ORDER OF THE GOVERNMENT OF THE RUSSIAN FEDERATION

of June 17, 2025 No. 903

About approval of the technical regulation about safety of objects of inland water transport

(as amended on 27-10-2025)

According to the Federal Law "About Technical Regulation" Government of the Russian Federation decides:

1. Approve enclosed:

 the technical regulation about safety of objects of inland water transport;

changes which are made to acts of the Government of the Russian Federation.

2. To Federal Agency for Technical Regulation and Metrology not later than 30 days about day of entry into force of paragraph two of Item 1 of this resolution to approve the list of documents on standardization as a result of which application on voluntary basis observance of requirements of the technical regulation approved by this resolution is provided.

3. Recognize invalid:

the order of the Government of the Russian Federation of August 12, 2010 No. 623 "About approval of the technical regulation about safety of objects of inland water transport" (The Russian Federation Code, 2010, No. 34, the Art. 4476);

Item of 121 changes which are made to acts of the Government of the Russian Federation concerning activities of the Ministry of Health of the Russian Federation, approved by the order of the Government of the Russian Federation of September 4, 2012 No. 882 "About introduction of amendments to some acts of the Government of the Russian Federation concerning activities of the Ministry of Health of the Russian Federation" (The Russian Federation Code, 2012, No. 37, the Art. 5002);

the order of the Government of the Russian Federation of April 30, 2015 No. 426 "About modification of the order of the Government of the Russian Federation of August 12, 2010 No. 623" (The Russian Federation Code, 2015, No. 19, the Art. 2830);

the order of the Government of the Russian Federation of May 29, 2018 No. 613 "About modification of the order of the Government of the Russian Federation of August 12, 2010 No. 623" (The Russian Federation Code, 2018, No. 23, the Art. 3295);

the order of the Government of the Russian Federation of August 6, 2020 No. 1183 "About modification of the technical regulation about safety of objects of inland water transport" (The Russian Federation Code, 2020, No. 33, the Art. 5386);

Item of 1 changes which are made to acts of the Government of the Russian Federation, approved by this resolution.

4. This resolution becomes effective from the date of its official publication, except for:

the paragraph two of Item 1 and Item 3 of this resolution which are becoming effective after 6 months from the date of official publication of this resolution;

Item of 2 changes which are made to acts of the Government of the Russian Federation, approved by this resolution, becoming effective since September 1, 2025.

5. The technical regulation approved by this resolution is effective 6 years from the date of entry into force of paragraph two of Item 1 of this resolution.

The technical regulation about safety of objects of inland water transport

I. General provisions

1. This technical regulation according to the Federal Law "About Technical Regulation" establishes minimum necessary requirements to safety of objects of technical regulation, obligatory for application and execution (further - subjects to regulation) directed to achievement of the purposes provided by this technical regulation, requirements to marking of subjects to regulation and the rule of its drawing, and also the rule of identification and assessment of conformity of subjects to regulation.

The subjects to regulation specified in subitems "an" and "v" of Item 5 of this technical regulation are provided by the list of objects of technical regulation according to appendix No. 1.

2. Action of this technical regulation extends to subjects to regulation and the regulations connected with requirements to safety of objects design processes (including researches), productions, constructions, operation, storage, transportation, utilization and liquidation.

Action of this technical regulation extends to the subjects to regulation specified in the paragraph the second the subitem "an" of Item 5 of this technical regulation in case of their operation in the water basins included in the list of water basins depending on the category of the water basin specified in Item 18 of this technical regulation.

Action of this technical regulation does not extend:

on infrastructure facilities of inland water transport and court which are made (are constructed) before entry into force of the technical regulation about safety of objects of the inland water transport approved by the order of the Government of the Russian Federation of August 12, 2010 No. 623 "About approval of the technical regulation about safety of objects of inland water transport" (further - the technical regulation No. 623), or projects of which are approved and which construction contracts are signed before entry into force of the technical regulation No. 623, and also on the materials and products for courts made before entry into force of the technical regulation No. 623, except for of requirements of this technical regulation regarding operation (conclusion from operation), utilizations or liquidations, and also other requirements of this technical regulation, which directly provide their application for the specified infrastructure facilities of inland water transport, courts, and also materials and products for courts;

on floating fuel stations which are made (are constructed) or projects of which are approved and which construction contracts are signed before entry into force of this technical regulation, except for requirements to operation (to conclusion from operation) and utilizations of floating fuel stations;

on the vessels having as the main power plant nuclear steam-generating installation and (or) installation of direct transformation of energy based on the nuclear reactor.

3. According to the Federal Law "About Technical Regulation" this technical regulation is applied for the purpose of protection of life and health of citizens, property of physical persons and legal entities, the state-owned or municipal property against danger which source can be activities of inland water transport and the related infrastructure, environmental protections, life and health of animals and plants, the prevention of the actions misleading acquirers of subjects to regulation, ensuring energy efficiency and resource-saving.

4. Fulfillment of requirements of this technical regulation shall provide:

a) biological safety of subjects to regulation;

b) explosion safety of subjects to regulation;

c) hydrometeorological safety of subjects to regulation;

d) unity of measurements;

e) mechanical safety of subjects to regulation;

e) fire safety of subjects to regulation;

g) thermal safety of subjects to regulation;

h) chemical safety of subjects to regulation;

i) electric safety of subjects to regulation;

j) electromagnetic compatibility regarding ensuring operation of devices and the equipment which belong to subjects to regulation;

k) ecological safety of subjects to regulation;

l) energy efficiency and resource-saving of subjects to regulation.

5. Treat subjects to regulation:

a) the objects of inland water transport including:

the vessels which are subject to state registration, except for small size, pleasure and sports sailing ships, floating fuel stations;

materials and products for courts;

b) design processes, productions, constructions, installation, operation and the utilizations connected with objects of inland water transport;

c) the infrastructure facilities of inland water transport including:

the ship courses designated by navigation navigational marks or different way;

aids to navigation;

transshipment facilities, passenger terminals, protective, shore protection hydraulic engineering constructions of ports;

the moorings and berthing facilities intended for the navigation purposes (including for mooring, mooring and the parking of courts and floating objects, loading, unloading and storage of freights and baggage, landing, disembarkation of passengers), except for moorings for the small size vessels used in non-commercial purposes;

ferry crossings on inland waterways of the Russian Federation (further - inland waterways);

d) design processes (including researches), constructions, reconstruction, operation (conclusion from operation) and the liquidations connected with infrastructure facilities of inland water transport.

6. Requirements of this technical regulation are obligatory for their accomplishment by the physical persons and legal entities performing designing (including researches), construction, operation (conclusion from operation), repair, liquidation and utilization of subjects to regulation, and the state control (supervision) bodies exercising the state control (supervision) of observance of requirements of this technical regulation in accordance with the legislation of the Russian Federation about technical regulation.

7. The concepts used in this technical regulation mean the following:

"administration of the pool of inland waterways" - administration of the pool of inland waterways in the value provided by the Code of inland water transport of the Russian Federation;

"the port water area" - the port water area in the value provided by the Code of inland water transport of the Russian Federation;

"bunkering" - transfer of liquid or gaseous fuel on the vessel from inshore or floating facilities, vehicles for filling of the vessel with the fuel necessary for operation (movement) and power supply of the vessel;

"explosive load" - freight of classes 1, 2.1 or 3 on classification of the European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways;

"extra ship water preserving means" - the following coastal or floating collection points for the pollution which are formed in courts in use:

vessels - collectors of pollution;

specialized moorings for acceptance of sewage and garbage;

specialized clearing freighters for acceptance and processing of part or all pollution accumulating in courts;

"hydrometeorological safety" - condition of security of the vital interests of the personality, society and state from impact of natural hazards, climate changes;

"survivability of the vessel" - vessel capability adequately to keep and recover the navigation qualities and to ensure safety being onboard people and safety of freights under emergency circumstances;

"manufacturer" - the legal entity or the individual entrepreneur who build subjects to regulation make and extend products for them or transfer under the agreement the diffusion right to other legal entity or the individual entrepreneur, modernize and will re-equip subjects to regulation, apply on subjects to regulation and product for them the trademark or other distinctive designation, thereby assuming liabilities on safety of subjects to regulation or products for them;

"products for courts" - products with which the vessel is completed and without which the vessel cannot perform the functions intended to it, - efficient things, furniture, ship technical means, the equipment for providing required conditions of dwelling of personnel and passengers, protection of life and human health onboard the vessel, repair materials of the vessel and ship technical means;

"person performing preparation of the project documentation" - the legal entity or the individual entrepreneur who develop design documentation on subject to regulation;

"person performing vessel construction" - the legal entity or the individual entrepreneur who have the special construction equipment, the equipment and specially prepared personnel and who build modernize, will re-equip or repair vessels, officially recognize the vessel themselves responsible for safety constructed, modernized, re-equiped or repaired if in case of operation were not broken restriction, imposed by the developed project or other documents which regulate safe operation of the vessel;

"person responsible for operation" - the legal entity or physical person performing operation of subjects to regulation and bearing responsibility for accomplishment of the obligations assigned to it according to this technical regulation;

"machine rooms" - rooms and mines conducting in them in which workshops are located or are placed technical means of the ship power station, the equipment;

"machine rooms of category "A" - machine rooms in which are located:

the internal combustion engines used as the main engines;

the internal combustion engines used for auxiliary needs if their total power constitutes at least 375 kilowatts;

any copper using liquid fuel, either installation of preparation of liquid fuel, or the equipment using liquid fuel (generators of inert gases, incinerators and other aggregates);

"bulked cargo" - the kuskovy, granular, powdery or dust-like freight transported unpacked;

"shipping season" - the calendar period of use of inland waterways for the purpose of navigation;

"fire goods" - freight of classes 4.1 or 4.2 on classifications of the European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways, and also flammable liquids, including oil products, which flash temperature more than 60 degrees Celsius in the closed crucible (vessel);

"dangerous goods" - dangerous goods in the value provided by the Code of inland water transport of the Russian Federation;

"body of classification of courts" - the organization authorized on classification and survey of courts according to article 35 of the Code of inland water transport of the Russian Federation;

"sediment" - stage of operation in case of which the vessel is not used for designated purpose and is in the place allocated for its placement with ensuring safety during certain term;

"ferry crossing on inland waterways" - the section of the waterway on which it is transported overland vehicles, freights and passengers between coastal Items;

"the passenger terminal" - set of the infrastructure facilities of port intended for servicing of passengers and including stations, moorings necessary for this purpose, devices and devices for landing, disembarkation of passengers and their stay in expectation of the vessel, office and auxiliary buildings and constructions, port reloading machines and the equipment for loading, unloading of baggage, bed linen, food and other freights, sidings of adjacent modes of transport;

"passenger ship" - the vessel intended for transportation more than 12 passengers;

"reloading works" - complex of the works connected with cargo transfer from one vehicle to another it is direct or through warehouse, intra warehouse cargo transfer;

"transshipment facility" - set of the infrastructure facilities of port intended for servicing of courts and production of reloading works and including moorings, warehouses, office and auxiliary buildings and constructions, port reloading machines and the equipment necessary for this purpose;

"personnel of person responsible for operation" - the crew of the vessel or other personnel providing operation of subjects to regulation;

"floating fuel station" - the specialized freighter intended for storage and issue of fuel to other courts (bunkering) on water;

"port" - river port in the value provided by the Code of inland water transport of the Russian Federation;

"port reloading machines and the equipment" - the machines of any types used for loading, unloading of courts and (or) overland hauling facilities, cargo transfer in borders of port area, accomplishment of warehouse works, packagings of freights, loadings and unloadings of containers, removable load gripping devices, container, auxiliary devices and devices;

"mooring" - the mooring in the value provided by the Code of inland water transport of the Russian Federation;

"berthing facility" - the hydraulic engineering construction having devices for safe approach of courts and intended for the safe parking of courts;

"the category of the water basin" - category of the water basin depending on its vetrovolnovy characteristics;

"the schedule on alarms" - main the constituted person responsible for the operation, working documents on the vessel on the organization and conducting fight for survivability of the vessel describing specific obligations on alarms for each member of ship crew in case of carriage method of work or each member of crew who is on the vessel in case of brigade method of work, each person which is not entering into staff, but constantly working at the vessel, each probationer and the head of practice;

"repair" - complex of technological transactions and organizational actions for maintenance, serviceability and resource of subject to regulation and (or) its components;

"the specialized clearing freighter" - self-propelled or the dumb boat intended for acceptance of all or part of the pollution accumulating in courts and the subsequent processing of such pollution;

"aids to navigation" - the special constructions, designs or devices intended for barrier of the ship courses (navigational hazards) and orientation of boatmasters (include coastal and floating signs and fires of navigation situation, navigation navigational marks, signs of navigation barrier). Treat aids to navigation:

the lit situation;

reflecting situation;

not lit situation;

"static source of electrical energy" - the source of electrical energy which is transforming electrical energy from energy of other type (chemical, light, etc.), not comprising the mobile (rotating) parts. It is applied as a part of ship electric utility system and used as the main, emergency or emergency transitional source;

"vessel" - the vessel in the value provided by the Code of inland water transport of the Russian Federation;

"the ship schedule of maintenance and repair" - the ship's papers constituted by person responsible for operation taking into account requirements of managements (instructions) for operation and this technical regulation which determines control of condition, planning of terms, content and amount of maintenance and repair of the ship technical means and designs which are the subjects to regulation which are in operation;

"ship technical means" - engines, generators, pumps, compressors, coppers, heatexchange devices, vessels under pressure, filters, fittings of systems, deck mechanisms, the electric equipment, radio-electronic means of communication and navigation, household installations of the liquefied gas, the equipment of ecological safety and other products of ship mechanical engineering, the electrotechnical and radio-electronic industry intended for accomplishment of the certain functions connected with possibility of operation of the vessel, control of the vessel and its equipment;

"technical operation of courts" - complex of the organizational and technical measures which are carried out for maintenance of courts in good repair during all term of their operation;

"specifications" - the document containing list of the measures necessary for fulfillment of requirements of this technical regulation aimed at safety of navigation when designing (including researches), production, construction, installation, reconstruction, operation (to conclusion from operation), utilizations and liquidations of subjects to regulation;

"engineering certification" - complex of the organizational and technical measures directed to assessment of possibility of further safe operation of subjects to regulation;

"operational documentation" - set of the documents developed by person performing preparation of the project documentation, the manufacturer or person responsible for operation for the purpose of ensuring safe application of subjects to regulation to destination and their safe utilization;

"operation" - the stage of lifecycle of subjects to regulation including acceptance for operation, their use to destination, determined by the manufacturer (person performing preparation of the project documentation), maintenance and repair of subjects to regulation without conclusion from operation, and also their conclusion from operation.

8. Information on technical characteristics, parameters and (or) properties of the subjects to regulation specified in the subitem "an" and paragraphs third - the fifth the subitem "v" of Item 5 of this technical regulation, shall be unambiguously understood and reliable. Such information is provided:

a) on the marking of subject to regulation, product and its main assembly (structural) units executed by the manufacturer (except the subjects to regulation specified in the subitem "an" of Item 5 of this technical regulation);

b) in accompanying technical documentation of the manufacturer.

9. Technical characteristics of the subjects to regulation specified in the subitem "an" and paragraphs third - the fifth the subitem "v" of Item 5 of this technical regulation and released in the territory of the Russian Federation, shall correspond to the declared technical characteristics and indicators given in accompanying technical documentation of the manufacturer.

10. The subjects to regulation specified in the subitem "an" and paragraphs third - the fifth the subitem "v" of Item 5 of this technical regulation, shall conform to safety requirements during the entire period of operation on condition of fulfillment of requirements, established in the accompanying documentation of the manufacturer.

11. On each subject to regulation specified in the paragraph the second the subitem "an" of Item 5 of this technical regulation, by person performing vessel construction it shall be established and the marking plate which shall contain the following information is firmly fixed:

a) the name, location and logo of the organization of person performing vessel construction;

b) serial (construction) number;

c) year of construction;

d) type of vessel and its main razmereniye;

e) number (designation) of the project and the name of person performing preparation of the project documentation;

e) maximum load-carrying capacity or passenger capacity;

g) the maximum capacity of the main engines (for self propelled vessels);

h) maximum speed of movement (for self propelled vessels).

12. Necessary marking, including signs (pictograms) and warning signs, containing the following data, applicable for the marked subject to regulation, shall be applied on the subjects to regulation specified in the subitem "an" of Item 5 of this technical regulation on places, available to review, with the manufacturer:

a) name of subject to regulation, including product;

b) name, address of the manufacturer;

c) designation of series or type;

d) serial number;

e) date of production;

e) the rated consumed or net output or rated current;

g) frequency and direction of rotation of shaft;

h) maximum speed of movement;

i) maximum load-carrying capacity, giving, pressure or other key regime parameters;

j) rated voltage of food or voltage range;

k) current sort symbol if nominal frequency is not specified;

l) the degree of protection against hit of firm particles and moisture provided with protective cover;

m) mass of product, removable equipment, node or detail;

o) need of use of individual protection equipment;

o) the data relating to adjustment of working bodies and devices of protection;

p) utilization method;

c) places of strapping;

r) market access mark which marks subject to regulation according to the procedure, by the established legislation of the Russian Federation on technical regulation;

s) other data which can characterize the marked subject to regulation;

t) the trademark of the manufacturer registered in accordance with the established procedure (in the presence).

13. Information placed directly on the subjects to regulation specified in Item 8 of this technical regulation shall be their service read during fixed term.

14. Marking, including signs (pictograms) and warning signs, shall be understood unambiguously. Signs (pictograms) are preferable in comparison with warning signs.

15. Warning signs shall be put in Russian.

16. Drawing marking on the subjects to regulation specified in paragraphs the second and sixth the subitem "v" of Item 5 of this technical regulation is not required.

17. The requirements concerning control, supervision and prohibitions shall be reflected in the operational documentation developed by person performing preparation of the project documentation, and the organizational documentation developed by person responsible for operation.

II. Requirements to safety of objects of inland water transport

18. Requirements to safety of the subjects to regulation specified in the paragraph the second the subitem "an" of Item 5 of this technical regulation are established depending on the category of the water basin in which operation of subjects to regulation is supposed. The list of water basins depending on the category of the water basin is established by the Ministry of Transport of the Russian Federation. This technical regulation provides such categories of water basins as "L", "R", "About", by "M", "O-PR", "M-PR" and "M-joint venture". Heights of waves which are extremely allowed for swimming, their repeatability (security) and the wind speed corresponding to categories of water basins are given in appendix No. 2.

19. The subjects to regulation specified in the paragraph the second the subitem "an" of Item 5 of this technical regulation, which are subject to one-time transition (stage) through the water basins significantly differing on the vetrovolnovy mode and other conditions from navigation areas in which for operation they are intended shall undergo extraordinary survey for the purpose of receipt of the certificate on one-time transition (stage).

20. The measuring instruments, testing and control used for the purpose of safety of objects of inland water transport shall be the approved types, are confided, and techniques (methods) of measurements shall be certified according to the Federal Law "About Ensuring Unity of Measurements".

21. Biological safety of the subjects to regulation specified in the subitem "an" of Item 5 of this technical regulation shall be provided with person performing preparation of the project documentation, person performing vessel construction and manufacturers of materials and products for courts by accomplishment of applicable requirements of the legislation in the field of ensuring sanitary and epidemiologic wellbeing of the population and the legislation in the field of environmental protection.

22. During the designing and production of ship systems of ventilation measures for prevention of intake of air from sanitary and household, machine rooms, placements of medical appointment to residential and service premises, and also from one cabin shall be provided in another.

23. During the designing and production of water supply systems, heating and ventilation by person performing preparation of the project documentation, and the system of the measures ensuring safety of crews of vessel and passengers in case of emergencies shall be developed by person performing vessel construction (the fire, explosion, leakage of toxic connections, receipt to the environment of dangerous and harmful factors of the biological, chemical or physical nature).

24. During the designing and production of ship water supply systems by person performing preparation of the project documentation, and the system of the measures providing possibility of processing of drinking water for the purpose of ensuring its safety shall be developed by person performing vessel construction. Use of the packed drinking water in the absence of water supply systems is allowed.

25. During the designing and production of ballast systems the technical and organizational solutions providing protection against receipt to the environment in use of courts of the organisms not peculiar to natural ecological systems shall be provided.

26. For the purpose of providing vzryvo-both fire safety the manufacturer of ship technical means and person performing preparation of the project documentation technical solutions on isolation of the combustible circle (combustible substances and gases) from ignition sources (sources of heat, sparks, open flame and other sources of ignition) according to item 4 of article 49 of the Federal law "The Technical Regulation about Requirements of Fire Safety" shall be provided.

27. In ship rooms where explosive mixes of vapors can be formed, gases and dust with air, and also in explosive spaces the explosion-proof electric equipment shall be installed.

In rooms in which accumulation of explosive gases or mixes is possible or which are intended for storage of flammable products only the explosion-proof electric equipment shall be installed.

28. Gas pipelines of internal combustion engines and coppers shall be equipped with spark arresters.

29. In the courts intended for transportation of explosive loads, person performing preparation of the project documentation shall provide application in explosive rooms and spaces of the electric equipment of the explosion-proof execution intended for work in explosive mixes of the corresponding categories and groups. Switches of lighting and plug sockets shall not be established in these rooms. The design and material of details of the deck mechanisms established in explosive rooms and spaces shall exclude sparking.

Floating fuel stations regarding requirements to case design, devices, mechanisms, systems, supply, the electric equipment shall conform to requirements for oilers.

30. The system of ventilation of holds of the dry cargo vessels intended for transportation of explosive loads shall be designed so that the possibility of penetration of dangerous gases into adjacent rooms in which finding of people is provided was excluded (premises, the steering cabin, machine rooms).

31. All metal ropes passing in trials of holds or tanks (cargo tanks) in which explosive loads are transported shall be grounded on the case.

32. On the vessels transporting explosive loads in bulk in addition to the requirements established by Items 26 - the 28 and 30 this technical regulation, the following requirements shall be fulfilled by person performing preparation of the project documentation, and person performing vessel construction:

a) the mezhdubortny and double-bottom spaces located within loading space and not intended for acceptance of water ballast and also the cofferdams located between machine rooms and pumping departments shall be supplied with systems of ventilation according to Items 166 - the 169th this technical regulation;

b) the pumps, compressors and the corresponding handling pipelines intended for work with dangerous goods shall be in limits of cargo zone;

c) the possibility of shutdown of pumps and compressors from loading space and, besides, from the place outside loading space shall be provided;

d) the lamps established in cargo zone shall be in explosion-proof execution. Portable lighting instruments shall be low-voltage (with the consumed voltage not higher than 12 volts of alternating current) and in explosion-proof execution;

e) it is forbidden to place ship devices and their elements in explosive rooms and spaces, to use working tools, devices, the equipment, figurative details and connections of pipelines which in case of normal operation can cause sparking;

e) for mooring of the vessels transporting explosive loads in bulk the ropes excluding sparking shall be provided;

g) steel towing and mooring ropes are allowed to be used in the places located at distance at least 3 meters from cargo sections (on tank, Utah);

h) for withdrawal of static electricity the vessel shall be equipped with devices of antistatic grounding;

i) the gas collecting system from cargo tanks shall be provided;

j) on the pipelines intended for accession of cargo hoses there shall be electroisolating flange connections or not electrowire sections of the pipeline.

33. Chemical sources of current in courts and coastal objects shall be protected from water hit, and places of their installation shall be provided with the exhaust ventilation.

34. Household installations of the liquefied gas shall be designed and established so that to exclude leakage of gas and to minimize risk of explosion. Actions and devices (devices) necessary for identification of potential leakage of gas shall be provided.

Materials and designs of installations shall correspond to the used type of gas and maintain overloads in case of admissible the manufacturer operating conditions.

Each installation shall be supplied rassekately flame for all types of torches.

For each installation the nutritious pipeline or hose from general distributive system on which the device for blocking of supply of gas shall be established shall be provided. The distribution point shall be established so that in case of gas leakage from case there was no danger of its penetration in the vessel or contact with any source of ignition. Ventilation for the purpose of removal of combustion products and protection of personnel in case of gas leakage shall be provided.

All vessels with stationary gas supply systems shall be equipped with the shelter (room) for storage of gas cylinders, access to which shall be provided only outside. This shelter (room) shall be separated premises and is equipped with the exhaust ventilation.

35. Cases of courts and their structural elements shall have durability and stability allowing to maintain loadings to which the specified subjects to regulation are exposed in specification (provided when designing) operating conditions.

36. d) properties of the materials applied in case of construction of subjects to regulation;

e) operating conditions of subject to regulation.

38. For the purpose of ensuring vibration durability of cases of courts the small probability of resonance of the case and its elements in case of their vibration by comparison of their free oscillation frequencies with frequencies of action of the revolting forces shall be confirmed.
