Based on parts three and the seventh article 117 of the Code of the Republic of Belarus about scrap and family, Item 12 of the Regulations on procedure for coordination of the procedure of the international adoption and interaction with the competent organizations of foreign states within this procedure approved by the resolution of Council of Ministers of the Republic of Belarus of September 21, 2004 No. 1173, the Ministry of Education of the Republic of Belarus DECIDES:
1. Approve:
The regulations on procedure for forming of republican databank of orphan children, children without parental support, and uses (are applied) by it;
The regulations on procedure for forming of republican databank on adoption (adoption) of orphan children and children without parental support, and uses (are applied) by it;
2. Recognize invalid resolutions of the Ministry of Education of the Republic of Belarus according to appendix.
3. This resolution becomes effective after its official publication.

1. This Provision determines procedure for forming, maintaining and use of republican databank of orphan children, children without parental support (further – republican databank).
2. In this Provision the following main terms and their determinations are applied:
republican databank – the organizational and technical system including set of local databases of structural divisions of the local executive and administrative organs performing state powers of authority in education and also separate organizations (children's homes, children's social boarding houses, orphanages, children's villages, children's towns, the social and pedagogical centers, boarding schools for orphan children and children without parental support, schools of the Olympic reserve, special boarding schools, special educational facilities, the organizations of education realizing educational programs of professional, secondary vocational, higher education, the educational program of training of persons for receipt in organizations of formation of the Republic of Belarus) and other organizations providing conditions for accommodation and content of children (further, unless otherwise specified, – organizations), which contain documentary information on orphan children, children without parental support, and also persons from among orphan children and children without parental support;
the local database – set of information on orphan children, children without parental support, and also persons from among the orphan children and children without parental support who are on the state providing in the territory of the corresponding administrative-territorial (territorial) unit or in separate organization;
maintaining republican databank – action for introduction, accumulating, storage, updating, exception, recovery, transfer, destruction, provision and protection of information about orphan children, children without parental support, and also persons from among orphan children and children without parental support;
protection of the data containing in republican databank – the actions directed to prevention of any unauthorized intervention in process of maintaining republican databank, including attempts of illegal access to these data, their blockings, copying, distribution and (or) provision, modification (change), destruction, and also other wrongful acts concerning these data.
Other terms and determinations used in this Provision are applied in the values established in the Law of the Republic of Belarus of December 21, 2005 No. 73-Z "About guarantees on social protection of orphan children, children without parental support, and also persons from among orphan children and children without parental support" in the Law of the Republic of Belarus of November 10, 2008 No. 455-Z "About information, informatization and information security" and in the Law of the Republic of Belarus of May 7, 2021 No. 99-Z "About personal data protection".
3. The republican databank is created for the purpose of:
ensuring centralized accounting, accumulating and systematization of documentary information on orphan children, children without parental support, and also persons from among orphan children and children without parental support, it is provided to which (earlier it was provided) the state providing;
