About legalization of official documents in the Republic of Belarus and outside the Republic of Belarus
Based on subitem 6.43-1 of Item 6 of the Regulations on the Ministry of Foreign Affairs of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 978, the Ministry of Foreign Affairs of the Republic of Belarus DECIDES:
1. Approve the Instruction about legalization of official documents in the Republic of Belarus and outside the Republic of Belarus it (is applied).
2. Declare invalid the resolution of the Ministry of Foreign Affairs of the Republic of Belarus of August 16, 2010 No. 16 "About the organization of work on implementation of consular legalization of official documents in the Republic of Belarus and outside the Republic of Belarus".
3. This resolution becomes effective after its official publication.

1. This Instruction determines procedure for legalization of official documents in the Republic of Belarus and outside the Republic of Belarus.
2. Legalization of official documents is performed according to the Law of the Republic of Belarus of October 28, 2008 No. 433-Z "About bases of ministerial procedures", the Presidential decree of the Republic of Belarus of April 26, 2010 No. 200 "About the ministerial procedures performed by state bodies and other organizations for petitions from citizens", the resolution of Council of Ministers of the Republic of Belarus of September 24, 2021 No. 548 "About the ministerial procedures performed concerning subjects of managing", this Instruction, other acts of the legislation and international treaties of the Republic of Belarus.
3. Legalization of official documents concerning physical persons is performed by the Ministry of Foreign Affairs, and concerning legal entities and individual entrepreneurs – the head consular department of the Ministry of Foreign Affairs.
Legalizations are subject the following official documents processed in accordance with the established procedure:
constituted in the territory of the Republic of Belarus by state bodies and the organizations;
constituted by the diplomatic representations or consular establishments of foreign states (further – foreign institution of foreign state) accredited in the Republic of Belarus in combination;
constituted in the territory of foreign state in which there is no diplomatic representation or consular establishment of the Republic of Belarus (further – foreign institutions of the Republic of Belarus).
4. The Ministry of Foreign Affairs legalizes the official documents constituted in the territory of the Republic of Belarus, proceeding from:
courts, head departments of justice regional, Minsk city executive committees, notarial archives, and also from notaries;
organizations of education;
Public Records Offices of the Republic of Belarus;
other state bodies and organizations.
The official documents specified in paragraphs the second or fourth to part one of this Item shall be previously attested respectively in the Ministry of Justice, Inspection department of quality of education of the Ministry of Education and Department on archives and clerical work of the Ministry of Justice by making of text in form according to appendix 1.
The official documents specified in paragraph five of part one of this Item are legalized in the Ministry of Foreign Affairs without preliminary certification.
5. The official documents constituted in the territory of foreign state in which there is no foreign institution of the Republic of Belarus are legalized in the Ministry of Foreign Affairs after their legalization in the Ministry of Foreign Affairs or other authorized body of foreign state and (or) foreign institution of foreign state accredited in the Republic of Belarus in combination.
In case of lack of objective possibility of legalization according to the procedure, provided in Item 8 of this Instruction, the official documents constituted in the territory of foreign state, in which accredited in combination foreign institution of the Republic of Belarus (further – the state of stay) can be legalized in the Ministry of Foreign Affairs after their legalization in the Ministry of Foreign Affairs or other authorized body of foreign state and foreign institution of foreign state accredited in the Republic of Belarus in combination.
6. The official documents specified in part two of Item 3 of this Instruction are legalized by means of putting down of legalizatsionny text in form according to appendix 2.
7. Legalization of official documents outside the Republic of Belarus is performed by foreign institutions of the Republic of Belarus.
8. The official documents constituted in the territory of the state of stay are legalized in foreign institution of the Republic of Belarus in the state of stay after their legalization in the Ministry of Foreign Affairs or other authorized body of this state.
9. The official documents constituted by the foreign institution of foreign state accredited in the state of stay of foreign institution of the Republic of Belarus can be legalized by such foreign institution of the Republic of Belarus without their preliminary legalization or after their legalization in the Ministry of Foreign Affairs or other authorized body of the state of stay.
10. The official documents constituted in the territory of the foreign state which is not the state of stay of foreign institution of the Republic of Belarus are legalized by such foreign institution of the Republic of Belarus on condition of their legalization of this state by foreign institution accredited in the state of stay of such foreign institution of the Republic of Belarus or the Ministry of Foreign Affairs of the state of stay.
11. The official documents constituted in the territory of the Republic of Belarus and not legalized in the Republic of Belarus according to Chapter 2 of this Instruction can be legalized for action in the territory of the state of stay in foreign institution of the Republic of Belarus in the state of stay.
