other authorized bodies of foreign states, physical persons or their representatives, physical persons - entrepreneurs or their representatives, authorized persons (representatives) of legal entities, nonresidents, other interested persons who are granted access rights to information in EAIS according to the procedure established according to requirements of the legislation of Ukraine in the field of information security;

subjects of the relations connected with functioning and application of EAIS (further - subjects of EAIS), - the Ministry of Finance of Ukraine, State Customs Service and its territorial authorities (their independent structural divisions), users of EAIS;

the technical EAIS-samostoyatelnoye administrator the structural division of the office of State Customs Service responsible for ensuring realization in State Customs Service of state policy in spheres of digitalization, digital transformations and digital development;

the functional EAIS-set of Technical Means systems, program and information complexes, modules and services which automate processes when implementing customs affairs and provide forming, storage, joint use and verification of the EAIS information resources.

Other terms are used in the values given in the Convention on the procedure of joint transit of May 20, 1987 ratified by the Law of Ukraine of August 30, 2022 No. 2555-IX "About accession of Ukraine to the Convention on the procedure of joint transit" (dalee-Konvention about the procedure of joint transit), the Customs code of Ukraine (further - the Code), the Laws of Ukraine "About information", "About the national program of informatization", "About information security in information and communication systems", "About electronic communications", "About electronic confidential services", "About electronic documents and electronic document management", "About access to public information", "About personal data protection", "About cloudy services".

3. EAIS is state-owned property. Holder, the EAIS administrator and the owner of information in EAIS is the State Customs Service.
