Some questions of the budget of the Pension fund of Ukraine for 2025
The Cabinet of Ministers of Ukraine decides:
1. Approve the budget of the Pension fund of Ukraine for 2025 which is attached.
2. Determine that since January 1, 2025 for determination of difference between the size of the pension granted according to the Law of Ukraine "About provision of pensions of persons discharged from military service and some other persons" and the pension size from solidary system of the national pension insurance according to the Law of Ukraine "About obligatory national pension insurance" the pension size from solidary system of obligatory national pension insurance is determined at the level of three subsistence minimums for persons which lost working capacity, but cannot exceed the size of the pension granted according to the Law of Ukraine "About provision of pensions of persons discharged from military service and some other persons".
At the same time provisions of the Procedure for determination of difference between the size of the pension granted according to the Law of Ukraine "About provision of pensions of persons discharged from military service and some other persons" and the pension size from solidary system according to the Law of Ukraine "About obligatory national pension insurance", the Cabinet of Ministers of Ukraine approved by the resolution of November 16, 2011 No. 1168 (The Official Bulletin of Ukraine, 2011, No. 89, Art. 3233), in 2025 are not applied.
The difference between the size of the pension granted to person according to the Law of Ukraine "About provision of pensions of persons discharged from military service and some other persons" and the pension size from the solidary system of the national pension insurance determined according to paragraph one of this Item is paid for the account of means of the government budget.
3. Determine that in 2025 provision of paragraph two of the subitem 1 of Item 3 of the resolution of the Cabinet of Ministers of Ukraine of October 11, 2016 No. 710 "About effective use of public funds" (The Official Bulletin of Ukraine, 2016, No. 83, 2739) is not applied by the Art.
4. According to part eight of Article 23 of the Budget code of Ukraine to perform within the total amount of the budget settings provided to the Ministry of social policy, family and unity for 2025 in the general fund of the government budget, expense reallocation of the government budget in the way:
reduction of amount of expenses of consumption according to the program 2506110 "Payment of housing subsidies and privileges to citizens for payment of housing and communal services, acquisition of solid and liquid oven household fuel and the liquefied gas" for 2690600 thousand hryvnias;
increase in amount of expenses of consumption according to the program 2506080 "Financial provision of pension payment, allowances and increases to the pensions granted according to pension plans and deficit of means of the Pension fund" for 2690600 thousand hryvnias.
5. Declare invalid the resolution of the Cabinet of Ministers of Ukraine of December 31, 2024 No. 1541 "Some questions of realization in 2025 of provisions of the resolution of the Cabinet of Ministers of Ukraine of November 16, 2011 No. 1168" (The Official Bulletin of Ukraine, 2025, No. 8, the Art. 680).
