Some questions of provision of the government public assistance and privileges for the period of introduction of warlike situation

Cabinet of Ministers of Ukraine decides:

1. Determine that for introduction of warlike situation provision of the government public assistance and privileges is performed taking into account the following features:

1) the payment due date of the government public assistance to needy families, the help on children to lonely mothers, the temporary government public assistance to the unemployed person who reached general retirement age, but did not acquire the rights to retirement benefit (further - the government public assistance) which were appointed earlier, is prolonged to persons living in the territories of territorial communities in which fighting is conducted or the territories which are temporarily occupied by the Russian Federation, brought in the list in which are conducted fighting or temporarily occupied by the Russian Federation, the approved Minreintegration (was conducted) (further - the corresponding territories);

the payment due date of earlier appointed privileges is prolonged to persons with disability living in the corresponding territories in which medico-social commissions of experts temporarily do not carry out the powers, irrespective of completion date of the reference of medico-social commission of experts.

The government public assistance and privileges to persons with disability are paid about one the month following after month of completion in the corresponding territory of fighting, the terminations of possibility of fighting or completion of temporary occupation (inclusive);

2) if receivers of the government public assistance during introduction of warlike situation submit the application with necessary documents and/or data for carrying out recalculation of the government public assistance, structural divisions concerning social protection of the population of district, district public administrations (military authorities), executive bodies in Kiev city, district in the cities (in case of their education) councils determine the right to such help and carry out calculation of its size. Payment of the government public assistance is made in new size according to the submitted applications and documents and/or data purpose of the help is performed for the term determined according to the legislation regulating procedure for its provision.

At the same time the means of the government public assistance paid to receivers during warlike situation until submission by them of new statements and documents are not subject to return.

In case when during introduction of warlike situation data are revealed and/or data which affected are received or could influence establishment of the right to the government public assistance and determination of its size, payment of the government public assistance stops since the month following after month in which data are found and/or information is obtained;

3) regulations of the resolution of the Cabinet of Ministers of Ukraine of April 8, 2020 No. 264 "some questions of provision of the government public assistance" (The Official Bulletin of Ukraine, 2020, 32, Art. 1093), except the subitem 2 of Item 1 of this resolution, during the period of warlike situation and one month after date of its termination or cancellation are not applied No.

1-1. Determine that the help payment due date on children over whom guardianship or custody is established of the help on the children sick with crushing perinatal defeats of nervous system, heavy congenital malformations, rare orphan diseases, oncological, oncohematological diseases, cerebral palsy, heavy mental disturbances, diabetes of the I type (insulin-dependent), sharp or chronic diseases of kidneys of the IV degree, on the child who got severe injury requires transplantation of body, requires palliative care which does not establish disability, temporary government assistance to children whose parents evade from payment of the alimony, have no opportunity to contain the child or their place of residence it is unknown, the monthly monetary assistance to person living together with person with disability of I or II groups owing to mental disturbance which according to the conclusion of the medical commission of medical institution needs permanent foreign care, on care of it, the government public assistance to persons with disability since the childhood and to children with disability, the government public assistance to persons who do not have pension entitlements and persons with disability which were appointed earlier, it is prolonged for the period of warlike situation and within one month after its termination or cancellation and such payment is performed for complete month without address of person of structural divisions concerning social protection of the population of the district, district state (military) administrations, executive bodies in Kiev city, district in the cities (in case of their education) councils.

In case when receivers of the types of the help provided in paragraph one of this Item during introduction of warlike situation submit the application with necessary documents and/or data for carrying out recalculation of their sizes or structural divisions concerning social protection of the population of district, district public administrations (military authorities), executive bodies in Kiev city, district in the cities address on their appointment (in case of their education) councils determine the right to such help and carry out calculation of its size. Allowance payment is made in new size according to the submitted application with necessary documents and/or data, purpose of benefit is performed for the term determined according to the legislation regulating procedure for its provision.

1-2. Determine that for warlike situation and within one month after its termination or cancellation payment of the government public assistance on the orphan children and children deprived of parent guardianship, persons from their number including with disability continues, cash cover "money follows parents tutors and adoptive parents for provision of social services in orphanages of family type and foster homes by the principle the child" which was stopped in the period of warlike situation, to persons which are temporarily abroad owing to failure to provide documents about:

1) repeated survey of the child with disability which term fell on the period of warlike situation, - based on information from databank on the orphan children, children deprived of parent guardianship and family of potential adoptive parents, guardians, custodians, adoptive parents, parents tutors about the place of stay of such persons taking into account provisions of Item 3 of the Resolution of the Cabinet of Ministers of Ukraine of March 8, 2022 No. 225 "Some questions of procedure for conducting medico-social examination for action of warlike situation in the territory of Ukraine" (The Official Bulletin of Ukraine, 2022, No. 25, the Art. 1310, No. 28, the Art. 1550);

2) confirmation of training of the child who reached 18-year age - on the basis:
