About modification of regulatory legal acts of the Ministry of Internal Affairs of Russia concerning decision making in the field of migration concerning foreign citizens and stateless persons

According to Item 3 of Article 9. 1, the paragraph the second item 4 of Article 31, item 4 of article 31.2 of the Federal Law of July 25, 2002 No. 115-FZ "About legal status of foreign citizens in the Russian Federation", Item 1, the subitem 4, the paragraph the fourth the subitem 50 of Item 11, the subitem 3 of Item 20 of the Regulations on the Ministry of Internal Affairs of the Russian Federation approved by the Presidential decree of the Russian Federation of December 21, 2016 No. 699, Item 1 of the Presidential decree of the Russian Federation of April 2, 2025 No. 205 "About enhancement of public administration in the field of migration", Items 2, of 10 Rules of decision making about undesirability of stay (accommodation) of the foreign citizen or the stateless person in the Russian Federation and also suspensions of action and cancellation of such decision concerning the person without citizenship who received the temporary identity certificate of the stateless person in the Russian Federation except for decisions on undesirability of stay (accommodation) of the foreign citizen or the stateless person in the Russian Federation accepted in connection with availability of the circumstances creating real health hazard of the population, approved by the order of the Government of the Russian Federation of August 23, 2021 No. 1390, the subitem "b" of Item of changes which are made to acts of the Government of the Russian Federation No. approved by the order of the Government of the Russian Federation of August 29, 2025 1320, I order:

1. Make changes to regulatory legal acts of the Ministry of Internal Affairs of Russia concerning decision making in the field of migration concerning foreign citizens and stateless persons according to the enclosed List.

2. Subitems 2. 1, 2.3 and 2.4.5 Items 2 of the List approved by this order become effective since March 1, 2026 <1>.

1. According to the procedure of deportation of foreign citizens and stateless persons by the Ministry of Internal Affairs of the Russian Federation and its territorial authorities, the Ministry of Internal Affairs of Russia approved by the order of April 24, 2020 No. 239 <1>:
