About measures for provision of financial independence to the public highest educational institutions

For the purpose of increase in efficiency of the reforms performed in system of the higher education, ensuring financial stability of the public highest educational institutions, expansions of possibility of the independent solution of questions of strengthening of material and technical resources, attraction of financial resources in research activities, and also developments of competitive environment between the highest educational institutions:

1. Approve the List of the public highest educational institutions to which financial independence, according to appendix No. 1 is provided.

2. Provide since January 1, 2022 to the public highest educational institutions to which financial independence is conferred, power independently to make decisions on the following questions:

cost determinations of training at paid and contractual basis taking into account the requirement in education market;

establishments and prolongation of payment due dates of the paid contract by students;

attraction on contractual basis of the domestic and foreign professors-teachers and specialists capable to apply modern pedagogical technologies in educational process and to carry out scientific researches;

establishments, proceeding from market conditions, the amount of compensation of the foreign highly qualified specialists involved to educational and scientific processes;

developments of standard rates of introduction of established posts of professors-teachers;

allocations of grants and grants for students at the expense of own means;

direct procurement of educational and scientific literature, textbooks and education guidances from the foreign states at producers, the having copyright;

determinations of procedure for rendering paid services in the empty buildings and constructions;

determinations of annual limit of run of vehicles and requirements to their servicing.

3. Establish procedure according to which the public highest educational institutions to which financial independence is provided are translated much financings, providing the following:

in all directions and stages of education the average size of expenses on one student is calculated;

the funds allocated from the Government budget for training on the basis of the state order (state grant) are determined on the basis of the procedure established by the Cabinet of Ministers proceeding from the average size of expenses on one student;

budgetary funds for the students studying at basis of the state grant are selected on the basis of the agreement signed between the relevant ministries and departments of jurisdiction, and also the highest educational institution (except for target means, including the grants, means established by the legislation for social protection of the orphan children and children deprived of parent guardianship, expenses on postgraduate education of other funds allocated on the basis of separate decisions of the President of the Republic of Uzbekistan and the Cabinet of Ministers);

the budgetary funds allocated for the students studying at basis of the state grant (except for target means), are transferred into treasurer personal account on extrabudgetary funds of the highest educational institution and following the results of the accounting period balance remains at the disposal of the highest educational institution;

the profit and loss budget on means, allocated as the state order and the paid contract are registered by the higher ministry on jurisdiction and department, and their use is performed according to the procedure, similar to the procedure established for Fund of development of state-financed organizations. At the same time the changes made to the profit and loss budget within financial year are not approved with the Ministry of Finance;

the training cost on paid and contractual basis is established proceeding from the average size of expenses on one student, but on the basis of complete self-financing of the highest educational institution, its development in the long term and the mutual competition in education market.

4. Determine that in the public highest educational institutions to which financial independence is provided:

one percent of the means which arrived from leasing of fixed assets goes to the centers of lease of state-owned property under territorial subdivisions of the Agency on management of the state assets, other part - to off-budget fund of development of this highest educational institution less remuneration of the operator of electronic trading platform;

the means received from realization of fixed assets and inventory items (except for lands, buildings, constructions, including the buildings and constructions transferred to operational management and also the educational and scientific laboratory equipment), remain at own order in full;

the service of internal audit and financial control, objectively and independently holding events of financial control will be organized;

in the higher ministry (department) the report on expenditure of means in accordance with the established procedure is quarterly provided;

information on the funds allocated from the Government budget, the purchased goods and services, implementable projects, and also use available means, material values and property is regularly posted on the official websites;

responsibility for rational and effective use of means, including timely and complete implementation of compensation to workers and payments of grant is assigned to the head of the relevant highest educational institution.

5. Extend to the public highest educational institutions to which according to this resolution financial independence, powers and the rights granted to the highest educational institutions passing to system of self-financing according to the resolution of the President of the Republic of Uzbekistan of July 11, 2019 No. PP-4391 "About measures for implementation of the new principles of management into system of the higher and secondary vocational education" is provided. At the same time:

the public highest educational institutions to which financial independence is provided are the state organization - the receiver of budgetary funds with the status of the legal entity;

the training cost of students on paid and contractual basis is established by the highest educational institution taking into account the demand and supply in education market, but in the amount of, not exceeding the triple size of cost of the basic paid contract determined in the public highest educational institutions by the corresponding direction;

in the conditions of acceptance establishment of cost of the paid contract by the directions of formation of bachelor degree, specialties of magistracy and clinical internship in the differentiated sizes can be provided.

6. Determine the main powers of the supervisory boards in the public highest educational institutions to which financial independence is provided:

approval of the program of long-term and medium-term strategic development of the highest educational institution, determination of target measures for achievement of high line items in the rating of internationally acknowledged organizations and control of its realization;
