RESOLUTION OF THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN

About additional measures for ensuring the academic and organizational and managerial independence of the public highest educational institutions

For the purpose of consecutive ensuring execution of the tasks determined by the Concept of development of system of the higher education of the Republic of Uzbekistan till 2030 approved by the Presidential decree of the Republic of Uzbekistan of October 8, 2019 No. UP-5847, and also expansions of independence and cardinal reducing the public managerial control with activities of the highest educational institutions, and also forming by means of it the public highest educational institutions preparing the highly qualified personnel conforming to the changing work market requirements:

1. Provide the following additional powers to the public highest educational institutions to which financial independence is provided since 2022/2023 academic years:

a) in the field of the academic independence:

approval of curricula, training programs, qualification requirements on the basis of professional standards, determination of language and form of education taking into account features of the directions of education and specialties;

establishment of terms of duration of training in the directions of formation of bachelor degree and to specialties of magistracy;

cost determination of training in doctoral studies at paid and contractual basis, acceptance in doctoral studies on competitive basis in addition to quota by allocation of grants by extrabudgetary funds;

approval of procedure of scientific management of doctoral candidates and independent job seekers;

introduction of the correspondence, remote and evening forms of education at magistracy stage, implementation of system of assignment of dual qualification, including practical qualification, in the directions of education and specialties;

implementation of the academic mobility with the highest educational institutions on the basis of mutual agreements;

creation and the edition of textbooks, other educational and scientific literature for the highest educational institutions and educational institutions in their structure on the basis of own signature stamps;

determination and implementation of mechanisms of internal control of quality of education;

b) in the field of organizational and managerial independence:

creation of structural divisions, commercial and non-profit organizations which main activity is connected with education, science, implementation and commercialization of their results which are not financed by means of the Government budget;

approval of structure and determination of quantity of established posts of organization, irrespective of the standard rates established for the highest educational institutions;

opening new and abolition of the operating directions of education and specialties proceeding from demand in the labor market;

establishment of procedure for employment, dismissal, internal rotation of teachers and other workers;

acceptance for study of citizens of the foreign states on paid and contractual basis and the organization of remote form of their training.

Determine that the powers provided by this Item are performed by the highest educational institutions independently according to requirements of acts of the legislation.

2. Agree with the offers of the Cabinet of Ministers providing:

a) transfer to educational institutions of the following powers of the Cabinet of Ministers, ministries (departments):

transfer of study of foreign citizens from foreign highest educational institutions in the public highest educational institutions of the republic;

statement of the chairman and responsible secretary of the selection committee of the highest educational institution, and also the chairman and members of selection committee, schedules of examinations, programs of objects on which exams and evaluation criteria - on the examinations held by the highest educational institution are held;

approval of procedure for practical training by students in the highest, average special and professional educational institutions and its organization;

determination of regulations of the highest, average special and professional educational institutions, including requirements to dress code of students;

b) transfer to the Ministry of the higher education, science and innovations (further - the Ministry) the following powers of the Cabinet of Ministers in the field of the higher, secondary vocational and professional education:

approval of the list of the directions of education, specialties and professions by which training in the highest, average special and professional educational institutions is conducted;

establishment of the minimum terms of duration of training in the directions of formation of bachelor degree and to specialties of magistracy;

determination of the directions of formation of bachelor degree and specialties of magistracy into whom it is not entered evening, correspondence and remote forms of education;

establishment of requirements imposed to procedure for preparation and the edition, delivery and use of textbooks, educational and scientific literature in the educational organizations;

establishment of material, infrastructure and parametrical requirements to educational institutions;

c) cancellation of the requirement to the academic council which more than a half of members the scientists performing activities in educational institution (the scientific organization) shall constitute, created this council.

3. Abolish the boards of trustees of the public highest educational institutions to which financial independence is provided since January 1, 2022 and form the Supervisory boards of the highest educational institutions without the status of the legal entity which at least 70 percent of structure are representatives of the relevant ministries, departments, customers of personnel, the public.

Determine that:

the structure of the Supervisory board affirms the ministry (department) in which system there is the relevant highest educational institution;
