This Law determines legal, organizational, economic basis of activities in the field of mail service and is aimed at providing steady and effective functioning of mail service.
In this Law the following main terms and their determinations are applied:
subscription mailbox – the special locked box established in objects of mail service and subscribed for certain term by addressees for receipt of simple postcards, letters and parcels post which by the sizes can be placed in it, printing mass media, notifications on mailings;
subscriber mail cabinet – the special cabinet with the locked cells established in apartment apartment houses, on delivery sections in urban areas of individual building and in the rural zone and intended for delivery to addressees of simple postcards, letters and parcels post which by the sizes can be placed in cell, promotional materials, printing mass media, notifications on mailings;
the addressee – physical person, including the individual entrepreneur (further if other is not provided, – physical person), or the legal entity who addresses mailings;
address data of users of services of mail service – information on physical persons (surname, own name, middle name (if that is available), the postal address) or legal entities (the name and the postal address);
the internal mailing – the mailing accepted, sent and delivered (handed) within the Republic of Belarus;
signs of mail payment – stamps, prints of stamps, markirovalny (franking) machines and other signs, including the electronic signs of mail payment applied on mailings instead of stamps and confirming fee of mail service;
personalized thing – the device (stamp) for drawing on documents and mailings of prints with indication of the name of object of mail service and other information;
individual mailbox – the box belonging to the user of services of mail service, established by it in places, available to the mail carrier, in the house adjoining territory of the blocked or single-family apartment house;
express communication – type of mail service on rendering courier services;
courier services – the services of mail service in acceptance, processing, storage, transportation, delivery (delivery) of mailings from the sender to the receiver rendered by the operator of mail service who is not the national operator of mail service, excepting the goods delivery, not belonging to mailings;
the markirovalny (franking) machine – the machine intended for drawing on departures of written correspondence of the signs of mail payment confirming fee of mail service, date of acceptance of these departures and other information;
the marked postcard – postcard with typographical drawing stamp;
the marked envelope – mail envelope with typographical drawing stamp;
the international mail service – exchange of mailings between the assigned operators of mail service who are in the territory of the different states;
the international mailing – the mailing which is subject to mail exchange between the states;
the international response coupon – the special sign printed on paper, published by the International bureau of Universal Postal Union and which is subject to exchange for stamps according to the procedure, determined by acts of Universal Postal Union;
objects of mail service – the structural divisions including isolated operators of mail service (department of mail service, nodes of mail service, Items of mail service and other divisions);
the operator of mail service – the legal entity or the individual entrepreneur having the right to rendering services of mail service;
