In pursuance of paragraphs two and third Item 10 of the Presidential decree of the Republic of Belarus of April 1, 2025 "About implementation of the investment project" the Council of Ministers of the Republic of Belarus DECIDES: No. 139

1. Approve Regulations on conditions of equal access for operators of telecommunication to single network it (is applied).

2. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:

2.1. part the second Item 57 of Rules of rendering the services of telecommunication approved by the resolution of Council of Ministers of the Republic of Belarus of August 17, 2006 No. 1055, to state in the following edition:

"In case of absence at the subscriber of unexecuted obligations to the donor operator in case of the address of the subscriber to the operator recipient with the statement for transfer of number till 14:00 the current days number shall be transferred before the expiration of these days, in case of the address after 14:00 the term of processing of the statement by the donor operator shall not exceed the current days 24 hours from the moment of giving by the subscriber to the operator recipient of such statement.";

2.2. the requirements to scope of the territory of the Republic of Belarus services of cellular mobile telecommunication and to their quality approved by the resolution of Council of Ministers of the Republic of Belarus of December 31, 2024 No. 1073, to be reworded as follows (are attached).

3. This resolution becomes effective after its official publication.

Regulations on conditions of equal access for operators of telecommunication to single network

Chapter 1. General provisions

1. This Provision determines conditions of equal access for operators of telecommunication of the Republic of Belarus (further – operators of telecommunication) to single network.

2. For the purposes of this provision terms and their determinations in the values established by the Law of the Republic of Belarus of July 19, 2005 No. 45-Z "About telecommunication", the Presidential decree of the Republic of Belarus of April 1, 2025 No. 139, and also the following terms and their determinations are applied:

the base station – the station in system of cellular mobile telecommunication located in one place, used for covering (servicing) of one or several honeycombs;

single infrastructure operator – the Belarusian Cloud Computing limited liability company having rights to creation, operation, expansion and upgrade of single network, and also to rendering services with use of single network to operators of telecommunication;

code of network of cellular mobile telecommunication – the global unique identifier of network of cellular mobile telecommunication appropriated to it by authorized body within the territory of the country in the format determined by the technical specification 3GPP;

model of multioperator kernel of network – model of interaction of operators of telecommunication with single infrastructure operator under whom several codes of networks of cellular mobile telecommunication are transferred in one radio-frequency channel of the base station of single network at the same time;

model of the virtual operator – model of interaction of the operator of telecommunication who does not have the radio-frequency range selected to it and necessary complex of own technical means with single infrastructure operator under whom the operator of telecommunication uses information and communication infrastructure of the single infrastructure operator for rendering services of cellular mobile telecommunication;

package kernel of network – complex of the network elements providing authentication, management of sessions, routing of traffic and mobility of subscribers of network of cellular mobile telecommunication;

the radio interface – the interface between the terminal subscriber unit (terminal) and the base station;

resources (the base station, single network) – amount of the services rendered by the single infrastructure operator with use of single network;

the sector of the base station – element of the base station which provides radio covering in specific geographical area and can be determined by the terminal subscriber unit (terminal) by unique identifier which format is determined by the technical specification 3GPP;

network element of single network – the hardware or hardware-software device which is part of single network and is intended for accomplishment of certain functions in its structure;

cell – the radio covering zone created by one or several antenna systems or subsystems (for example, the sector of the antenna) the base station, having the unique global identifier;

the technical specification 3GPP – the complex of the standards developed by consortium "Third Generation Partnership Project" (3GPP) for systems and technologies of cellular mobile telecommunication, determining architecture, protocols, requirements to hardware and to the software, compatibility and interaction between different networks and devices;

fragment of single network – set of the base stations of single network servicing one area selected on the basis of administrative-territorial division or on availability of any technological features;

management of single network – complex of organizational and technical actions for ensuring operability of single network and to maintenance of the indicators (parameters) of service quality of cellular mobile telecommunication rendered with its use established by the legislation on communication.

Chapter 2. Conditions of equal access for operators of telecommunication to single network

3. The single infrastructure operator provides equal access for operators of telecommunication to single network (further – equal access).

4. Equal access is provided with the single infrastructure operator by means of creation for all operators of telecommunication of equal technical, organization-legal and commercial conditions, and also by means of presentation of identical technical requirements for all operators of telecommunication when rendering services to them with use of single network.
