About realization of pilot project on rendering the state service "Issue of the import permit and (or) import of separate types of goods in the territory of the Republic of Kazakhstan

1. Start pilot project on rendering the state service "Issue of the Import Permit and (or) Import of Separate Types of Goods in the territory of the Republic of Kazakhstan".

2. Approve:

1) Rules of issue of export permits from the territory of the Republic of Kazakhstan of separate types of goods on the territory of the State Parties of the Commonwealth of Independent States (further - the CIS) according to appendix 1 to this joint order;

2) Rules of issue of import permits, on the territory of the Republic of Kazakhstan of separate types of goods for the organization of carrying out gamblings according to appendix 2 to this joint order.

3. Declare invalid the joint order of the Minister of Trade and integration of the Republic of Kazakhstan of November 17, 2025 No. 325-HK, the Minister of Industry and construction of the Republic of Kazakhstan of November 20, 2025 No. 494, of the Minister of artificial intelligence and digital development of the Republic of Kazakhstan of November 20, 2025 No. 586/Tax Code, the acting minister of finance of the Republic of Kazakhstan of November 20, 2025 No. 717 and the Minister of Transport of the Republic of Kazakhstan of November 20, 2025 No. 391 "About realization of pilot project "About some questions of regulation of export of separate types of goods".

4. Determine that the export permits of goods issued based on the joint order of the Minister of Trade and integration of the Republic of Kazakhstan of November 17, 2025 to No. 325-HK, the Minister of Industry and construction of the Republic of Kazakhstan of November 20, 2025 No. 494, the Minister of artificial intelligence and digital development of the Republic of Kazakhstan of November 20, 2025 No. 586/Tax Code, the deputy. 1) within five working days from the date of signing by the last of heads of state bodies of this order the direction it the copy in electronic form in the Kazakh and Russian languages in the republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) the direction of the notification in the Ministry of Justice of the Republic of Kazakhstan on adoption of this order;

3) placement of this joint order on Internet resource of the Ministry of Trade and integration of the Republic of Kazakhstan after day of its first official publication.

7. To assign control of execution of this joint order, and also monthly monitoring of carrying out pilot project to the supervising vice-Ministers of Trade and integration, the industries and constructions, artificial intelligence and digital development, finance, transport, tourism and sport of the Republic of Kazakhstan.

8. This joint order becomes effective after ten calendar days after day of its first official publication and is effective within one year.

Rules of issue of export permits from the territory of the Republic of Kazakhstan of separate types of goods on the territory of the State Parties of the Commonwealth of Independent States

Chapter 1. General provisions

1. These rules of issue of export permits from the territory of the Republic of Kazakhstan of separate types of goods on the territory of the State Parties of the Commonwealth of Independent States (further – the CIS) (further – Rules) are developed according to Item 2 of article 17 of the Law of the Republic of Kazakhstan "On regulation of trading activity" and Item 1 of article 37 of the Law of the Republic of Kazakhstan "About permissions and notifications" and determine procedure for issue of export permits of separate types of goods.

2. In these rules the following concepts are used:

1) authorized body in the field of customs affairs – the central executive body performing within the competence state regulation in the field of customs affairs;

2) authorized body in the field of transport – performing management in the field of use of air transport of the Republic of Kazakhstan and activities of civil and experimental aviation;

3) the service provider – authorized body in the field of the industry, authorized body in the field of digitalization, authorized body in the field of transport which render the state service "Issue of the Import Permit and (or) Import of Separate Types of Goods in the territory of the Republic of Kazakhstan", in part, export (export) of separate types of goods;

4) authorized body in the field of the industry – the central executive body performing management in the field of the industry and also participation in realization of the state stimulation of the industry;

5) authorized body in the field of regulation of trading activity – the central executive body creating trade policy and performing management, and also cross-industry coordination in the field of trading activity;

6) participants of foreign trade activity – the physical persons performing foreign trade activity including registered as individual entrepreneurs according to the legislation of the Republic of Kazakhstan and the legal entities created according to the legislation of the Republic of Kazakhstan, and also the organization not being legal entities (further – uslugopoluchatel);

7) goods – goods concerning which the allowing procedure is entered, according to appendices 1, 2 and 3 to these rules, earlier imported on the territory of the Republic of Kazakhstan and taken out from the territory of the Republic of Kazakhstan to the State Parties of the CIS.

8) authorized body in the field of digitalization – the central executive body performing management and cross-industry coordination in the field of the aerospace and electronic industry, digital assets, areas of communication;

9) the web portal of "the digital government" (further – the portal) – the digital object representing "single window" of access to the consolidated information placed by the state bodies and other subjects participating in provision of the state services including the regulatory legal base and also to the state and other services rendered electronically.

3. According to the subitem 11) of Item 2 of article 5 of the Law of the Republic of Kazakhstan "About the state and socially responsible services" the service provider provides entering of data into digital monitoring system of rendering the state or socially responsible services on stage of rendering their rendering according to the procedure, No. 452 established by the order of the acting minister of transport and communications of the Republic of Kazakhstan of June 14, 2013 "About approval of Rules of entering of data into information system of monitoring of rendering the state services on stage of rendering the state service" (it is registered in the Register of state registration of regulatory legal acts at No. 8555).

4. In case of modification and (or) amendments in these rules the service provider within 3 (three) working days from the date of its acceptance sends information on modification of procedure for rendering the state service to Single contact center and to the operator of network of telecommunication infrastructure of "the digital government".
