The purpose of this Law is regulation of the relations in the field of education.
The legislation on education consists of this Law and other acts of the legislation.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about education then are applied rules of the international treaty.
In this Law the following basic concepts are applied:
the state accreditation - process of the state recognition of compliance of activities of state educational institutions and organizations, non-state educational organizations (further - the educational organizations) to the state educational standards, the state education requirements and training programs, and also provision of the right of issue to their graduates of education documents;
state educational institution - the organization created by state governing bodies based on the property which is in state-owned property, the providing education according to the state educational standards and the state education requirements;
the state educational standards - set of the requirements to content and quality of education established by the state;
the state education requirements - the mandatory requirements imposed to structure, content and sales terms of education, and also to physical, personal, intellectual, scientific and professional qualities of students;
complex state accreditation - the process based on results of external assessment of the state and non-state educational organizations performing secondary vocational, professional, higher and postgraduate education, and also preparation and retraining of personnel;
special state accreditation - process which is performed prior to educational process according to educational programs in the state and non-state educational organizations performing secondary vocational, professional, higher and postgraduate education, and also retraining and advanced training of personnel;
qualification - the level of knowledge, abilities, skills and competences characterizing readiness of person to accomplishment of certain type of professional activity, confirmed by the relevant document on education;
specialty - the name of specific type of professional training which comes to the end with qualification assignment;
the non-state educational organization - the legal entity rendering educational services based on the license for the right of implementation of activities for rendering educational services or in notifying procedure according to the state educational standards, the state education requirements and training programs;
education - the system process aimed at all-round development of the younger generation on the basis of specific target and sociohistorical experience, forming of consciousness, spiritual and moral values and outlook;
education - the system process directed to provision by the student of profound theoretical knowledge, abilities and practical skills, and also to forming of general education and professional knowledge, skills, development of capabilities;
the educational program - the set of normative and methodical documents consisting of the educational standards, curricula, training programs and the corresponding methodical instructions developed according to state standards of education, professional standards and framework of national (network) qualifications;
educational campus - the educational and educational circle which is providing outstanding performance of educational process, spiritual and moral education, including complex of buildings and constructions, educational cases, research institutions (centers), industrial complexes and technoparks, places of temporary residence of participants of educational and educational process, laboratory, the information and resource centers (libraries), sports constructions, objects of public catering combined in the single territory;
participants of educational and educational process are students, parents or other legal representatives of minor students, pedagogical workers and their representatives;
certification of the educational organizations - the main form of the state control according to activities of the educational organizations and to determination of content, level and quality of training of personnel according to the state educational standards, the state education requirements and training programs;
the international accreditation - the process performed by the international accreditation organizations authorized to perform activities in the territory of the Republic of Uzbekistan, authorized republican executive bodies in the field of education and the being full-fledged members of the international networks of quality assurance of education included in the register of the international accreditation organizations.
The basic principles in the field of education are:
recognition of priority of education;
liberty of choice of form of education;
inadmissibility of discrimination in the field of education;
providing equal opportunities for education;
implementation of national and universal values in education and education;
humanistic, democratic nature of education and education;
continuity and succession of education;
obligation of eleven years' education and year preparation for general secondary education of children from six - to seven-year age;
availability of education within the state educational standards and the state education requirements;
unity and differentiation of approach to the choice of training programs;
education throughout all human life;
guarantee of social protection of teachers in society;
secular nature of education system;
promotion of education, endowments and talent;
combination of the public and public administration in education system;
openness and transparency in the field of educational activities.
To everyone the equal rights to education irrespective of floor, races are guaranteed, to nationality, language, religion, beliefs, social origin, social standing.
The right to education is provided:
development of the educational organizations;
support in the educational organizations of innovative activities and implementation of training programs using innovative technologies;
the organization of education with separation (day) and without separation (correspondence, evening, remote) from production;
preparation, retraining and advanced training of personnel;
receipt of free general average, secondary vocational and primary professional education;
provision to the citizens who got education in family or by self-education and also persons who did not get the general secondary education, the rights to certification according to the procedure of the external studies in accredited state educational institutions.
Foreign citizens have the right to get education in the Republic of Uzbekistan according to international treaties and the legislation of the Republic of Uzbekistan.
The persons without citizenship who are constantly living in the Republic of Uzbekistan have the equal rights with citizens of the Republic of Uzbekistan to education.
The education system includes:
state educational standards, state education requirements, curricula and training programs;
the educational organizations realizing the state educational standards, the state education requirements and training programs;
the organizations performing education quality evaluation;
the scientific and pedagogical organizations performing the research work necessary for ensuring functioning and educational development;
state bodies in the field of education, and also the organizations subordinated to them.
The education system is single and continuous.
Types of education are:
preschool education and education;
general average and secondary vocational education;
professional education;
the higher education;
postgraduate education;
retraining and advanced training of personnel;
out-of-school education.
Preschool education and education is the education type directed to training and education of children, their intellectual, spiritual and moral, ethical, esthetic and physical development, and also to training of children for general secondary education.
Preschool education and education also provides obligatory year training of children aged from six up to seven years to primary education.
