Based on the paragraph of the fifth of Article 10 and part six of article 15-1 of the Law of the Republic of Belarus of December 15, 2003 "About mail service" and in pursuance of article 2 of the Law of the Republic of Belarus of May 29, 2025 No. 79-Z "About change of the Law of the Republic of Belarus "About mail service" the Council of Ministers of the Republic of Belarus DECIDES: No. 258-Z
1. Approve:
Rules of rendering services of mail service public (are attached);
2. Recognize invalid resolutions of Council of Ministers of the Republic of Belarus according to appendix.
3. This resolution becomes effective after its official publication.

1. These rules govern the relations between operators of mail service and users of services of mail service, and also the procedure for rendering services of mail service public, including universal services of mail service is determined.
Action of these rules does not extend to special communication and express communication.
The operator of mail service based on these rules develops and approves technology of acceptance, processing, storage, transportation and delivery (delivery) of mailings (further – technology).
2. In these rules terms and their determinations in the values established by the Law of the Republic of Belarus "About mail service", the laws of the Republic of Belarus of July 17, 2008 No. 427-Z "About mass media" and of June 30, 2014 No. 165-Z "About measures for prevention of legalization of income gained in the criminal way, financings of terrorist activities and financing of distribution of weapons of mass destruction" and also the following terms and their determinations are applied:
the aerogram – the aviadeparture of written correspondence having the mark "Aerogramme", consisting of one sheet of paper put as appropriate and stuck from all directions. In the aerogram objects are not sent, and the text of the message is written on inside of the aerogram;
small packet – departure of written correspondence weighing up to 2 kilograms in which goods and documents can be sent;
sack of "M" – the special sack containing printing editions (printing mass media, book and other printed materials, and also other information mediums and objects which are integral part of printing editions) sent to the address of the same receiver and to the same destination;
the low-priority mailing – the mailing transported by avia - or land way and processed in low-priority procedure;
departure for blind people – the mailing given in open form with attachment of the written messages and editions written by sekografichesky method, cliche with signs of sekografiya, sound records, the tiflotekhnichesky means intended only for blind people;
the mailing electronically – the internal or international letter (simple, custom) sent by the national operator of mail service by means of national mail electronic system for delivery (delivery) to the receiver;
the priority mailing – the mailing transported by the most bystry (avia - or land) way and processed in priority procedure, including the departure of written correspondence "1 class" sent within the republic;
the simple mailing – the mailing accepted without issue of the receipt and handed (delivered) to addressees without receipt;
commodity attachment – the mailing attachment containing goods.
3. The input in the object of mail service performing rendering services of mail service and also in places of stop of portable departments of mail service shall have sign with indication of their name and operation mode (arrival time and shipments of portable department of mail service). The text of sign is carried out in one of state languages or on both.
The input in the object of mail service of the national operator of mail service performing rendering services of mail service and also in places of stop of portable departments of mail service of the national operator of mail service shall have mailbox.
4. In objects of mail service the following information shall be placed:
name, postal address and phone of the operator of mail service;
the rendered services and rates for them;
