About realization of pilot project "About some questions of regulation of export of separate types of goods
According to article 22 of the Law of the Republic of Kazakhstan "About the state services" and article 29 of the Agreement on the Eurasian Economic Union of May 29, 2014 we ORDER:
1. Start pilot project on rendering the state service "Issue of the Import Permit and (or) Import of Separate Types of Goods in the territory of the Republic of Kazakhstan", in part, export (export) of separate types of goods.
2. Determine that export from the territory of the Republic of Kazakhstan on the territory of the State Parties of the Commonwealth of Independent States (further - the CIS) separate types of manufactured goods according to appendix 1 and separate types of the telecommunication, computer equipment, parts and materials according to appendix 2, of separate types of goods of the aviation industry according to appendix 3 to this order and is performed in the presence of the permissions issued according to Items 1, of 4, 5 and 6 these orders (further - allowing procedure).
3. The allowing procedure does not extend to the goods which are exported from the territory of the Republic of Kazakhstan:
1) and occurring from the territory of the Republic of Kazakhstan in the presence of the original certificate about goods origin (CT-KZ) or statements from the register of the Kazakhstan producers;
2) and occurring and earlier imported into the Republic of Kazakhstan from the territory of the states of members of the CIS in the presence of the certificate of origin of the ST-1 form and documents based on which import was performed;
3) in the presence of the license granted by Committee of the industry of the Industry ministry and construction of the Republic of Kazakhstan according to the Control list of specific goods provided by the Rules of export licensing and import of specific goods approved by the Order of the Minister of the industry and infrastructure development of the Republic of Kazakhstan of June 9, 2023 No. 425 (it is registered in the Register of state registration of regulatory legal acts at No. 32759).
4) physical persons for private use in the accompanied baggage within the regulations established by the decision of Council of the Eurasian economic commission of December 20, 2017 No. 107 "About the single questions connected with goods for private use".
4. The allowing procedure for export of separate types of the goods included in appendix 1 to this order is implemented by means of issue by Committee of the industry of the Industry ministry and construction of the Republic of Kazakhstan of export permits.
5. The allowing procedure for export of separate types of the goods included in appendix 2 to this order is implemented by means of issue by Committee of telecommunications of the Ministry of artificial intelligence and digital development of the Republic of Kazakhstan of export permits.
6. The allowing procedure for export of separate types of the goods included in appendix 3 to this order is implemented by means of issue of civil aviation of the Ministry of transport of the Republic of Kazakhstan of export permits by Committee.
7. Approve Rules of issue of export permits from the territory of the Republic of Kazakhstan of separate types of goods, according to appendix 4 to this order.
8. To provide to committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan within competence control over the implementation of Items 2 and 3 of this order.
9. In accordance with the established procedure to provide to department of foreign trade activity of the Ministry of Trade and integration of the Republic of Kazakhstan:
1) placement of this order on the Internet - resource of the Ministry of Trade and integration of the Republic of Kazakhstan;
2) within five working days from the date of signing by the last of heads of state bodies of this order the direction it the copy in electronic form in the Kazakh and Russian languages in the republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) monthly monitoring of carrying out pilot project.
