Article 1

Bring in article 13 of the Federal Law of August 17, 1995 N 147-FZ "About natural monopolies" (The Russian Federation Code, 1995, N 34, the Art. 3426) the following changes:

"1. For the purpose of execution of the functions assigned to regulating authorities of natural monopolies, their workers have the right of easy access to information on the activities of subjects of natural monopolies, other business entities which are available for executive bodies and local government bodies and also at subjects of natural monopolies and other business entities.";

2) Item 2 after the words "Subjects of Natural Monopolies" to add with the words "other business entities".

Article 2

Paragraph two of article 3 of the Federal Law of July 21, 1997 N 117-FZ "About safety of hydraulic engineering constructions" (The Russian Federation Code, 1997, N 30, Art. 3589; 2008, N 29, Art. 3418; 2009, N 1, Art. 17; N 50, 7359) to state 2011, to the Art. in the following edition:

Article 3

Bring in the Federal Law of March 31, 1999 N 69-FZ "About gas supply in the Russian Federation" (The Russian Federation Code, 1999, N 14, Art. 1667; 2004, N 35, Art. 3607; 2009, N 1, Art. 21; 2011, N 30, Art. 4590; N 45, of the Art. 6333) following changes:

1) in Article 8:

a) add part one with the paragraph of the following content:

"establishment of indicators of reliability and service quality on gas transportation on gas distribution networks.";

b) the second to add part with the paragraph of the following content:

"approves procedure for measure definition of reliability and service quality on gas transportation on gas distribution networks.";

Part one of Article 21 to state 2) in the following edition:

"Rendering transportation services of gas on pipelines is performed in the conditions of natural monopoly and regulated in accordance with the legislation of the Russian Federation about natural monopolies, this Federal Law and other Federal Laws.";

3) in Article 23 the first offer to state in the following edition: "The federal executive body in the field of regulation of rates approves rates for gas transportation services on gas distribution networks for the term of at least three and no more than five years and determines procedure for their application.".

1) in Article 21:

a) in Item 1:

"establishes procedure of payments of the amount of compensation to the subjects of power industry performing regulated types of activity in the field of power industry, the half-received income connected with implementation of regulated types of activity by them at the expense of means of budgets of budget system of the Russian Federation in connection with adoption by authorized bodies of decisions on change of the established long-term rates, and (or) necessary gross revenue of the subject of power industry performing regulated types of activity which is determined according to pricing bases in the field of regulated prices (rates) in power industry on the basis of long-term parameters of regulation of activities of such subject of power industry, and (or) long-term parameters of regulation of activities of the subject of power industry performing regulated types of activity and also decisions on establishment of long-term rates on the basis of the long-term parameters of regulation of activities of the subject of power industry performing regulated types of activity other than the long-term parameters of regulation of activities of such subject of power industry set by executive body of the subject of the Russian Federation in the field of state regulation of rates or approved by it in accordance with the legislation of the Russian Federation about concessionary agreements in the cases of compensation of the half-received income established by this Federal Law.";
