About the state services

This Law governs the public relations in the sphere of rendering the state services.

Chapter 1. General provisions

Article 1. The basic concepts used in this Law

In this Law the following basic concepts are used:

1) The Government for Citizens State corporation (further - the State corporation) - the legal entity created according to the decision of the Government of the Republic of Kazakhstan for rendering the state services according to the legislation of the Republic of Kazakhstan, the organization of work on reception of applications on rendering the state services and issue of their results to uslugopoluchatel by the principle of "one window", ensuring rendering the state services electronically;

1-1) authorized bodies in the sphere of informatization - the central executive body performing management and cross-industry coordination in the sphere of informatization and "the electronic government";

1-2) partner agreements - the agreement signed by the State corporation with the subjects of entrepreneurship which are conforming to requirements and underwent selection by authorized body in the sphere of rendering the state services for provision of services on reception of applications on rendering state services to issue of their results to uslugopoluchatel;

1-3) partner organizations - the subject of entrepreneurship which signed the partner agreement according to this Law;

1-4) principles of "one statement" - the form of rendering the state service providing set of several state services rendered based on one statement;

2) the principle of "one window" - the form of centralized rendering the state service providing the minimum participation of uslugopoluchatel in collection and preparation of documents when rendering the state service and restriction of its direct contact with service providers;

2-1) hidden state service - the state function answering to criteria of the state service, but which is not included in the register of the state services;

3) uslugopoluchatel - physical persons and legal entities, except for the central state bodies, foreign institutions of the Republic of Kazakhstan, local executive bodies of areas, the cities of republican value, the capital, areas, the cities of regional value, akims of areas in the city, the cities of district value, settlements, villages, rural districts;

4) the service provider - the central state bodies, foreign institutions of the Republic of Kazakhstan, local executive bodies of areas, cities of republican value, the capital, areas, cities of regional value, akims of areas in the city, the cities of district value, settlements, villages, rural districts, and also the physical persons and legal entities rendering the state services according to the legislation of the Republic of Kazakhstan;

4-1) socially significant service - the state service performed on continuous basis and directed to satisfaction of legitimate interests of society;

4-2) mobile application of the State corporation - object of informatization for rendering the state services through video conference with the State corporation;

5) the state service - one of the forms of realization of the separate state functions or their set performed according to the address or without address of uslugopoluchatel and directed to realization of their rights, freedoms and legitimate interests, provision of the corresponding material or non-material benefits by it;

5-1) additional service to the state service - the service rendered in individual procedure at the request of uslugopoluchatel in addition to the state service;

5-2) measure of the state support of physical persons - the state services or other forms of the state support directed to increase in wellbeing of physical persons, except for the individual entrepreneurs and persons who are engaged in private practice, legal consultants according to the legislation of the Republic of Kazakhstan;

6)  No. 272-VI ZRK is excluded according to the Law of the Republic of Kazakhstan of 25.11.2019;

7) No. 141-VII ZRK is excluded according to the Law of the Republic of Kazakhstan of 14.07.2022

8) the register of the state services - the classified list of the state services;

9) Single contact center - the legal entity determined by authorized body in the sphere of rendering the state services, performing functions of directory service on provision to uslugopoluchatel of information on questions of rendering the state and other services and also to state bodies - information on questions of rendering information and communication services;

10) information system of monitoring of rendering the state services - the information system intended for automation and monitoring of process of rendering the state services including rendered through The Government for Citizens State corporation;

10-1) pilot project in the sphere of rendering the state services - process on approbation of change of processes, approaches when rendering the state services;

11) public monitoring of quality of rendering the state services - activities of physical persons, non-profit organizations for collection, information analysis about the quality level of rendering the state services and development of recommendations;

12) quality evaluation of rendering the state services - activities for determination of efficiency of measures for providing uslugopoluchatel with the available and high-quality state services rendered by the central state bodies, local executive bodies of areas, cities of republican value, the capital, areas, cities of regional value, akims of areas in the city, the cities of district value, settlements, villages, rural districts;

13) No. 71-VIII ZRK is excluded according to the Law of the Republic of Kazakhstan of 06.04.2024

14) authorized body by assessment and control of quality of rendering the state services - the central state body performing activities for assessment and control of quality of rendering the state services within the competence;

15) automation of process of rendering the state service - the procedure of transformation of administrative processes of the service provider for ensuring rendering the state service electronically;

16) No. 141-VII ZRK is excluded according to the Law of the Republic of Kazakhstan of 14.07.2022

17) authorized body in the sphere of rendering state the uslugtsentralny state body performing management and cross-industry coordination in the sphere of rendering the state services;

17-1) pro-active service - the state service rendered without statement of uslugopoluchatel at the initiative of the service provider;

17-2) reengineering - transformation of the current working process for the purpose of increase in efficiency, quality and effectiveness of organization activity;

17-3) stationary subscriber device - the means of communication providing transfer or acceptance at distance of information set by the subscriber by means of the electric signals transmitted on wires or radio signals;

17-4) subscriber structure of cellular communication - the means of communication of individual use creating signals of electric communication for transfer or acceptance of information set by the subscriber and connected to network of mobile operator, not having the permanent geographically determined location within the served territory, working in networks of cellular communication;

18)  No. 156-VI ZRK is excluded according to the Law of the Republic of Kazakhstan of 24.05.2018;

19) the web portal of "the electronic government" - the information system representing single window of access to all consolidated government information including the regulatory legal base, and to the state services, services in issue of specifications on connection to the networks of subjects of natural monopolies and services of subjects of the quasi-public sector rendered electronically.
