About change of the Presidential decree of the Republic of Belarus
1. Make changes to the Presidential decree of the Republic of Belarus of May 8, 2013 No. 215 "About some measures for enhancement of construction (construction, reconstruction) premises" (appendix).
2. Recognize to invalid:
The presidential decree of the Republic of Belarus of June 6, 2014 No. 270 "About program implementation of the state order on housing construction";
subitem 1.2 of Item 1 of the Presidential decree of the Republic of Belarus of May 4, 2016 No. 165 "About modification and amendments in presidential decrees of the Republic of Belarus".
3. The credit agreements signed by customers on construction of premises according to the state order before entry into force of this Item are subject to reduction in compliance with this Decree till August 1, 2025.
4. Determine that the state organizations and economic societies having according to the Presidential decree of the Republic of Belarus of August 29, 2024 No. 344 "About subsidizing of legal entities in case of construction or acquisition of premises" the right to subsidies for payment of part of interest for using the credits provided by banks on acquisition of premises for the subsequent provision to the workers acquire premises, construction which reconstruction were performed according to the state order, according to the procedure and on the conditions determined by the Presidential decree of the Republic of Belarus of May 8, 2013 No. 215 "About some measures for enhancement of construction (construction, reconstruction) premises", taking into account provisions of this Decree.
5. To provide to Council of Ministers of the Republic of Belarus till June 1, 2025 reduction of acts of the legislation in compliance with this Decree and to take other measures for its realization.
6. This Decree becomes effective in the following procedure:
Items 1-3 - since June 1, 2025;
item 4 - since April 1, 2025;
other provisions of this Decree - after its official publication.

"PRESIDENTIAL DECREE OF THE REPUBLIC OF BELARUS
About some measures for enhancement of construction (construction, reconstruction) premises
For the purpose of enhancement of funding mechanism for housing construction in the Republic of Belarus:
1. Determine that:
1.1. regional executive committees and the Minsk Gorispolkom annually after establishment by Council of Ministers of the Republic of Belarus of tasks on commissioning of total area of apartment houses create in a month and claim for two years of the program of the state order on construction, reconstruction (further if other is not provided, - construction) apartments in the apartment, blocked apartment houses, the single-family apartment houses specified in part four of this subitem (further if other is not provided, - premises), for subsequent their acquisition:
the citizens staying on the registry of the housing conditions needing improvement (further - accounting);
the state organizations * and economic societies ** for provision to the workers respectively on terms of the contract of hiring of rent housing and the employment contract of premises of private housing stock.
Inclusion in programs of the state order on construction of premises for citizens, the state organizations and economic societies called in part one of this subitem (further - the state order), the apartment, blocked apartment houses as a part of which the construction of apartments at the expense of budgetary funds is performed (further - the apartments which are under construction at the expense of budgetary funds), with indication of the number of apartments which construction is performed according to the state order with use of the soft credit specified in part one of subitem 1.3 of this Item, and their total area is allowed.
In case of inclusion in structure of the apartment, blocked apartment house of the apartments which are under construction at the expense of budgetary funds after the conclusion of the credit agreement according to subitem 1.3 of this Item regional executive committees, the Minsk Gorispolkom send at the same time corresponding district, city (the cities of regional and district subordination) to executive committees, the customers determined according to subitem 1.2 of this Item, and JSC ASB Belarusbank the written notice with appendix to it of one of the following documents (further - the notification of regional executive committee, Minsk Gorispolkom):
the list of the apartment, blocked apartment houses, construction and which financing are performed with use of preferential credit resources, approved by the Ministry of Architecture;
