RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

Some questions of appointment and payment of the public social benefits, social grants by bodies of the Pension fund of Ukraine

Cabinet of Ministers of Ukraine decides:

1. Approve enclosed:

form of the declaration on the income of persons who addressed for purpose of separate types of the government public assistance;

the application form about purpose of separate types of the government public assistance;

form of the act of informing by means of telephone and/or other available means of communication;

the list of types of the government public assistance, social grant which purpose and payment are performed by bodies of the Pension fund of Ukraine.

2. Determine that:

1) the Pension fund of Ukraine in the expense limits provided to the Ministry of social policy, family and unity for 2025 performs financing of payment of single fee on obligatory national social insurance on the corresponding categories of receivers concerning which charge of single fee on obligatory national social insurance was not carried out and the reporting according to Procedure for charge and payment of the single fee on obligatory national social insurance for some categories of insured persons approved by the resolution of the Cabinet of Ministers of Ukraine of March 2, 2011 No. 178 is not submitted (The Official Bulletin of Ukraine, 2011, No. 16, the Art. 666), and payment for which was performed according to the resolution of the Cabinet of Ministers of Ukraine of March 7, 2022 No. 215 "About features of charge and payment of money allowances, privileges and housing subsidies for the period of action of warlike situation" (The Official Bulletin of Ukraine, 2022, No. 25, the Art. 1302), from 2022 for 2025;

2) the Ministry of social policy, family and unity since November, 2025 stops financing of allowance payments which were provided according to the resolution of the Cabinet of Ministers of Ukraine of March 7, 2022 to No. 215 "About features of charge and payment of money allowances, privileges and housing subsidies for the period of action of warlike situation";

3) Pension fund of Ukraine:

within July-August, 2025 directs with use of means of mail service in paper form or electronic form by electronic communication, or through the web portal of electronic services of the Pension fund of Ukraine, or means of telephone communication, or by means of other available technical means of electronic communications (with use of mobile applications (in the presence), etc.) which provides fixing of the message or challenge, to receivers of the public social benefits the message on need of the address till November 1, 2025 to bodies of the Pension fund of Ukraine in accordance with the established procedure and filing of application and/or other documents necessary for establishment of right/continuation of payment of money allowances (in paper or electronic form) according to the legislation regulating procedure for their provision.

In case of the appeal of the receiver of money allowances to body of the Pension fund of Ukraine in accordance with the established procedure and adoptions by body of the Pension fund of Ukraine of the positive decision by results of consideration by the filed receiver of the statement and/or other documents charge and payment of the public social benefits is resumed according to the legislation regulating procedure for their provision and is carried out by body of the Pension fund of Ukraine since month of the address of person.

In case of lack of telephone or other available means of communication with the receiver of money allowances the official of body of the Pension fund of Ukraine draws up the statement of informing such person in the form approved by this resolution. The drawn-up statement in which date and time of making of calls, messages, their quantity are specified (at least two) joins materials of electronic case of the receiver of the public social benefits.

In case of return by department of the organization performing payment and delivery of pensions and the public social benefits to body of the Pension fund of Ukraine of the written notice of the termination of charge and payment of the public social benefits due to the lack of any available communication with the receiver the official of body of the Pension fund of Ukraine places in private office of insured person in the Register of insured persons of the State register of obligatory national social insurance the adequate notice about the termination since November 1, 2025 of charge and payments of the public social benefits according to the resolution of the Cabinet of Ministers of Ukraine of March 7, 2022 No. 215 "About features of charge and payment of money allowances, privileges and housing subsidies for the period of action of warlike situation" with the instruction about their renewal according to the legislation.

Provision to such persons of money allowances according to the legislation regulating procedure for their provision in case of the positive decision is recovered since month of the termination of payments in case of their appeal to bodies of the Pension fund of Ukraine till November 1, 2025, in other cases - since month of the address according to the legislation regulating procedure for their provision;

based on information on receivers of the government public assistance provided by the state company "Data Processing Center of the Ministry of Social Policy, Family and Unity of Ukraine" according to the resolution of the Cabinet of Ministers of Ukraine of March 7, 2022 No. 214 "Some questions of provision of the government public assistance and privileges for the period of introduction of warlike situation" (The Official Bulletin of Ukraine, 2022, No. 25, of the Art. 1301, the Art. 1340), provides till November 1, 2025 carrying out identification of person based on the passport of the citizen of Ukraine or other identity document shown (without fail) by the receiver personally and confirming its age and determined by the legislation of the document in which data on the place of its accommodation are specified. Bodies of the Pension fund of Ukraine can provide carrying out physical identification of person by means of video conferencing with compliance with law in spheres of electronic identification and electronic confidential services. During such video conferencing identity documents, according to the procedure determined by board of the Pension fund of Ukraine in coordination with the Ministry of social policy and the Ministry of digital transformation are shown.

To physical identification it is equated:

authorization in private electronic office on the web portal of electronic services of the Pension fund of Ukraine by means of the remote qualified digital signature "Action. The signature" ("Action of ID"), the Single state web portal of electronic services created by means of mobile application (Action);

the certificate in accordance with the established procedure according to the address of the receiver who is temporarily living abroad, the relevant foreign diplomatic organization of Ukraine to the fact that person is live.

For physical identification of person the data on issue to such receivers of medical certificates on temporary disability received by the Pension fund of Ukraine can be also used.

If physical identification of person did not take place till November 1, 2025 charge of the government public assistance stops;

4) the electronic information exchange provided by this resolution is performed gratuitously by means of system of electronic interaction of the state electronic information Trembita resources.

The amount and structure of data which subjects of electronic information exchange via program interfaces of electronic information resources exchange (services) are determined by the agreements on information exchange signed according to Procedure electronic (technical and information) the interaction approved by the resolution of the Cabinet of Ministers of Ukraine of September 8, 2016 No. 606 "Some questions of electronic interaction of electronic information resources" (The Official Bulletin of Ukraine, 2016, No. 73, Art. 2455; 2021, No. 52, Art. 3216; 2023, No. 11, Art. 721).

In case of lack of technical capability of data transmission with use of system of electronic interaction of the state electronic information Trembita resources electronic information exchange of subjects of electronic interaction is performed with use of other information and communication systems with observance of requirements for information security according to Article 8, of Item 1-1 of the article 13 "Final and Transitional Provisions" of the Law of Ukraine "About information security in information and communication systems".

3. Bring the enclosed changes in resolutions of the Cabinet of Ministers of Ukraine.

4. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the enclosed list.

5. Regional and Kiev city to provide to public administrations (military authorities):

1) coordination of work of district public administrations (military authorities), local government bodies on transfer by structural divisions concerning social protection of the population district, district in Kiev and Sevastopol of public administrations, executive bodies city, district in the cities (in case of their education) councils (further - structural divisions) / the centers for charge and implementation of social payments which conform to requirements of Item 47 parts one of Article 2 of the Budget code of Ukraine (further - the centers for charge), head department of the Pension fund of Ukraine in areas and Kiev according to delivery-acceptance certificates:

document packages according to requests for purpose of the public social benefits, social grants according to the list approved by this resolution (further - the public social benefits, social grants) according to which decisions as of June 30, 2025 are not made, - till July 15, 2025;

personal records of receivers of the public social benefits, social grants in paper and electronic form together with the corresponding lists, namely:

- personal records electronically - till June 25, 2025;

- personal records in paper form according to which payment of the public social benefits, social grants, and archival personal records in paper form is performed except the personal records in paper form destroyed owing to the armed aggression of the Russian Federation (in case of destruction - attested copies of the relevant acts), - till June 1, 2026, or within a month after resumption of work (in case the structural division does not perform the functions), or within three working days on requests of head departments of the Pension fund of Ukraine in areas and Kiev;

the created data on payment of the public social benefits, social grants for carrying out payment in July, 2025 - till June 25, 2025;

2) transfer by structural divisions to the state company "Data Processing Center of the Ministry of Social Policy, Family and Unity of Ukraine" of information on personal records electronically receivers of the public social benefits to whom due means from February, 2022 to June, 2025 according to the resolution of the Cabinet of Ministers of Ukraine of March 7, 2022 were charged and paid to No. 214 "Some questions of provision of the government public assistance and privileges for the period of introduction of warlike situation", with imposing of the qualified digital signature or advanced digital signature which is based on the qualified digital signature certificate, the head of the structural unit - till June 25, 2025;

3) transfer to bodies of the Pension fund of Ukraine of lists of unpaid public social benefits, social grants and the copy of reconciliation statements of calculations for pension payment, the monetary assistance by results of reconciliation with data of payable objects of the organization performing payment and delivery of pensions and the monetary assistance on payment of the public social benefits for June, 2025 - till August 15, 2025.

6. To provide to the ministry of social policy, family and unity:

1) till July 1, 2025 - technical capability of transfer of personal records electronically receivers of the public social benefits, social grants structural divisions / centers on charge to bodies of the Pension fund of Ukraine;

2) till July 1, 2025 - forming/collection and transfer to the Pension fund of Ukraine:

data on charge of the public social benefits from the Unified information system of the social sphere;

lists of personal records electronically receivers of the public social benefits to whom receivable means were charged and paid from February, 2022 to June, 2025 according to the resolution of the Cabinet of Ministers of Ukraine of March 7, 2022 to No. 214 "Some questions of provision of the government public assistance and privileges for the period of introduction of warlike situation", based on information provided by structural divisions / centers on charge;

information (lists) of receivers of the public social benefits to which receivable means were charged and paid from February, 2022 to June, 2025 according to the resolution of the Cabinet of Ministers of Ukraine of March 7, 2022 to No. 215 "About features of charge and payment of money allowances, privileges and housing subsidies for the period of action of warlike situation";

3) transfer by the state company "Data Processing Center of the Ministry of Social Policy, Family and Unity of Ukraine" to the Pension fund of Ukraine till September 10, 2025 of information (lists) of receivers of the public social benefits from February 24, 2022 till August 31, 2025 and further monthly to the 10th - for the previous payable period concerning the carried-out charge and payment of the monetary assistance according to the resolution of the Cabinet of Ministers of Ukraine of March 7, 2022 No. 215 "About features of charge and payment of money allowances, privileges and housing subsidies for the period of action of warlike situation" on the corresponding categories of receivers, concerning which charge of single fee on obligatory national social insurance for payment of such fee was not carried out and the reporting according to Procedure for charge and payment of the single fee on obligatory national social insurance for some categories of insured persons approved by the resolution of the Cabinet of Ministers of Ukraine of March 2, 2011 No. 178 is not submitted;

4) till July 1, 2025 - completion of information systems regarding ensuring appointment, charge, payment of the public social benefits, social grants.

7. To the pension fund of Ukraine:

To provide 1) since July 1, 2025 appointment and payment of the public social benefits, implementation of financing of social grants according to the list approved by this resolution;

To provide 2) within three months since July 1, 2025 continuation of payment of the public social benefits, implementation of financing of social grants which till June 30, 2025 were performed by structural divisions, based on electronic lists of receivers as of July 1, 2025, except for receivers concerning whom there is information on circumstances which are the basis for the termination or stop of payments or in which the term of purpose of the public social benefits, implementation of financing of social grants according to the legislation expired;

To provide 3) during:

10 working days from the date of receipt from structural divisions / centers on charge of document packages with all necessary statements / data concerning requests for purpose of the public social benefits according to which decisions as of June 30, 2025, their consideration and decision making concerning appointment/refusal in purpose of such types of the government public assistance are not made;

the greatest possible shortest time, but no more than 60 calendar days from the date of receipt from structural divisions / centers on charge of document packages with incomplete statements / data concerning requests for purpose of the public social benefits according to which decisions as of June 30, 2025, their consideration and decision making concerning appointment/refusal in purpose of such types of the government public assistance are not made;
