1. Approve the enclosed Rules of approval of the special specifications reflecting specifics of fire protection of objects on which there are no established regulations and rules.

2. To provide to committee of fire service of the Ministry of Emergency Situations of the Republic of Kazakhstan in the procedure for the Republic of Kazakhstan established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Emergency Situations of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Emergency Situations of the Republic of Kazakhstan.

4. This order becomes effective since August 25, 2025 and is subject to official publication.

Rules of approval of the special specifications reflecting specifics of fire protection of objects on which there are no established regulations and rules

Chapter 1. General provisions

1. These rules of approval of the special specifications reflecting specifics of fire protection of objects on which there are no established regulations and rules (further - Rules) are developed in compliance by the subitem 91) of Item 1 of article 12 of the Law of the Republic of Kazakhstan "About civil protection" and determine procedure for approval of the special specifications reflecting specifics of fire protection of objects on which there are no established regulations and rules.

2. In these rules the following basic concepts are used:

1) the special specifications reflecting specifics of fire protection of object - the regulating document establishing fire protection regulations of designing and construction of the specific object having specific parameters (characteristics, properties) on the set dimensions, settlement capacity, engineering procedures, functional purpose, and also other special conditions and requirements concerning which in the Republic of Kazakhstan there are no state or interstate standard rates (further - STU);

2) developer - the organization performing development of STU and accredited as the subject of scientific and (or) scientific and technical activities according to the Rules of accreditation of subjects of scientific and (or) scientific and technical activities approved by the order of the Minister of science and the higher education of the Republic of Kazakhstan of July 25, 2023 No. 335 (it is registered in the Register of state registration of regulatory legal acts at No. 33182, further - Rules of accreditation);

3) the customer - the physical person or legal entity performing the organization of development of STU.

3. The structure and content of STU are drawn up in form according to appendix 1 to these rules.

4. Requirements of fire safety, unforeseen in STU, are accepted according to provisions of the existing state standard rates in the field of architecture, town planning and construction.

Chapter 2. Procedure for consideration and approval of STU

5. Reconciliation procedure of STU is performed by Committee of fire service of the Ministry of Emergency Situations of the Republic of Kazakhstan (further - department of authorized body) according to these rules.

6. The customer sends STU for consideration and approval in department of authorized body by means of Documentolog electronic document management system certified by the digital signature of the head or person having powers on its signing.

7. The following documents in electronic form created in the color PDF format are attached to STU:

1) the explanatory note containing information on need of development of STU and the made project decisions on ensuring fire safety of object, which is drawn up in any form;

2) the copy of the specification on development of STU certified by the head of the customer or person having powers on its signing;

3) sets of the drawings containing graphical display of the made technical solutions, relating to ensuring fire safety of object including the master plan, floor-by-floor plans with indication of ways of evacuation, placement of fire protection systems and fire-proof barriers;

4) results of the report on assessment of fire risk on object, taking into account the estimated time of evacuation of people from rooms and buildings executed on methods of mathematical model of individual and line movement of people and imitating and stochastic model of movement of human flows according to requirements of documents for standardization;

5) copies of results of testing for the construction materials and products provided in STU confirming indicators of their fire risk according to requirements of technical regulations of the Republic of Kazakhstan and the Eurasian Economic Union.

The construction materials which were earlier not used in the territory of the Republic of Kazakhstan (including innovative or the latest), provided to application within STU are subject to obligatory maintenance by set of the documents confirming their indicators of fire risk according to requirements of the legislation in the field of technical regulation;

6) set of the documents confirming assessment of conformity of the fire safety and fire extinguishing devices applied in STU according to requirements of the technical regulation of the Eurasian Economic Union "About requirements to fire safety and fire extinguishing devices" (TR EEU 043/2017);

7) calculation of consumption of water on outside fire extinguishing of buildings in case of amount and the number of storeys exceeding the values specified in the Technical regulation "General Requirements to Fire Safety" No. 405 approved by the order of the Minister of Emergency Situations of the Republic of Kazakhstan of August 17, 2021 (it is registered in the Register of state registration of regulatory legal acts at No. 24045);
