Regulations of information exchange between the central customs authorities of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union and the third countries within electronic system of certification and verification of goods origin";

Regulations of information exchange between authorized bodies of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union and the third countries within electronic system of certification and verification of goods origin";

This Decision becomes effective after 30 calendar days from the date of its official publication, but not earlier than signature date of the Protocol on electronic exchange of information between the Eurasian Economic Union and its state members, on the one hand, and the Socialist Republic of Vietnam, on the other hand, within electronic system of certification and verification of goods origin.

Rules of information exchange in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union and the third countries within electronic system of certification and verification of goods origin"

I. General provisions

1. These rules are developed according to the following acts entering the right of the Eurasian Economic Union (further – the Union):

The agreement on the Eurasian Economic Union of May 29, 2014;

The agreement on the Customs code of the Eurasian Economic Union of April 11, 2017;

The decision of Board of the Euroasian economic commission of November 6, 2014 №200 "About the technological documents regulating information exchange in case of realization by means of the integrated information system of foreign and mutual trade of general processes";

The decision of Board of the Eurasian economic commission of January 27, 2015 №5 "About approval of Rules of electronic data exchange in the integrated information system of foreign and mutual trade";

The decision of Board of the Euroasian economic commission of April 14, 2015 № 29 "About the list of general processes within the Eurasian Economic Union and modification of the Decision of Board of the Euroasian economic commission of August 19, 2014 № 132";

The decision of Board of the Euroasian economic commission of June 9, 2015 №63 "About the Analysis technique, optimization, harmonizations and descriptions of general processes within the Eurasian Economic Union";

The decision of Board of the Eurasian economic commission of December 19, 2016 N169 "About Approval of the Procedure for Realization of General Processes within the Eurasian Economic Union";

The decision of Board of the Eurasian economic commission of December 9, 2025 No. 124 "About approval of Rules of realization of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union and the third countries within electronic system of certification and verification of goods origin";

the international agreements signed by the Union and its state members with the third countries (the protocols developing provisions of such international treaties), the certifications providing electronic information exchange of the parties of such agreements within electronic system and verification of goods origin with use of the integrated information system of the Union (further – the international agreements with the third country).

II. Scope

2. These rules are developed for the purpose of determination of procedure and conditions of information exchange between participants of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union and the third countries within electronic system of certification and verification of goods origin" (further – general process), including the description of the procedures performed within this general process.

3. These rules are applied by participants of general process to control of procedure for performing procedures and transactions within general process, and also during the designing, development and completion of components of the information systems providing realization of general process.

III. Basic concepts

4. For the purposes of these rules concepts which mean the following are used:

"specifications" – the document provided by the international treaty with the third country and determining technical requirements to realization of information exchange including structure of services, electronic messages, structure of data, structure and contents of the used reference books and qualifiers, and also procedure and the regulations of information exchange between participants of such exchange;

"the third country" – the state which is not the member of the Union;

"authorized body of state member" – the body or the organization authorized by state member on issue of certificates of origin and determined according to international treaties with the third country;

"authorized body of the third country" – the body or the organization authorized by the third country on issue of certificates of origin and determined according to international treaties with the third country;

"the central customs authority of state member" – the state body authorized by state member on implementation of functions on development of state policy and normative legal regulation and (or) performing functions on control and supervision in the field of customs affairs;

"the central customs authority of the third country" – the state body authorized by the third country on implementation of functions on development of state policy and normative legal regulation and (or) performing functions on control and supervision in the field of customs affairs;

"electronic system of certification and verification of goods origin" – the distributed information system within which forming of databases of certificates of origin and realization of information exchange between authorized bodies of state members and the central customs authority of the third country, and also between authorized body of the third country and the central customs authorities of state members for the purpose of submission (obtaining) of data from certificates of origin in electronic form is provided.

Other concepts used in these rules are applied in the values defined by the Agreement on the Eurasian Economic Union of May 29, 2014, the Agreement on the Customs code of the Eurasian Economic Union of April 11, 2017 and acts of bodies of the Union concerning creation and development of the integrated information system of the Union.

1. Purposes and tasks of general process

7. The purposes of realization of general process are:

a) assistance to development of foreign trade within the free trade area between the Union and the third countries;

b) reducing time of carrying out customs transactions and acceleration of procedures of customs control by possibility of check of authenticity, the fact of issue and contents of the certificate of origin, and also reliability of information confirming legality of receipt of tariff preferences by participants of foreign economic activity of the State Parties of information exchange;

c) use of paperless technologies in foreign economic activity according to the international practice by creation of state members of databases of certificates of origin by authorized bodies for check of contents of any issued certificate.

8. For achievement of the specified purposes it is required to solve the following problems:

a) provide forming and maintaining databases of certificates of origin;

b) organize free and free submission of data from databases of certificates of origin in the form of electronic documents and (or) data in electronic form;

c) provide information exchange between authorized bodies of state members and the central customs authority of the third country, and also between authorized body of the third country and the central customs authorities of state members for the purpose of submission (obtaining) of data from certificates of origin in electronic form.

3. Structure of general process

10. General process represents set of the procedures grouped according to the destination:

a) procedures of receipt of data on certificates of origin;

b) procedures of submission of data on certificates of origin.

11. In case of performing procedures of general process, the procedures of receipt of data on certificates of origin entering into group, receipt of state member by the central customs authority from integration segment of the Commission of the following types of data is performed:

a) the data on the certificate of origin represented by authorized body of the third country upon its issue (cancellation (response)) according to the regulations of submission of such data established in the international treaty of the Union with the third country (specifications);

b) the data on the issued certificate of origin represented by authorized body of the third country in response to the corresponding request of the central customs authority of state member, or information on lack of required data;

c) updated data from the database of the certificates of origin which are drawn up and issued by authorized body of the third country in response to the corresponding request of the central customs authority of state member, or information on lack of updates.

Receipt of data on certificates of origin is performed according to Regulations of information exchange between the central customs authorities of state members of the Eurasian Economic Union and the Eurasian economic commission in case of realization by means of the integrated information system of the Eurasian Economic Union of general process "Ensuring realization of electronic information exchange between state members of the Eurasian Economic Union and the third countries within electronic system of certification and verification of goods origin", the approved Decision of Board of the Eurasian economic commission of January 27, 2026 with No. 10 (further – Regulations of information exchange between the central customs authorities and the Commission).

In case of performing procedures of general process, the procedures of submission of data on certificates of origin entering into group, authorized bodies of state members provide representation in integration segment of the Commission of the following types of data for the purposes of their subsequent representation of the third country to the central customs authorities:

a) the data on the certificate of origin represented by authorized body of state member upon its issue (cancellation (response)) according to the regulations of submission of such data established in the international treaty of the Union with the third country (specifications);

b) the data on the issued certificate of origin provided by authorized body of state member in response to the corresponding request of the central customs authority of the third country, or information on lack of required data;
