1. Approve the Instruction about procedure for placement and accounting of geodetic Items it (is applied).

2. In the resolution of the State committee on property of the Republic of Belarus of February 14, 2022 No. 4 "About approval of regulations of ministerial procedures":

from word preamble", subitem 5.1 of Item 5 of the Regulations on the State committee on property of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 29, 2006 No. 958," to exclude;

the paragraph the fifth subitem 1.2 of Item 1 of Regulations of the ministerial procedure performed concerning subjects of managing, according to subitem 16.5.2 "Receipt of permission to demolition of geodetic Item of the state geodetic, leveling or gravimetric networks, other geodetic Item created at the expense of means of republican or local budgets, demolition and relaying of earlier established such geodetic Item to other place (laying of the center, installation of external design, determination of coordinates, heights or value of gravity on geodetic Item and the equalization calculations connected with it)", approved by this resolution to state in the following edition:

3. Recognize invalid:

the resolution of the State committee on property of the Republic of Belarus of February 27, 2009 No. 14 "About approval of the Instruction about preservation scheme and accounting of geodetic Items";

the resolution of the State committee on property of the Republic of Belarus of February 15, 2010 No. 15 "About modification of the Instruction about preservation scheme and accounting of geodetic Items".

4. This resolution becomes effective after its official publication.

The instruction about procedure for placement and accounting of geodetic Items

1. This Instruction establishes procedure for the placement of geodetic Items including bookmark, inspection and recovery of geodetic Items, demolition of earlier established geodetic Items or their rebookmark in other place (laying of the center, installation of external design, determination of coordinates, heights or values of gravity on geodetic Item and the equalization calculations connected with it), accounting treatment for geodetic Items, and also procedure and form of the notification the organizations and individual entrepreneurs about cases of damage or destruction of the geodetic Items revealed during the course of performance by them geodetic and cartographical works.

2. For the purposes of this Instruction the terms "geodetic and cartographical works of the state appointment", "geodetic and cartographical works of special purpose" and "owners of capital structures (buildings, constructions)" are used in values established respectively in paragraphs second and third Article 7 and the note to article 27 of the Law of the Republic of Belarus "About geodetic and cartographic activities" and also the following terms and their determinations:

the organization contractor – the state specialized organizations which are a part of the system of the State committee on property (further, if is not provided other, – the State Property Committee), performing geodetic and cartographical works of the state appointment, and also other organizations performing geodetic and cartographical works of special purpose as a part of which works on laying of geodetic Items (laying of the center of geodetic Item, installation of its external design), to determination of coordinates, heights and (or) values of gravity on geodetic Items and the equalization calculations connected with it, to inspection and recovery of geodetic Items are performed;

relaying of geodetic Item – determination of other place for the geodetic Item which is subject to demolition, bookmark in the new place of the center of such geodetic Item, installation of its external design, determination of coordinates, heights and (or) values of gravity on this geodetic Item and accomplishment of the equalization calculations connected with it;

demolition of geodetic Item – destruction, dismantling (dismantle) of all designs (parts) or its separate designs (parts) constituting geodetic Item, the establishments of inexpediency or impossibility of further use of geodetic Item which are carried out later (critical condition, high physical wear, causing damage of integrity and (or) to functional purpose of geodetic Item as a result of climatic, technogenic or other impacts).

3. Works on laying of geodetic Items (laying of the center of geodetic Item, installation of its external design), determination of coordinates, heights and (or) values of gravity on geodetic Item, to inspection and recovery of geodetic Items, demolition of earlier established geodetic Items or their rebookmark to other place which are carried out on the area (further – field geodetic works), are performed in structure (complex) of geodetic works of the state appointment according to the design estimates approved by the State Property Committee to accomplishment of such works or geodetic works of special purpose according to the design estimates coordinated by the State Property Committee.

4. Designing of the locations of geodetic Items in the territory of object of works is carried out according to the technical requirements established to geodetic, leveling or gravimetric networks by technical regulatory legal acts and taking into account regulations of spacing density of the geodetic Items in the territory of the Republic of Belarus established by the resolution of Council of Ministers of the Republic of Belarus of March 9, 2009 No. 295 "About some measures for implementation of the Law of the Republic of Belarus "About geodetic and cartographic activities".
