About Strategy according to the prevention of extremism and terrorism in the Republic of Tajikistan for the period till 2040

1. Approve Strategy according to the prevention of extremism and terrorism in the Republic of Tajikistan for the period till 2040 and the Actions plan on strategy implementation according to the prevention of extremism and terrorism in the Republic of Tajikistan for the period till 2040 for 2026-2030 (appendices 1 and 2).
2. To the ministries and departments, executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas within the provided budgetary funds, the special and other means which are not prohibited by the legislation of the Republic of Tajikistan to take measures for realization of this Strategy and its Actions plan and annually till January 15 to provide to the Prosecutor General's Office of the Republic of Tajikistan information on the performed works.
3. To the Prosecutor General's Office of the Republic of Tajikistan to exercise constant control and coordination of realization of this Strategy and its Actions plan, and annually till February 15 to provide information on their accomplishment to the Government of the Republic of Tajikistan.

1. Strategy according to the prevention of extremism and terrorism in the Republic of Tajikistan for the period till 2040 (further - this Strategy) is directed to enhancement of state policy, determination of priority tasks of state bodies and self-government institutions of settlements and villages, and also to strengthening of their cooperation with civil society and the international organizations in the field of the prevention of extremism and terrorism.
2. Strategy is developed on the basis of the Constitution of the Republic of Tajikistan, the Law of the Republic of Tajikistan "About counteraction to extremism", the Law of the Republic of Tajikistan "About counteraction to terrorism", other laws and regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by the Republic of Tajikistan.
3. The priority purposes of Strategy are early prevention of extremism (at schools, communities and families), decrease in the factors promoting extremism, strengthening of scheduled maintenance with vulnerable groups, especially young men, girls and women, ensuring information security of society, and also rehabilitation and reintegration of repatriates.
4. Important sales terms of measures for counteraction to extremism and terrorism within Strategy are their compliance to provisions of the national legal system and to the international acts in the field of human rights, personal privacy, the rights of refugees, equalities and nondiscriminations, accounting of gender aspects, freedoms from tortures and other cruel, inhuman or degrading treatment or punishment, and also to other rights and freedoms of man and citizen.
5. The experience accumulated by the international community shows that extremism and terrorism – being the phenomena of nonrandom and many-sided nature, are implanted not only in consciousness and thinking of certain people, but also in different aspects of life, environment, the relations, education and education, culture, social life, economy, external impact etc. in this connection achievement of success in fight against it causes need of integrated approach
6. With osoznaniye of this reality the Republic of Tajikistan chose practice of development and implementation of comprehensive state programs in this direction, having accepted the national strategy of counteraction to extremism and terrorism for certain periods.
7. Are so far developed two national strategy in this area – for 2016-2020 and for 2021-2025 are accepted and realized.
8. With acceptance and realization of these strategy:
- counteraction to extremism and terrorism which prior to strategic planning process of state policy in this sphere was performed generally law-enforcement and power to structures it became joint task of the state and society, the main directions of this policy, task of the government and public institutions are determined, their purposeful activities in this direction are organized;
