About approval of the Regulations on not distilled fermented alcoholic products, except beer and wine
Based on part (6) Articles 6, parts (4) Article 7-1, of parts (2) and (4) Article 17 and article 17-7 of the Law No. 1100/2000 on production and turnover of ethyl alcohol and alcoholic products (repeated publication: The official monitor of the Republic of Moldova, 2023, No. 126, the Art. 197), with subsequent changes, and Item h) parts (6) article 7 of the Law No. 306/2018 on safety of foodstuff (The official monitor of the Republic of Moldova, 2019, Art. No. 59-65, 120), with subsequent changes, DECIDES: the Government
1. Approve Regulations on not distilled fermented alcoholic products, except beer and wine it (is applied).
2. The labels and packaging which are available for producers before entry into force of this resolution can be used for marking of cider, fruit wine, fruit alcoholic beverages and fruit cocktails till December 31, 2025, and the corresponding products can be sold before exhaustion of inventories, but no later than August 31, 2027.
3. To impose control over the implementation of this resolution on the National agency on safety of foodstuff.

1. The regulations on not distilled fermented alcoholic products, except beer and wine (further - the Provision) establish general and special conditions of production, turnover and ensuring traceability, quality and safety of cider, fruit wine, fruit alcoholic beverages and fruit cocktails (further - products).
2. The products falling under action of this provision and introduced into circulation in the market of the Republic of Moldova, made in the Republic of Moldova or in other countries belong to tariff line item 2206 Combined the commodity nomenclature approved by the Law No. 172/2014.
3. For the purposes of this provision the concepts determined in the Law No. 1100/2000 on production and turnover of ethyl alcohol and alcoholic products, the Law No. 57/2006 on grapes and wine, the Regulations on the organization of the grape and wine-making market approved by the Order of the Government No. 356/2015, Sanitary regulations about vkusoaromatichesky additives and some food ingredients with vkusoaromatichesky properties for use in and on foodstuff and the establishment of transitional measures concerning the list of vkusoaromatichesky additives and initial materials approved by the Order of the Government No. 1245/2018, and the Sanitary regulations about nutritional supplements approved by the Order of the Government No. 229/2013, and also the following concepts are used:
3.1. fruit alcoholic drink - alcoholic product with content of ethyl alcohol is at least amount % 4,5 received from one or several types of fruits and/or fruit wine to which can be added the juice, soft drinks or their mixes, the conditioned water, fragrances, sweeteners, nutritional supplements which is not containing the rectified ethyl alcohol and distillates;
3.2. fruit cocktail - alcoholic product with content of ethyl alcohol is at least amount % 1,2 received from one or several types of fruits and/or fruit wine to which can be added the juice, soft drinks or their mixes, the conditioned water, fragrances, sweeteners, nutritional supplements which is not containing the rectified ethyl alcohol and distillates;
3.3. cider - alcoholic product with the actual content of ethyl alcohol is at least amount % 1,2 received by partial or complete sbrazhivaniye of apple juice, pear juice or mix of apple and pear juice, with addition or without addition of sugar and/or sugar syrups, and/or the conditioned water;
3.4. fresh fruit mash - the foodstuff received from the crushed, matserirovanny or pressed fruits or pulp of the fruits collected at stage of optimum maturity;
3.5. the concentrated fruit mash - the foodstuff received by way of physical removal from one or several types of fresh fruit mash of part of water for the purpose of increase in content of solids twice at least;
3.6. the recovered fruit mash - the foodstuff received by way of dilution of the concentrated fruit mash to the mass fraction of soluble solids close to mass fraction of the mash received by regular method with recovery or without recovery of taste by addition of concentrate of natural aromatic substances;
3.7. the alcoholized fruit mash - the alcoholic product with content of ethyl alcohol from 12% to 15% of amount received by way of pressing of raw materials from the crushed or pressed fruits or pulp and spirtovaniye of the received mash the rectified ethyl alcohol of agricultural origin;
3.8. fruit wine - alcoholic product with the actual content of ethyl alcohol 1, % of amount and more, received only by complete or partial sbrazhivaniye of the fresh or crushed fruits, mash or juice of fresh fruits, with addition or without addition, if necessary, sweeteners, the rectified ethyl alcohol or distillates of agricultural origin, nutritional supplements.
4. For production according to this Provision fruits are used. Fruits are understood as all grades of the fresh cultivated and/or wild-growing fruits and berries of one or several types collected at stage of optimum maturity with the content of phenolic substances sufficient for ensuring required content of not reducing dry extract in finished goods.
5. In production process, according to special regulations for each category of products, various ingredients can be also added, namely:
5.1. nutritional supplements, including dyes, for improvement of organoleptic indicators, according to the regulations stated in the Sanitary regulations about nutritional supplements approved by the Order of the Government No. 229/2013;
5.2. sweeteners:
5.2.1. sugar (semi-white, white, ekstrabely), dextrose, fructose, glucosic syrup, sugar solution, solution of invert sugar, syrup of invert sugar, according to the Quality requirements of the separate types of sugar intended for consumption, approved by the Order of the Government No. 774/2007;
