About introduction of amendments to some acts of the Government of the Russian Federation concerning assessment of producers of the goods which are subject to obligatory marking by means of identification

The government of the Russian Federation decides:

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning assessment of producers of the goods which are subject to obligatory marking by means of identification.

2. To provide to the Ministry of Industry and Trade of the Russian Federation till September 1, 2026 to the Government of the Russian Federation drafts of the orders of the Government of the Russian Federation about modification providing evaluating producers of the goods which are subject to obligatory marking by means of identification, to Rules of marking of cameras (except movie cameras), flashlights and lamps flashes means of identification, approved by the order of the Government of the Russian Federation of December 31, 2019 No. 1953 "About approval of Rules of marking of cameras (except movie cameras), flashlights and lamps flashes means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning photogoods", Rules of marking of the perfumery and cosmetic products intended for hygiene of hands with the antimicrobic action declared in marking of consumer packaging, and also means for disinfection of rooms, the equipment and tools, clothes and linen (except for means for veterinary application) and skin antiseptic agents means of identification, approved by the order of the Government of the Russian Federation of May 30, 2023 No. 870 "About approval of Rules of marking of the perfumery and cosmetic products intended for hygiene of hands with the antimicrobic action declared in marking of consumer packaging, and also means for disinfection of rooms, the equipment and tools, clothes and linen (except for means for veterinary application) and skin antiseptic agents means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning the perfumery and cosmetic products intended for hygiene of hands with the antimicrobic action declared in marking of consumer packaging, and also means for disinfection of rooms, the equipment and tools, clothes and linen (except for means for veterinary application) and skin antiseptic agents", the Rules of marking by means of identification of separate types of perfumery and cosmetic products and goods of household chemicals, the goods of personal hygiene packed into consumer packaging approved by the order of the Government of the Russian Federation of November 30, 2024 No. 1681 "About approval of Rules of marking by means of identification of separate types of perfumery and cosmetic products and goods of household chemicals, the goods of personal hygiene packed into consumer packaging and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning separate types of perfumery and cosmetic products and goods of household chemicals the goods of personal hygiene packed into consumer packaging", the Rules of marking of separate types of lubricants and special automobile liquids in packaging by means of identification approved by the order of the Government of the Russian Federation of November 30, 2024 No. 1683 "About approval of Rules of marking of separate types of lubricants and special automobile liquids in packaging by means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning separate types of lubricants and special automobile liquids in packaging", Rules of marking by means of identification of separate types of goods for children approved by the order of the Government of the Russian Federation of May 31, 2025 No. 819 "About approval of Rules of marking by means of identification of separate types of goods for the children and features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning separate types of goods for children", and the Rules of marking of separate types of construction materials in consumer packaging by means of identification approved by the order of the Government of the Russian Federation of May 31, 2025 No. 820 "About approval of Rules of marking of separate types of construction materials in consumer packaging by means of identification and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning separate types of construction materials in consumer packaging".

3. To provide to the Ministry of Industry and Trade of the Russian Federation till July 1, 2026 introduction according to the changes approved by this resolution into standard forms of service provision agreements on provision of codes of marking of the changes providing check of reliability of the goods of data on type of the participant of turnover of goods provided by the producer and method of input of goods in turnover within evaluating producers of the goods which are subject to obligatory marking by means of identification.

4. This resolution becomes effective after 60 days from the date of its official publication, except for Items 2 and 3 of this resolution which become effective from the date of its official publication.
