ORDER OF THE GOVERNMENT OF THE REPUBLIC OF MOLDOVA

About indexation and increase in social payments

Based on Articles 12, 13 and 13-1 Laws No. 156/1998 on the public pension system (repeated publication: The official monitor of the Republic of Moldova, 2004, Art. No. 42-44, 247), with subsequent changes, and the Law No. 41/2025 on indexation of pensions since April 1, 2025 (The official monitor of the Republic of Moldova, 2025, Art. No. 122-125, 118) DECIDES: the Government

1. Index since April 1, 2025 with coefficient of indexation of 10,0 of %:

1.1. all types of the pensions which are granted / counted based on the Law No. 156/1998 on the public pension system;

1.2. the long-service pensions granted based on the Law No. 437/1990 on the state provision of pensions in the Republic of Moldova and the Orders of the Government No. 865/1992 about long-service pensions to educators and health cares which are paid from budget funds of the national social insurance;

1.3. the pensions of government employees established based on the Law No. 443/1995 on public service;

1.4. the pensions of customs officers established based on the Law No. 1150/2000 on service in customs authorities;

1.5. the capitalized time payments established based on the Law No. 123/1998 on capitalization of time payments:

1.5.1. the monthly capitalized payments to the beneficiaries who received industrial injury as a result of labor accident or occupational disease because of the company without legal successor, subsequently liquidated;

1.5.2. the monthly capitalized payments to the beneficiaries who received industrial injury as a result of labor accident or occupational disease because of the company, subsequently liquidated;

1.6. the benefits on restriction of opportunities established based on the Law No. 756/1999 on work accident insurance and occupational diseases;

1.7. the pensions granted based on the Law No. 909/1992 on social protection of the citizens who were injured owing to the Chernobyl catastrophic crash;

1.8. the monthly monetary compensation instead of providing with the food and nutritional supplements promoting removal of radionuclides from organism, participants of mitigation of consequences of the Chernobyl catastrophic crash and nuclear testing, radiation accidents and their consequences on nuclear objects civil or military appointed based on the Law No. 909/1992 on social protection of the citizens who were injured owing to the Chernobyl catastrophic crash. Establish this monetary compensation in indexed size since April 1, 2025;

1.9. the pensions granted based on the Law No. 1544/1993 on provision of pensions of the military personnel and faces of the commanding and ordinary structure of law-enforcement bodies and the General inspectorate of carabineers. Establish the minimum pensions granted based on the specified law in indexed size since April 1, 2025;

1.10. benefits to heirs of the health workers who died as a result of implementation of medical activities in fight against COVID-19, provided based on the Law No. 127/2020;

1.11. the pensions granted based on the Law No. 544/1995 on the status of the judge;

1.12. the pensions granted based on the Law No. 1111/1997 on ensuring activities of the President of the Republic of Moldova;

1.13. the monthly public welfare payments granted based on the Law No. 317/2024 on veterans of war.

2. Since April 1, 2025 the size of minimum pension on age constitutes 3 055,65 leu.

3. Since April 1, 2025 the size of minimum pension on restriction of opportunities constitutes:

3.1. in case of heavy restriction of opportunities-2 291, 74 leu;

3.2. in case of the expressed restriction of opportunities-2 138, the 96th leu;

3.3. in case of average restriction of opportunities-1 527, 83 leu.

4. The pension size estimated according to provisions of the Law No. 156/1998 on the public pension system increases since April 1, 2025 on fixed amount of 1,92 of leu.

5. If the pension size estimated according to the law is less than the size of minimum pension for the corresponding category, the difference between these amounts in the form of the allowance of solidarity becomes covered from means of the government budget. The allowance of solidarity represents not indexed part of pension. Its size changes annually depending on indexation and increase in the size of the estimated pension and change of the size of minimum pension.

6. The expenses connected with accomplishment of provisions of subitems 1. 1, 1.3, 1.4 and 1.11 for part of the pension paid from budget funds of the national social insurance, subitems 1. 1.5.2 and 1.6, to cover 2, by budget funds of the national social insurance, and connected with accomplishment of subitems 1. 1, 1.3, 1.4 and 1.11 for part of the pension paid from means of the government budget, subitem 1.5. 1, subitems 1.7-1. 10, 1.12 and 1.13 - at the expense of means of the government budget.

7. To cover the expenses connected with accomplishment of provisions of Item 4, by budget funds of the national social insurance.

8. Indexation case since April, 2025 coefficient of indexation to apply B only to that part of pension which size does not exceed the size of the average monthly salary predicted for 2025 on economy.

9. This resolution becomes effective since April 1, 2025.
