The Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for use of the current accounts opened by physical persons in banks to which the electronic means of payment "Action are emitted. Card", and display by means of the Single state web portal of electronic services of information on such accounts which is attached.

2. Bring the enclosed changes in resolutions of the Cabinet of Ministers of Ukraine.

3. To provide to the ministry of digital transformation within six months from the date of entry into force of this resolution technical capability of display with means of the Single state web portal of electronic services, in particular with use of mobile application of the Action Portal (Action), information on the current accounts, in particular current accounts opened by physical persons in banks with the special mode of use to which the electronic means of payment "Action are emitted. Card", according to the Procedure approved by this resolution.

4. This resolution becomes effective from the date of, its publication following behind day, except paragraph two of Item 8 of the Procedure approved by this resolution which becomes effective since September 1, 2025.

Procedure for use of the current accounts opened by physical persons in banks to which the electronic means of payment "Action are emitted. Card", and display by means of the Single state web portal of electronic services of information on such accounts

1. This Procedure determines the mechanism of use of the current accounts, including current accounts opened by physical persons in banks with the special mode of use to which the electronic means of payment "Action are emitted. Card", and display by means of the Single state web portal of electronic services (further - the Action Portal), in particular with use of mobile application of the Action Portal (Action), information on the specified accounts.

2. In this Procedure under the term "electronic means of payment "Action. Card" (further - means "Action. Card") it is necessary to understand the electronic means of payment used for initiation of transactions by physical person according to current accounts including the current accounts with the special mode of use opened for transfer of the monetary assistance, monetary compensation, government assistance, payment of nominal value and interest income on domestic government bonds "War bonds", pensions, the public assistance or other payments determined by the legislation in particular received within the help from the international organizations (further - the help).

3. Information on current accounts, including current accounts with the special mode of use to which means "Action is emitted. The card", is displayed through mobile application of the Action Portal (Action) and is available to physical persons - the citizens of Ukraine who reached 18-year age which assigns registration number of accounting card of the taxpayer and which have in one of banks with which Mintsifra and the technical administrator of the Action Portal the agreement on information interaction is signed (further - bank).

4. The physical person can open the current account and at will one or several current accounts with the special mode of use in bank, in particular to initiate its opening by means of mobile application of the Action Portal (Action).

5. The bank has the right to emit and provide in use means "Action. Card" after opening to physical person of the current account.

In case of opening of the current account with the special mode of use payment transactions on such account are performed by means of earlier emitted means "Action. Card".

Connection of banks to the Action Portal is performed at the request of banks.

6. In each of banks the physical person can have only one means "Action. Card".

7. One means "Action. The card" can be used for implementation of transactions both according to the current account, and according to current accounts with the special mode of use, in particular within provision of one public (electronic public) service for which the legislation provides opening of current accounts with the special mode of use.

8. The bank provides imposing of technical restriction for transactions according to the current account with the special mode of use in which means "Action is emitted. Card", in accordance with the terms of functioning of such account, established by the legislation, and possibility of determination by physical person of prioritization of the current account, including the current account with the special mode of use from which will be charged off money in case of the insufficient amount of means on the current account with the special mode of use to which means "Action is emitted. Card", for implementation of payment transaction with observance of the operating conditions of such account established by the legislation.
