Based on Articles 7, 8 and 13 Laws No. 306/2018 on safety of foodstuff (The official monitor of the Republic of Moldova, 2019, Art. No. 59-65, 120), with subsequent changes, DECIDES: the Government

1. Approve Quality requirements of separate types of the sugar intended for consumption by the person it (is applied).

2. To impose control over the implementation of this resolution on the National agency on safety of foodstuff.

Quality requirements of separate types of the sugar intended for consumption by the person

These Requirements shift:

- Part III of appendix I, part II of the Section A of appendix II and part In appendices III of Regulations (EU) No. 1308/2013 of the European parliament and Council of December 17, 2013 about introduction of the general organization of the markets of agricultural products and No. 1037/2001 and (EU) No. 1234/2007 of Council, CELEX canceling Regulations (EEC) No. 922/72, (EEC) No. 234/79, (EU): 02013R1308, European Union published in the Official magazine L 347 of December 20, 2013, with the last changes made by Regulations (EU) 2024/1143 European parliament and Council of April 11, 2024 and the Directive of Council 2001/111/EC of December 20, 2001 about some types of sugar intended for consumption by the person, CELEX: 02001L0111, published in the Official magazine of the European Union by L 010 of January 12, 2002, with the last changes made by Regulations (EU) No. 1021/2013 of the European Parliament and Council of October 9, 2013;

- CODEX STAN 212–1999 the Standard on sugar with amendments in 2001, 2019 and 2022.

I. Scope

1. Quality requirements of separate types of the sugar intended for consumption by the person (further – Requirements), establish the minimum requirements on quality, food safety, representation and informing consumers which shall be observed in case of production and/or sale of the products specified in item 4 (further – sugar), of both domestic, and import production.

2. The requirements provided by these Requirements do not extend to products which go as transit goods through the country or is on temporary storage if does not pose threat for human health or the environment.

II. Terminology

3. In these Requirements the used terms mean the following:

1) white sugar – not flavored sugar, without addition of dyes or other substances, the sucrose containing mass fraction in dry condition is at least % 99,5;

2) sugar raws – not flavored sugar, without addition of dyes or other substances, containing in dry condition, mass fraction of sucrose of less 99,5 of %;

3) isoglucose – the product received from glucose or its polymers with mass content in dry condition at least 10% of fructose;

4) inulin syrup – the product received directly after hydrolysis of inulin or oligofructose with mass fraction of fructose in dry condition at least 10% in a free form or in the form of the sucrose expressed in sugar/isoglucosic equivalent;

5) sugar beet – the sugar received from sugar beet;

6) cane sugar – the sugar received from sugar cane or from reed raw sugar;

7) raw sugar – sugar with exit of white sugar of 92%. Raw sugar exit from sugar beet is calculated by subtraction from extent of polarization of the corresponding sugar:

a) the percent of ash-content increased on 4;

b) percent of content of the invert sugar increased on 2;

c) raw sugar exit from sugar cane is calculated by subtraction 100 of extent of polarization of the corresponding sugar increased on 2;

8) sugar semi-white – the sucrose purified and crystallized good commodity quality with mass fraction is at least % 99,5 in relation to solid;

9) white sugar – the sucrose purified and crystallized good commodity quality;

10) sugar ekstrabely – the sucrose purified and crystallized good commodity quality with mass fraction is at least % 99,7 in relation to solid;

11) sugar solution – water solution of sucrose with the following characteristics:

a) solid – at least 62% of weight;

b) content of invert sugar (ratio of fructose and dextrose: 1,0 ± 0,2) – no more than 3% of the mass of solid;

c) conductive ashes – no more 0,1 of % of the mass of solid;

d) color in solution – no more than 45 units of ICUMSA;

12) solution of invert sugar – water solution of the sucrose which is partially inverted by hydrolysis in which the share of invert sugar does not prevail, with the following characteristics:

a) solid – at least 62% of weight;

b) content of invert sugar (ratio of fructose and dextrose: 1,0 ± 0,2) – more than 3%, but no more than 50% of the mass of solid;

c) conductive ashes – no more 0,4 of % of the mass of solid;

13) invert sugar syrup – water solution of sucrose, perhaps crystallized, partially inverted by hydrolysis, in which content of invert sugar (ratio fructose/dextrose: 1,0 ± 0,1) shall constitute more than 50% of the mass of solid, but shall meet the standards established in letters and) and c) the subitem 12);

14) glucose syrup – the purified and concentrated water solution of the nutritious saccharites received from starch and/or inulin with the following characteristics:

a) solid – at least 70% of weight;

b) dekstrozny equivalent – at least 20% of the mass of solid, expressed in the form of D-glucose;

c) ashes sulphatic – no more than 1% of the mass of solid;

15) dry glucosic syrup – partially dried up glucosic syrup with mass fraction of solids at least 93%, but meeting the standards established in letters b) and c) the subitem 14);

16) dextrose or monohydrate of dextrose – the purified and crystallized D-glucose containing molecule of crystallizational water with the following characteristics:

a) the dextrose (D-glucose) – is at least 99,5 of % of the mass of solid;

b) solid – at least 90% of weight;

c) ashes sulphatic – no more 0,25 of % of the mass of solid;

17) dextrose or dextrose waterless – the D-glucose purified and crystallized, which is not containing crystallizational water with mass fraction of solids of 98%, but which for the rest shall meet the standards established in letters and) and c) the subitem 16);

18) fructose – the purified crystallized D-glucose with the following characteristics:
