The government of the Russian Federation decides:

1. Approve the enclosed Regulations on licensing of activities in the field of rendering communication services.

2. Recognize invalid:

Regulations on licensing of activities in the field of rendering communication services

1. This Provision determines procedure for licensing of the activities in the field of rendering communication services performed by legal entities and (or) individual entrepreneurs (further - the licensed type of activity), and also establishes the list of names of the communication services provided by licenses for activities in the field of rendering communication services (further - licenses), and the corresponding list of licensed requirements.

This Provision is not applied to cases of implementation by the organization of special mail service of activities for rendering services of special mail service according to the Federal Law "About Mail Service".

2. Licensing of activities in the field of rendering communication services is performed by Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications (further - the licensing body).

3. The licensing body in connection with licensing of activities in the field of rendering communication services interacts with other state bodies participating in provision of the state services (including by means of single system of interdepartmental electronic interaction), and licensees.

4. The licensed requirements imposed to the license applicant are the following requirements:

a) the legal entity shall be registered in the Russian Federation according to the Federal Law "About State Registration of Legal Entities and Individual Entrepreneurs";

b) the individual entrepreneur shall be registered in the Russian Federation according to the Federal Law "About State Registration of Legal Entities and Individual Entrepreneurs".

5. Names of communication services according to the list according to appendix No. 1 are introduced in entries in the register of licenses in the field of communication concerning licenses.

The licensee when implementing of the licensed type of activity shall fulfill the licensed requirements provided by licenses and obligatory for observance when implementing of the licensed type of activity according to the list according to appendix No. 2.

6. Licenses are provided by results of consideration of the applications about provision of licenses, and in cases, stipulated in Item 1 article 31 of the Federal law "About Communication", - by results of the held auction (auction, tender) according to the Rules of tendering (auction, tender) on receipt of the license for rendering communication services approved by the order of the Government of the Russian Federation of May 24, 2014 No. 480 "About the biddings (auctions, tenders) on receipt of the license for rendering communication services".

7. For receipt of the license the license applicant gives (submits) the following documents to the licensing body:

a) the application for provision of the license which is signed by the head of permanent executive body of the legal entity or the other person having the right to act on behalf of this legal entity, or the individual entrepreneur and in which specifies data, stipulated in Item 1 article 30 of the Federal law "About Communication", including:

the complete and reduced (in the presence) names, including trade name, and form of business of the legal entity, the address of its location, the state registration number of record about creation of the legal entity, this the document confirming the fact of entering of information about the legal entity into the Unified State Register of Legal Entities, and also phone number and the e-mail address of the legal entity (in case of filing of application about provision of the license by the legal entity);

surname, name and middle name (in the presence) the individual entrepreneur, the address of its residence, the this document proving his identity, the state registration number of record about state registration of the individual entrepreneur, data of the document confirming the fact of entering of information about the individual entrepreneur into the Unified State Register of Private Entrepreneurs, and also phone number and the e-mail address of the individual entrepreneur (in case of filing of application about provision of the license by the individual entrepreneur);

identification taxpayer number, data of the document on statement of the license applicant on accounting in tax authority;

name communication services;

the territory in which the license applicant intends to render service of communication and to create communication network;

category of communication network;

the term during which the license applicant intends to perform activities in the field of rendering communication services;

number, date of issue and effective period of the decision of interdepartmental collegiate organ on radio frequencies in case of federal executive body in the field of communication (further - the State Commission on Radio Frequencies) about allocation of strip of radio frequencies if the license applicant intends to render communication services with use of radio-frequency range;

number, date of provision and effective period of the license for television broadcasting and (or) broadcasting if the license applicant intends to render communication services for the purposes of on-air land or direct satellite television broadcasting and (or) broadcasting;

details of the scheme of traffic transmission approved with the Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications provided by the paragraph third Item 1 of article 29 of the Federal law "About Communication" in case of receipt of the license according to which provision of access to the Internet is provided (licenses for activities in the field of rendering telematic communication services);
