1. Approve the enclosed standards of disclosure of information by subjects of natural monopolies in the field of rail haulings.

2. 3. Recognize invalid:

the order of the Government of the Russian Federation of November 27, 2010 No. 939 "About standards of disclosure of information by subjects of natural monopolies in the field of rail haulings" (The Russian Federation Code, 2010, No. 49, the Art. 6517);

4. To Federal Antimonopoly Service till November 1, 2025 to approve forms, terms and frequency of provision of information, the stipulated in Item 9 standards approved by this resolution and also rules of filling of these forms.

5. This resolution becomes effective since September 1, 2025.

6. The standards approved by this resolution are effective till September 1, 2031.

Standards of disclosure of information by subjects of natural monopolies in the field of rail haulings

1. This document establishes structure of information on activities of subjects of natural monopolies in the field of rail haulings, including in the field of provision of services on use of infrastructure of rail transport public which is regulated according to the Federal Law "About Natural Monopolies" (further respectively - information on regulated activities, subjects of natural monopolies, regulated activities), and procedure for provision of information on regulated activities.

Provision of information on regulated activities hereunder is understood as providing with subjects of natural monopolies of open entry of the unrestricted group of people to information on regulated activities irrespective of the purpose of its obtaining.

The concepts "owner of infrastructure", "railway station", "infrastructure of rail transport public" and "carrier" are hereunder used in the values determined in the Federal Law "Charter of Rail Transport of the Russian Federation".

2. The open entry to information on regulated activities is provided with subjects of natural monopolies in the way:

a) publications of information on regulated activities on the official site of the subject of natural monopoly on the Internet and (or) on other official site determined by the Government of the Russian Federation (further - the official site);

b) publications of information on regulated activities in official printing mass media which extend in subjects of the Russian Federation in the territory of which subjects of natural monopolies perform regulated activities (further - official printing publications);

c) provisions free of charge information on regulated activities for written requests of consumers, including in electronic form (further - requests).

3. If information on regulated activities is posted by the subject of natural monopoly only on the official site chosen by it, it shall publish data on it in official printing publications with indication of the address of the official site. At the same time information on regulated activities posted on the official site shall be available within 5 years.

Subjects of natural monopolies shall tell on demand consumers the address of the official site and (or) the name and details of official printing publications where information on regulated activities is placed.

4. In settlements in which there is no access to the Internet including there is no access point determined according to the Federal Law "About Communication", the open entry to information on regulated activities is provided by its publication in official printing publications in full.

5. The request shall be signed by the consumer and contain the following data:
