No. 437-440, 600) DECIDES: the Government

1. Found the National center for management of crises - the central administrative authority subordinated to the Government.

2. Approve:

2.1. Regulations on the organization and functioning of the National center for management of crises, according to appendix No. 1;

2.2. Structure of the National center for management of crises, according to appendix No. 2;

2.3. Changes which are made to some orders of the Government, according to appendix No. 3.

3. Establish the extreme number of the National center for management of crises in quantity of 30 units with the annual salary fund according to legislation provisions.

4. To the CEO of the National center for management of crises in 30-day time from the date of position assignment to issue the order on standard powers of coordinators on preparation for management of crisis situations and the round-the-clock contact Items as a part of bodies of the public power and public organizations.

5. From the effective date of this resolution according to the Law No. 248/2025 on management of crisis situations to provide to bodies of the public power and public organizations within 45 days creation of position of the coordinator on preparation for management of crisis situations, and also creation of the round-the-clock contact Item on management of crisis situations within the approved extreme number.

6. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Regulations on the organization and functioning of the National center for management of crises

I. General provisions

1. The regulations on the organization and functioning of the National center for management of crises (further - the Provision) regulate its mission, functions, fields of activity, the rights, and also procedure for the organization of its activities.

2. The national center for management of crises (further - the Center) is the central administrative authority subordinated to the Government and performing at the national level coordination of complex of actions for management of crises in spheres of prevention, preparation, reaction and recovery after crises and serious crises.

3. The center is legal entity of the public law with the location in municipium of Chisinau, has the name, seal with the image of the State Emblem of the Republic of Moldova, treasurer accounts, and also other specific attributes of bodies of the public power established by the legislation.

4. Financing and material logistics of activities of the Center are performed at the expense of the means provided in the law on the government budget and the means received from other sources according to the legislation.

5. In the activities the Center is guided by the Constitution of the Republic of Moldova, the Law No. 98/2012 on the central branch public management, the Law No. 136/2017 on the Government, the Law No. 248/2025 on management of crisis situations and other regulations.

II. Mission, fields of activity, main functions and rights of the center

6. The mission of the Center is assistance of realization of the purposes of the program of board by means of implementation public the politician of the Government in spheres of prevention, preparation, reaction and recovery in the conditions of crises and serious crises, and also by means of ensuring interagency coordination and communication in the specified spheres.

7. The center performs the functions established in this Provision, in spheres of prevention, preparation, reaction and recovery after crises and serious crises.

8. The main functions of the Center are:

8.1. development of documents public the politician, drafts of regulations in the spheres provided in Item 7, including that which provide implementation of regulations and presidential decrees of the Republic of Moldova, and also monitoring of their implementation;

8.2. cooperation according to the national legal system with foreign profile organizations in the spheres provided in Item 7;

8.3. application of regulations and implementation of international treaties which party is the Republic of Moldova, in the spheres provided in Item 7, and also creation of reports on their execution;

8.4. harmonization together with the central industry bodies of the national legal system (transposition and realization) with the legislation of the EU for fulfillment of requirements on accession of the Republic of Moldova to the European Union in the spheres provided in Item 7;

8.5. provision of the conclusions according to the drafts of regulations developed by other bodies of the public power;

8.6. implementation of powers and obligations in the sphere of public finance according to provisions of the Law No. 181/2014 on public finance and budget and tax responsibility;

8.7. the organization of planning process, execution, financial accounting and reporting of the budget within the Center;

8.8. support to the Prime Minister and the National commission on management of crises in decision making in the field of management of crisis situations and stability;

8.9. ensuring rendering assistance of safety to National council at all stages of management of the crises and crises caused by threats for homeland security;

8.10. accomplishment of functions of the secretariat of the National commission on management of crises and National platform of crisis reaction;
