About approval of Rules of marking by means of identification of separate types of perfumery and cosmetic products and goods of household chemicals, the goods of personal hygiene packed into consumer packaging and the features of implementation of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification concerning separate types of perfumery and cosmetic products and goods of household chemicals, goods of personal hygiene packed into consumer packaging

The government of the Russian Federation decides:

1. Approve the enclosed Rules of marking by means of identification of separate types of perfumery and cosmetic products and goods of household chemicals, the goods of personal hygiene packed into consumer packaging.

1(1). Determine that within the Rules approved by this resolution:

a) separate types of perfumery and cosmetic products and the goods of household chemicals packed into consumer packaging (further - cosmetic products and goods of household chemicals), are understood as the cosmetic products and goods of household chemicals relating to codes of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union 3304 (except for code 3304 99 000 0, belonging to the perfumery and cosmetic products intended for hygiene of hands with the antimicrobic action declared in marking of consumer packaging), 3305, 3306 (except code 3306 20 000 0), 3307 (except codes 3307 41 000 0, 3307 90 000 1, 3307 90 000 2), 3401, 3402 50 000 0, 3405 40 000 0 and to codes of the All-Russian Product Classifier by types of economic activity 20.41. 3, 20.41. 41, 20.41. 44, 20.42. 12, 20.42. 13, 20.42.14 (except for code 20.42.14. 120), 20.42.15 (except for the perfumery and cosmetic products intended for hygiene of hands with the antimicrobic action declared in marking of consumer packaging), 20.42. 16, 20.42. 17, 20.42.18 (except for code 20.42.18.130), 20.42.19;

b) separate types of the goods of personal hygiene packed into consumer packaging (further - hygienic goods), are understood as the hygienic goods relating to codes of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union 8212 10 100 0, 8212 10 900 0, 8212 20 000 0, 8212 90 000 0 and to codes of the All-Russian Product Classifier by types of economic activity 25.71.12.110, 25.71.12.120, 25.71.12.130.

2. Determine that participants of turnover of cosmetic products and goods of household chemicals, hygienic goods according to the Rules approved by this resolution:

a) give to the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification (further - information system of monitoring), the statement for registration in information system of monitoring since March 1, 2025 (except for participants of turnover of hygienic goods which submit to information system of monitoring the application for their registration in information system of monitoring since September 1, 2025), but no later than 7 calendar days from the date of emergence of need of implementation by the participant of turnover of cosmetic products and goods of household chemicals of the activities connected with input in turnover and (or) turnover, and (or) conclusion from turnover of cosmetic products and goods of household chemicals concerning which the input prohibition in turnover, and (or) turnover is established, and (or) conclusion from turnover of cosmetic products and goods of household chemicals not marked means of identification (except for the participants of turnover of cosmetic products and goods of household chemicals falling under action of provisions of Items 3 and 7 of article 2 of the Federal law "About Use of the Control and Cash Equipment when Implementing Calculations in the Russian Federation" (further - participants of turnover of cosmetic products and goods of household chemicals in the remote or remote areas). At the same time participants of turnover of cosmetic products and goods of household chemicals in the remote or remote areas perform registration in information system of monitoring within 30 calendar days from the date of emergence of need of implementation of the activities connected with input in turnover by them and (or) turnover, and (or) conclusion from turnover of cosmetic products and goods of household chemicals;

b) provide no later than 15 calendar days from the date of registration in information system of monitoring readiness of own software and hardware for information exchange with information system of monitoring and send to the operator of information system of monitoring the request for passing of testing of information exchange electronically;

c) for work on ensuring readiness of own software and hardware for information exchange with information system of monitoring and for passing of testing of information exchange electronically send after registration in information system of monitoring to the operator of information system of monitoring the request for provision of remote access to the issue registration device placed in infrastructure of information system of monitoring;

d) pass test of information exchange of own software and hardware and information system of monitoring according to the procedure posted on the official site of the operator of information system of monitoring on the Internet concerning the transactions connected with marking of cosmetic products and goods of household chemicals, their input in turnover and (or) turnover, and (or) conclusion from turnover according to the Rules approved by this resolution no later than 15 calendar days from the date of readiness of own software and hardware for information exchange with information system of monitoring and the direction of the request according to the subitem "b" of this Item.

3. Determine that:

a) concerning the cosmetic products and goods of household chemicals relating to codes of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union 3401, 3402 50 000 0, 3405 40 000 0 and to codes of the All-Russian Product Classifier by types of economic activity 20.41. 3, 20.41. 44, 20.42. 19, the participants of turnover of cosmetic products and goods of household chemicals performing input in turnover of cosmetic products and goods of household chemicals put funds of identification for them and represent to information system of monitoring of the data on drawing funds of identification for cosmetic products and goods of household chemicals and their input in turnover according to the Rules approved by this resolution - since May 1, 2025;

b) concerning the cosmetic products and goods of household chemicals relating to codes of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union 3305, 3307 (except codes 3307 41 000 0, 3307 90 000 1, 3307 90 000 2) and to codes of the All-Russian Product Classifier by types of economic activity 20.41. 41, 20.42. 16, 20.42. 17, 20.42. 19, the participants of turnover of cosmetic products and goods of household chemicals performing input in turnover of cosmetic products and goods of household chemicals put funds of identification for them and represent to information system of monitoring of the data on drawing funds of identification for cosmetic products and goods of household chemicals and their input in turnover according to the Rules approved by this resolution - since July 1, 2025;

c) concerning the cosmetic products and goods of household chemicals relating to codes of the commodity single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union 3304 (except for code 3304 99 000 0, belonging to the perfumery and cosmetic products intended for hygiene of hands with the antimicrobic action declared in marking of consumer packaging) and 3306 (except for code 3306 20 000 0) and to codes of the All-Russian Product Classifier by types of economic activity 20.42.12 20:42. 13, 20.42.14 (except for code 20.42.14.120), 20.42.15 (except for the perfumery and cosmetic products intended for hygiene of hands with the antimicrobic action declared in marking of consumer packaging), 20.42.18 (except for code 20.42.18. 130), the participants of turnover of cosmetic products and goods of household chemicals performing input in turnover of cosmetic products and goods of household chemicals put funds of identification for cosmetic products and goods of household chemicals and represent to information system of monitoring of the data on drawing funds of identification for cosmetic products and goods of household chemicals and their input in turnover according to the Rules approved by this resolution since October 1, 2025;

in (1)) concerning the hygienic goods relating to codes of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union 8212 10 100 0, 8212 10 900 0, 8212 20 000 0, 8212 90 000 0 and to codes of the All-Russian Product Classifier by types of economic activity 25.71.12.110, 25.71.12.120, 25.71.12.130, the participants of turnover of hygienic goods performing input in turnover of hygienic goods put funds of identification for hygienic goods and represent to information system of monitoring of the data on drawing funds of identification for hygienic goods and their input in turnover according to the Rules approved by this resolution - since December 1, 2025;

d) the participants of turnover of cosmetic products and goods of household chemicals, hygienic goods performing turnover of cosmetic products and goods of household chemicals, hygienic goods and (or) their conclusion from turnover (as in case of conclusion from turnover when implementing calculations using the control and cash equipment, and different ways), represent to information system of monitoring of the data on turnover and (or) conclusion from turnover of cosmetic products and goods of household chemicals, hygienic goods according to the Rules approved by this resolution since July 1, 2026;

e) participants of turnover of cosmetic products and goods of household chemicals, hygienic goods in the remote or remote areas have the right to represent the data specified in the Section VIII of the Rules approved by this resolution within 30 calendar days:

from the date of shipment (transfer or acceptance) cosmetic products and goods of household chemicals, hygienic goods by their transfer (acceptance) within the transactions providing transition of the property right to cosmetic products and goods of household chemicals, hygienic goods and also within commission agreements, and (or) agency agreements, and (or) works agreements, and (or) agreements of the order;

from the date of conclusion of cosmetic products and goods of household chemicals, hygienic goods from turnover in case of their conclusion from turnover;

from the date of return of cosmetic products and goods of household chemicals, hygienic goods to turnover in case of their return with the intact means of identification;

from the date of modification of the data provided by Sections III, IV and VIII of the Rules approved by this resolution, according to the procedure, provided by the Section IX of the Rules approved by this resolution (if changes were made to such data);

e) participants of turnover of cosmetic products and goods of household chemicals have the right to put funds of identification for cosmetic products and goods of household chemicals and to represent to information system of monitoring of the data on drawing funds of identification for cosmetic products and goods of household chemicals, input in turnover, and (or) about turnover, and (or) about conclusion from turnover of cosmetic products and goods of household chemicals according to the Rules approved by this resolution since March 1, 2025;

e (1)) participants of turnover of hygienic goods have the right to put funds of identification for hygienic goods and to represent to information system of monitoring of the data on drawing funds of identification for hygienic goods, input in turnover, and (or) about turnover, and (or) about conclusion from turnover of hygienic goods according to the Rules approved by this resolution - since September 1, 2025;

g) the participants of turnover of cosmetic products and goods of household chemicals specified in subitems "an" - "in" this Item, till June 30, 2025, till August 31, 2025 and till November 30, 2025 respectively perform marking of cosmetic products and the goods of household chemicals acquired till April 31, 2025, till June 30, 2025 and till September 30, 2025 respectively and issued by customs authorities since May 1, 2025, since July 1, 2025 and since October 1, 2025 according to, imported (imported) and placed under customs procedures of release for internal consumption or reimport, to the offer of cosmetic products and goods of household chemicals for realization (sale) and enter into information system of monitoring of the data on marking of cosmetic products and goods of household chemicals means of identification according to the Rules approved by this resolution;

h) the participants of turnover of hygienic goods specified in the subitem "in (1)" this Item, till January 31, 2026 perform marking of the hygienic goods acquired till November 30, 2025 and issued by customs authorities since December 1, 2025, imported (imported) and placed under customs procedures of release for internal consumption or reimport to the offer of hygienic goods for realization (sale) and enter into information system of monitoring of the data on marking of hygienic goods means of identification according to the Rules approved by this resolution.

4. Determine that in the territory of the Russian Federation input in turnover of cosmetic products and goods of household chemicals, hygienic goods without drawing funds of identification for them and representation in information system of monitoring of data on marking is allowed by means of identification of cosmetic products and goods of household chemicals, hygienic goods before the corresponding date, the stipulated in Item 3 presents of the resolution with which drawing funds of identification for cosmetic products and goods of household chemicals, hygienic goods and representation in information system of monitoring of data on drawing funds of identification for cosmetic products and goods of household chemicals, hygienic goods and their input in turnover becomes obligatory.

5. Within 2 months after approach of the corresponding date, the stipulated in Item 3 presents of the resolution with which drawing funds of identification for cosmetic products and goods of household chemicals, hygienic goods becomes obligatory release by customs authorities for internal consumption or reimport of unmarked cosmetic products and goods of household chemicals, the hygienic goods acquired earlier corresponding date, the stipulated in Item 3 presents of the resolution is allowed.

6. In the presence as of the corresponding date, the stipulated in Item 3 presents of the resolution with which drawing funds of identification for cosmetic products and goods of household chemicals becomes obligatory in the territory of the Russian Federation of the unrealized cosmetic products and goods of household chemicals made or imported on the territory of the Russian Federation before the corresponding date, the stipulated in Item 3 presents of the resolution realization of cosmetic products and goods of household chemicals not marked is allowed by means of identification before the termination of their expiration date.

Participants of turnover of hygienic goods in the presence as of December 1, 2025 in the territory of the Russian Federation the unrealized hygienic goods made in the territory of the Russian Federation or imported on the territory of the Russian Federation till November 30, 2025, having the right to perform marking of such hygienic goods till November 30, 2026 according to the Rules approved by this resolution.

Turnover and conclusion from turnover of the unmarked hygienic goods made in the territory of the Russian Federation or imported (imported) on the territory of the Russian Federation (including in case of import from the territory of the Eurasian Economic Union) within cross-border trade or release by customs authorities in case of their room under customs procedures of release for internal consumption or reimport (in case of their production out of the Russian Federation) till November 30, 2025, are allowed till November 30, 2026.

7. Registration in the information system used for the purpose of carrying out experiment according to the order of the Government of the Russian Federation of December 29, 2023 No. 2405 "About carrying out in the territory of the Russian Federation experiment on marking by means of identification of separate types of perfumery and cosmetic products and household chemicals" (further - experiment), legal entities and individual entrepreneurs who as of February 28, 2025 were participants of experiment is equated to registration in information system of monitoring according to the subitem "an" of Item 2 of this resolution.

If the data provided within the experiment by participants of turnover of cosmetic products and goods of household chemicals to information system in which information support of carrying out experiment was performed do not meet the requirements of the Rules approved by this resolution, participants of turnover of cosmetic products and goods of household chemicals represent to information system of monitoring missing and (or) urgent data before the corresponding date, the stipulated in Item 3 presents of the resolution with which drawing funds of identification for cosmetic products and goods of household chemicals becomes obligatory.

8. Determine that the operator of information system of monitoring provides:

a) provision to participants of turnover of cosmetic products and goods of household chemicals, hygienic goods of remote access to the issue registration devices placed in infrastructure of information system of monitoring on the conditions provided by the Rules approved by this resolution no later than 30 calendar days from the date of obtaining from participants of turnover of cosmetic products and goods of household chemicals, the hygienic goods registered in information system of monitoring, the request for provision of remote access to the issue registration device electronically;
