Some questions of acquisition and deprivation of the status of the verified humanitarian organization

According to part four of Article 3-1 and part two of article 7-1 of the Law of Ukraine "About the humanitarian assistance" the Cabinet of Ministers of Ukraine decides:

1. Approve enclosed:

Procedure for acquisition and deprivation of the status of the verified humanitarian organization, inclusion in the list of the verified humanitarian organizations and exception of the specified list, confirmation of requirements for acquisition of the status of the verified humanitarian organization, determination of the minimum amount of necessary financial resources for acquisition of the status of the verified humanitarian organization;

Procedure and requirements for inclusion in the automated system of registration of the humanitarian assistance of the humanitarian organizations this about the workers who received the status of the verified humanitarian organization for crossing of frontier by them for the purpose of transportation of goods of the humanitarian assistance;

requirements to vehicles of the verified humanitarian organizations imported on customs area of Ukraine as the humanitarian assistance, and features of conducting their accounting.

2. Bring the enclosed changes in resolutions of the Cabinet of Ministers of Ukraine.

3. To provide to the pension fund of Ukraine, the State Tax Administration, the Ministry of Justice, the Ministry of Internal Affairs, Administration of the State Border Service within powers within three months from the date of entry into force of this resolution electronic information exchange of own information and communication systems with the automated system of registration of the humanitarian assistance.

4. To provide to the ministry of social policy, family and unity within three months from the date of entry into force of this resolution forming of the list of the verified humanitarian organizations in the automated system of registration of the humanitarian assistance.

5. This resolution becomes effective from the date of its publication, except the paragraph of third Item 2 of the Procedure and requirements approved by this resolution which becomes effective in six months from the date of entry into force of the present the resolution.

1. This Procedure determines the mechanism of acquisition and deprivation of the status of the verified humanitarian organization, inclusion in the list of the verified humanitarian organizations and exception of the specified list, confirmations of requirements for acquisition of the status of the verified humanitarian organization, determination of the minimum amount of necessary financial resources for acquisition of the status of the verified humanitarian organization.

2. In this Procedure under the list of the verified humanitarian organizations it is necessary to consider part of the automated system of registration of the humanitarian assistance in which information on the humanitarian organizations which underwent the procedure of verification according to the requirements established by this Procedure is displayed.

Other terms are used in the value given in the Laws of Ukraine "About the humanitarian assistance", "About information", "About access to public information", "About electronic documents and electronic document management", "About electronic identification and electronic confidential services", "About charity and charitable organizations", "About personal data protection", "About public electronic registers".

3. For inclusion in the list of the verified humanitarian organizations and acquisition of the status of the verified humanitarian organization public associations with the status of the legal entity, charitable organizations, the religious organizations - legal entities, Society of the Red Cross of Ukraine and its local organizations with the status of the legal entity through which society performs the activities according to the Law of Ukraine "About Society of the Red Cross of Ukraine" and the Charter of Society of the Red Cross of Ukraine (further - the Ukrainian humanitarian organizations) shall meet the following requirements at the same time:

financing availability within the previous calendar year;

availability of the hired employees necessary for ensuring humanitarian response;

availability of information on inclusion of the Ukrainian humanitarian organization in the Register of non-profitable organizations and organizations;

availability of the internal standards of activities developed on the basis of impartiality, openness, transparency and according to the principles of business and professional ethics;

availability of the public web page for promulgation of information on activities of the Ukrainian humanitarian organization (including on social networks);

promulgation of public and financial annual statements about activities of the Ukrainian humanitarian organization in the last two years.
