About creation of the State university "Cyber university"

According to the laws of the Republic of Uzbekistan "About education" and "About cyber security", and also Strategy "Digital Uzbekistan - 2030" for the purpose of training of highly qualified personnel in the field of information security, information and cyber security for needs of the republic, creation of additional opportunities of receipt of knowledge by youth in the direction of digital technologies and mastering professions, competitive in the labor market, by reforming of system of the higher education on the basis of the best foreign practices and implementation of innovative forms and methods of educational process:

1. Agree with the offer of the Ministry of digital technologies and Services of state security about creation of the State university "Cyber university" (further - University) the Ministries of digital technologies.

2. Determine the main objectives of University:

creation of the automated information and analytical systems based on information security, information and cyber security, digital technologies and digital economy, artificial intelligence and also training in the field of robotics and other adjacent directions;

retraining and advanced training of specialists in the field of digital technologies;

the organization of educational process on the basis of the best foreign practices and modern educational technologies, and also rendering development assistance of the open information and education circle;

creation of additional terms for knowledge acquisition and mastering youth professions, selection and expansion of scope when staffing state bodies, companies and other organizations;

implementation of cooperation with the leading republican and foreign highest educational and research organizations, producers and consumers of digital technologies, other industry companies in implementation of educational and scientific projects;

creation of educational and methodical literature in the corresponding directions of education and specialties, carrying out basic, scientific and applied researches with involvement of students and specialists.

3. Determine that:

The university is the public highest educational institution having complete academic, organizational and managerial and financial independence to which graduates the diploma of the state sample is issued;

the procedures of realization of the academic, financial and organizational independence provided by resolutions of the President of the Republic of Uzbekistan of December 24, 2021 No. PP-60 "About additional measures for ensuring the academic and organizational and managerial independence of the public highest educational institutions" and No. PP-61 "About measures for provision of financial independence to the public highest educational institutions extend to University";

training of students is performed on the basis of the state grant and the paid contract;

parameters of enrollment of students affirm the solution of the Supervisory board of the State university "Cyber university" (further - the Supervisory board) taking into account requirement of the interested ministries, departments and other organizations for personnel in the field of cyber security;

The supervisory board is granted the right to opening of the new perspective directions of formation of bachelor degree and specialties of magistracy proceeding from the need for personnel in the field of cyber security;

The university has seal with the image of the State Emblem of the Republic of Uzbekistan and the name in state language, bank accounts, stamp and other details.

4. Grant to University the following rights:

independent establishment of the sizes of the paid contract for training of students, and also compensations of the involved foreign specialists and domestic personnel proceeding from market situation;

independent determination of language, form of education and terms of study in the directions of formation of bachelor degree and specialties of magistracy according to acts of the legislation;

determination by University and entering into the Ministry of the higher education, science and innovations on approval of the list of the directions of education and the blocks of objects corresponding to them on which tests are given;

independent determination of structure and content of objects of the directions of formation of bachelor degree and to specialties of magistracy;

establishment of procedure for holding additional and separate examinations in enrollment of students;

establishment of procedure for holding final assessment of students;

establishment of procedure for transfer of study of students in University from other highest educational organizations, and also recovery and expel of students;

implementation of joint educational programs with the leading foreign highest educational organizations, and also participation in scientific and practical conferences and the seminars held in the republic and abroad;

establishment of procedure for employment, release from post and internal rotation of pedagogical and other workers;

the organization of postgraduate training at University.

5. To create to the ministry of digital technologies together with the Ministry of the higher education, science and innovations the conditions necessary for the organization of activities of structural divisions (branches and faculties without the status of the legal entity) University in regions based on and with assistance of the leading highest educational organizations of the republic.

6. Approve structure of the Supervisory board of the State university "Cyber university" according to appendix for the purpose of the organization and control of general activities, and also determination of perspectives of development of University.

7. Determine that the Supervisory board is the supreme body of management of University.

Determine the main objectives of the Supervisory board:

implementation of the common directorship by University;

determination of perspectives of development of University;

purpose of management (executive body) of University;

effective organization and enhancement of educational process, educational and work practice of students, improvement of quality of training at system basis, and also rendering assistance in employment of graduates of University;

attraction of charitable gifts and means of technical assistance (grants) for the purpose of development of activities of University;

strengthening of material and educational and methodical base, rendering assistance in improvement of social infrastructure of University, and also organization of its equipment by the modern educational laboratory equipment and educational and methodical literature;

effective implementation in life of results of scientific developments, establishment and development of international cooperation in the field of science and education;
