I ORDER:

1. Approve the Procedure for consideration of addresses of citizens and the organization of personal reception of citizens in the State agency of Ukraine by Pleysiti which it is applied.

2. Declare invalid the decision of the Commission on regulation of gamblings and lotteries of January 23, 2024 No. 32 "About approval of the Procedure for consideration of addresses of citizens and the organization of personal reception of citizens in the Commission on regulation of gamblings and lotteries", registered in the Ministry of Justice of Ukraine on March 13, 2024 at No. 378/41723.

3. To provide to legal support department in the procedure established by the legislation submission of this order on state registration in the Ministry of Justice of Ukraine.

4. To department of organizational support to promulgate this order after its state registration.

5. This order becomes effective from the date of its official publication.

6. I reserve control over the implementation of this order.

Procedure for consideration of addresses of citizens and the organization of personal reception of citizens in the State agency of Ukraine of Pleysiti

I. General provisions

1. This Procedure determines procedure of consideration of addresses of citizens, control of adherence to deadlines of their consideration, the main requirements to the organization and carrying out personal reception of citizens, and also the general principles of record keeping for addresses of citizens in Pleysiti's Agency.

2. In this Procedure terms are used in the values given in the Law of Ukraine "About addresses of citizens" (further – the Law).

3. The refusal in acceptance and consideration of addresses of citizens with reference to political views, party accessory, sex, age, religion, the citizen's nationality, ignorance of language of the address is forbidden.

Persons who are not citizens of Ukraine and legally are in its territory, have the same right to submission of addresses, as well as citizens of Ukraine if other is not provided by international treaties of Ukraine.

4. The addresses which are drawn up properly and submitted in the procedure established by the legislation are accepted and are subject to consideration.

5. Action of this Procedure does not extend on:

consideration of the applications about entering of data into the Register of persons which limits access to gambling institutions and/or participation in gamblings, according to Procedure for maintaining the Register of persons which limits access to gambling institutions and/or participation in gamblings, approved in accordance with the established procedure;

consideration of messages on violations in the sphere of gamblings according to Regulations on obtaining, processing and response to the received messages on violations in the sphere and carrying out gamblings, approved in accordance with the established procedure.

6. Clerical work according to addresses of citizens in Pleysiti's Agency it is performed on the beginnings determined by the Standard instruction for documentation of management information electronically and the organizations of the work with electronic documents in clerical work, electronic interdepartmental exchange approved by the resolution of the Cabinet of Ministers of Ukraine of January 17, 2018 No. 55, and No. 348 is conducted separately from other types of clerical work according to the procedure, established by the Instruction on clerical work on addresses of citizens in public authorities and local self-government, associations of citizens, at the companies, in organizations, the organizations irrespective of patterns of ownership, in media, Ukraine approved by the resolution of the Cabinet of Ministers of April 14, 1997 (further – the Instruction), and assigned to structural division to which functional obligations record keeping according to addresses of citizens is referred (further – division).

II. Organization of work on questions of acceptance, preliminary consideration and registration of addresses of citizens

1. Acceptance of addresses of the citizens arriving in Pleysiti's Agency, their preliminary consideration, registration and establishment of terms of accomplishment (except for the addresses which are not subject to consideration) are performed in day of receipt, and arrived in non-working day and time – in the working day following after it.

2. All addresses of citizens are subject to obligatory classification by their types according to article 3 of the Law and the Qualifier of addresses of citizens approved by the resolution of the Cabinet of Ministers of Ukraine of September 24, 2008 No. 858, namely: offers (note), statement (petition) or claim.

3. On the basis of receipt of the address of citizens are recognized primary, repeated, doublet, numerous, mass.
