About approval of the Master plan of the city of Bishkek till 2050

For the purpose of steady social and economic development of the city Bishkek, development planning of the territory, establishment of functional zones, determination of the planned objects of republican and local value, safety and favorable conditions for life activity of the person when implementing town-planning activities, restriction of negative impact of economic and other activity for the environment, protection and rational use of the territory and natural resources for the benefit of the present and future generations, taking into account special status of the capital of the Kyrgyz Republic as town-planning zone of special regulation, according to Article 18 of the Land code of the Kyrgyz Republic, Articles 13, 36, 37 Laws of the Kyrgyz Republic "About town planning and architecture of the Kyrgyz Republic", Articles 2, "About bases of the town-planning legislation of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides 14 Laws of the Kyrgyz Republic:

1. Approve the Master plan of the city of Bishkek till 2050 (further - the Master plan) according to appendices 1-3.

2. Determine that:

1) the Master plan is the main document of territorial planning of the city of Bishkek and is subject to obligatory accounting in case of development of programs of social and economic development, industry schemes, and also decision making about building and use of the parcels of land;

2) in the territories for which functional zoning is not established perspective main types of their use and town-planning regulations are determined by the separate decision of the Cabinet of Ministers of the Kyrgyz Republic;

3) changes are made to the Master plan by the separate decision of the Cabinet of Ministers of the Kyrgyz Republic;

4) action of the Master plan does not extend to subjects of land amnesty;

5) the town-planning documentation which is earlier developed and not realized before entry into force of this resolution is brought into accord with the Master plan, except for objects on which the town-planning conclusion containing architectural conditions and requirements to construction is in accordance with the established procedure issued.

3. To the Ministry of Construction, Architecture and Housing of the Kyrgyz Republic to develop the town-planning inventory for monitoring of objects of town-planning activities.

4. City administration Bishkek in six-months time to take measures for development and approval in accordance with the established procedure of Rules of land use and building of the city of Bishkek and drafts of the detailed layout of the city of Bishkek.

5. To the plenipotentiary of the President of the Kyrgyz Republic in Chuy Region of the Kyrgyz Republic, public administrations of Sokuluksky, Alamudunsky and Ysyk-Atinsky districts of Chuy Region of the Kyrgyz Republic to approve use of lands and town-planning activities in borders of residential suburb of the city of Bishkek with authorized territorial authority on town planning and architecture in the city of Bishkek.

6. It is strict to ministries and departments of the Kyrgyz Republic to be guided by the Master plan during the planning and implementation of investment and infrastructure projects in the territory of the city of Bishkek.

7. Declare invalid the order of the Government of the Kyrgyz Republic "About the Master plan of the city of Bishkek for the period till 2025" of November 21, 2006 No. 805.

8. This resolution becomes effective within ten days from the date of official publication.

Chapter 1. Methodical approaches to development of the Master plan of the city of Bishkek till 2050

Expiration of the Master plan of the city of Bishkek for the period till 2025 approved by the order of the Government of the Kyrgyz Republic "About the Master plan of the city of Bishkek for the period till 2025" of November 21, 2006 No. 805, determined need of preparation of the new document.

The master plan of the city of Bishkek till 2050 No. 290-t is developed based on the order of the Cabinet of Ministers of the Kyrgyz Republic of April 16, 2025.

1. The master plan of the city of Bishkek till 2050 (further - the Master plan) is the strategic document of long-term development and is directed to forming of Bishkek as the financial and logistic center of Central Asia, diversification of economy and creation of the comfortable urban environment.

Global strategic vision of the city of Bishkek till 2050 is determined as forming of the comfortable and safe, economically steady city with creative and innovative economy which is one of key factors of social and economic development of the country, and also the center of investment attraction, technologies and human capital.

The following models of development of the city are the cornerstone of preparation of this Master plan:

1) the model of steady town-planning system in case of which management decisions are made based on complex designing of town-planning documents (territorial planning, town-planning zoning and drafts of the detailed layout) is the most effective and respectively provides stability of development of the territory. Project decisions are determined based on the analysis of resource potential (natural, territorial resources, human capital, historical and cultural heritage, etc.) by means of accounting of restrictions of development (property and legal, natural and technogenic nature, historical and cultural value, town-planning restrictions) and respectively proceeding from opportunities of development of the territory;

2) model of agglomerative development which assumes complex space development of system of resettlement of the Bishkek agglomeration. Development of the Bishkek agglomeration will be performed by means of economic development (creation new work places of application in the cities of agglomeration), optimizations of system of servicing (forming of complex of infrastructure facilities in the subcenters of agglomeration), developments of transport framework of agglomeration (construction of railway bypass of Bishkek, highways), developments of recreation, rest and tourism (creation of new places of attraction, recreation facilities, development of locations of national and cultural identity) that will provide strengthening not only the cities of Bishkek, and also the cities - points of economic growth (the city of Kara-Balta, Tokmok, Kant, the village of Belovodskoye, Ivanovka, Kozhomkul, Sokuluk);

3) model of polycentric development of Bishkek and Kant which implementation is directed to forming of the interconnected system of the centers of city value, the centers of residential districts, the local subcenters, saturation by their various functions and places of employment of work.

Preparation of this Master plan is performed with use of the following innovative approaches:

1) integrated digital approach which is implemented in information support of preparation of this Master plan, including:

- parametrical data of land and property complex;

- quantity and quality characteristics of building and types of use of the parcels of land;

- systematization of economic data and demographic characteristics;

- semantic description of structural components of the town-planning circle, including types, appointment and efficiency of functioning of objects of social, engineering, communication, production systems;

2) the balance of frameworks which is basis of the rational planning organization of the territory:

- the transport framework represents the balanced and connected basic transportation network combining in itself the most important objects of transport infrastructure of all types (nodal objects of road, rail, air and water transport and linearly - directed elements) and providing functional unity of transport system;

- the natural and ecological framework represents territorially continuous system of the vacant and planted trees and shrubs spaces having individual characteristics of environmental management and creating the space and organized structure providing ecological stability of the territory;

- the economic framework is created by system of the public and business, production, utility and warehouse, transportation functional zones concentrating work places of application by means of creation of city-forming base;

3) the balance sheet approach providing resettlement of project population in case of optimum ratio of manpower, places of application of work, the area of living areas, necessary quantity of social objects taking into account the concept of the 15-minute city;

4) forming of the balanced intermodal transport system in case of which effective interaction, interchangeability and complementarity of different types of transport in transit of passengers and loads by integration and use of the transport corridors combining different types of transport and allowing to minimize costs and time available for delivery of loads and passengers due to the choice of the most effective mode of transport at each stage of transport way is provided.

The purposes of development of this Master plan are development planning of the territories, establishment of functional zones, determination of the planned objects of republican and local value, providing when implementing town-planning activities of safety and favorable conditions for life activity of the person; restriction of negative impact of economic and other activity for the environment; ensuring protection and rational use of natural resources for the benefit of the present and future generations.

Mechanisms of realization of complex urban policy:

- systematic development of the city and the territories attached to it taking into account cultural heritage, traditions and modern methods of town-planning designing;

- creation of ecologically favorable and comfortable living environment;

- achievement of the national purposes and strategic tasks of development of the Kyrgyz Republic regarding creation of conditions for increase in level of living of the population, comfortable conditions of accommodation;

- development of engineering, transport and social infrastructure;

- preserving objects of historical and cultural heritage and especially protected natural territories.

This Master plan the practician is developed according to requirements of the current legislation of the Kyrgyz Republic, and also using the international front lines.

In this Master plan are used:

- the materials of engineering-geological researches and microseismic zoning executed by JSC Kyrgyz Leading Research Institute of Engineering Researches and institute of seismology of National academy of Sciences of the Kyrgyz Republic in case of the President of the Kyrgyz Republic;

- the cartographic and topographical materials executed by the State agency on land resources, the inventory, geodesy and cartography under the Cabinet of Ministers of the Kyrgyz Republic;

- satellite images;

- materials of the State town-planning inventory.

In work these population censuses and housing stock of the Kyrgyz Republic of 2022, statistical data of National Statistical Committee of the Kyrgyz Republic, data of the ministries and departments, city administration Bishkek according to mid-term and long-term plans and programs of social and economic and town-planning development are used.

In work materials of earlier executed and existing drafts of the detailed layout and projects of building are used.

Chapter 2. General provisions

The city of Bishkek is the administrative, political, scientific, educational and cultural center of the Kyrgyz Republic. The city of Bishkek is large industrial center and trade and logistic node. In the city large enterprises, representative offices of the international organizations, the museums, theaters, objects of science and education are concentrated.

Administrative borders of the city of Bishkek are approved by the Law of the Kyrgyz Republic "About administrative and territorial units at the level of ayylny aimags and the cities of the Kyrgyz Republic".

The area of the territory of the city of Bishkek constitutes 41081,33 of hectare. The city of Bishkek is administratively divided into four areas:

- Lenin;

- October;

- May Day;

- Sverdlovsk.

Bishkek-2050: the comfortable and safe economically steady city with diversified and creative innovative economy which is one of key factors of social and economic development of the country, the unique center of investment attraction, technologies and human capital.

In the considered prospect the city of Bishkek will strengthen capital line items, will remain the largest city of the country, and also will expand the influence among the cities of Central Asia due to development of logistical and financial functions. Key tasks of social and economic development of the city are:

- diversification of economy and ensuring economic safety;

- expansion of agglomerative interaction, strengthening of economic role of the subcenters of the Bishkek agglomeration;
