1. Approve the enclosed Regulations on licensing of activities of legal entities, individual entrepreneurs on the right of performance of works on quarantine phytosanitary disinfecting.

2. Realization of the powers provided by this resolution is performed by Federal Service for Veterinary and Phytosanitary Surveillance within the number of her workers and budgetary appropriations provided to Service in the federal budget on management and management in the field of the established functions established by the Government of the limiting Russian Federation.

Regulations on licensing of activities of legal entities, individual entrepreneurs on the right of performance of works on quarantine phytosanitary disinfecting

1. This Provision establishes procedure for licensing of activities of legal entities, individual entrepreneurs on the right of performance of works on quarantine phytosanitary disinfecting (further respectively - works on disinfecting, activities).

2. The licensed activities include accomplishment of the work types on disinfecting established by Items 1, of the 2 and 7 list provided by the order of the Government of the Russian Federation of August 9, 2016 No. 768 "About establishment of work types on quarantine phytosanitary disinfecting" (further - the list).

In case of performance of works on disinfecting, established by Items 1, of the 2 and 7 list, at the wrong door places of implementation of the licensed activities, specified in the register of licenses for the right of performance of works on disinfecting (further - the register of licenses), modification of the register of licenses is not required.

3. Licensing of activities is performed by Federal Service for Veterinary and Phytosanitary Surveillance (further - the licensing body).

4. The licensed requirements imposed to the legal entity (individual entrepreneur) who filed in the licensing body petition for provision of the license for the right of performance of works for disinfecting (further - the statement for provision of the license), to the legal entity (individual entrepreneur) having the license for the right of performance of works on disinfecting (further respectively - the license applicant, the licensee), established by Items 1 and 2 of the list, are:

a) availability at the license applicant (licensee) belonging to it on the property right or on other legal cause of the rooms, buildings, constructions and other objects which are not objects of housing stock, intended only for storage of pesticides according to article 19 of the Federal law "About Safe Handling of Pesticides and Agrochemicals";

b) availability at the license applicant (licensee) belonging to it on the property right or on other legal cause of the devices and control systems, sensors and the equipment necessary for accomplishment of the declared works on disinfecting;

c) when using the pesticides in gaseous state which are in vessels under excessive pressure - availability of the worker (workers) who concluded the employment contract with the license applicant (licensee), certified in the field of industrial safety of hazardous production facilities according to federal regulations and rules of industrial safety;

d) availability of the program of production supervision of works on transportation and utilization of pesticides which shall be developed directly for the license applicant (licensee), and also availability of the license for implementation of works on collection, transportation, processing, utilization, neutralization, placement of waste of the I-IV classes of danger or the agreement with the organization having the specified license;

e) civil responsibility insurance in the cases established by the Federal Law "About Obligatory Civil Liability Insurance of the Owner of Dangerous Object for Damnification as a result of Accident on Dangerous Object" including availability of the insurance policy on the room, the building, construction and other object specified in the subitem "an" of this Item;

e) availability at the license applicant (licensee) belonging to it on the property right or on other legal cause of the specialized vehicles meeting the requirements established by the Agreement on the international road delivery of dangerous goods of September 30, 1957 (DOPOG), or the agreement with the specialized organization on provision of the transport services meeting the established requirements and also certificates on training of the driver transporting dangerous goods.

5. For performance of works on disinfecting, stipulated in Item the 7th list, the following licensed requirements are imposed to the license applicant (licensee):

a) availability at the license applicant (licensee) of the rooms, buildings, constructions and other objects which are not objects of housing stock and belonging to it on the property right or on other legal cause necessary for accomplishment of the declared works on disinfecting;

b) availability at the license applicant (licensee) belonging to it on the property right or on other legal cause of devices and control systems, the alarm system, notifications and protection, the equipment necessary for accomplishment of the declared works on disinfecting;
