About safety precautions of drivers and passengers of vehicles

According to the Law of the Republic of Uzbekistan "About traffic safety", and also for the purpose of protection of life and health of citizens, safety control of traffic, prevention of serious consequences of the road accidents the Cabinet of Ministers decides:

1. Enter since July 1, 2007 compulsory use of safety belts by drivers and passengers in case of movement of vehicles which design provides safety belts.

2. To the Ministry of Internal Affairs of the Republic of Uzbekistan:

in a month to bring the regulations into accord with this resolution;

provide in accordance with the established procedure bringing to data of drivers of automotor-vehicles and the population of requirements of this resolution with carrying out among them necessary explanatory work, including through mass media.

3. Make since July 1, 2007 changes and amendments to the Traffic regulations approved by the resolution of the Cabinet of Ministers of December 11, 2000 No. 472 (the joint venture of the Republic of Uzbekistan, 2000, No. 12, the Art. 75), according to appendix.

4. To impose control over the implementation of this resolution on the Deputy prime minister of the Republic of Uzbekistan Hanov N. M.

Changes and additions which are made to Traffic regulations

1. State Item 3.3 in the following edition:

"3.3. In case of movement on the vehicle which design provides safety belts the driver shall be the fastened safety belt and not transport the passengers who are not fastened by safety belts. It is allowed not to be fastened by safety belts:

to the children up to 12 years who are on rear seat according to Item 25.8 of Rules;

to the training driving when the trainee manages the vehicle;

to the expectant mothers painful to passengers whose condition does not allow them to be fastened by safety belt;

to the drivers who are carrying out movement maneuver by back run;

in case of movement in the settlement - to the drivers of linear taxi, passengers who are on rear seat of taxi;

in settlements - to drivers and passengers of the special vehicles having the corresponding tsvetografichesky schemes applied on outer surfaces.

Under control of the motorcycle the driver shall be in the clasped crash helmet and not transport passengers without the clasped crash helmet".

2. State Item 6.1 in the following edition:

"6.1. Passengers shall make landing and disembarkation from the sidewalk or roadside and only after full stop of the vehicle. If landing and disembarkation are impossible from the sidewalk or roadside, they can be performed from the carriageway provided that it will be safe and will not create hindrances to other participants of movement.

In case of trip on the vehicle equipped with safety belts, passengers shall be fastened (except cases, stipulated in Item 3.3 Rules), and in case of trip on the motorcycle - to be in the clasped crash helmet".
